Regional Finance Manager – Eastern and Southern Africa (ESAf) Region .

About the position
In liaison with Head of Finance and the Finance Officers at ICRAF HQ, the incumbent shall manage all financial information and databases for the ICRAF-ESAf Region. He/She will: Be responsible for establishing and maintaining strong internal controls and providing oversight and training to ensure that the financial management in the Regional, Nodal, and Country offices are robust and adhere to all ICRAF policies and procedures; provide supervision to Finance Officers of nodes and country offices in the region; provide practical recommendations and advice for improving operational efficiency in the region in particular and ICRAF processes in general; and, participate in proposals and project budget formulation, project financial monitoring and evaluation and reporting to project managers, HQ and donors.
This position will be located in the regional office at ICRAF HQ.

Required Academic and Professional Qualifications:
• A Bachelor degree in accounting or a Master’s Degree in Financial Management and Accounting
• CPA, CA, ACMA or ACCA
• At least 5 years’ experience in financial management and accounting in a similar position in an
International organization, non-governmental or development organization.
Required Skills and Competencies:
• Experience in undertaking and application of financial practices, policies, concepts and procedures
• Proficiency in ICT with demonstrated experience in Ms Office practices, policies, concepts and procedures
• Understanding of local laws and practices in the Eastern and Southern Africa region in regard to financial and taxation policies.
• Fluency in English (spoken and written).
• Excellent interpersonal and communication skills.
• Ability to work under pressure and in a multicultural environment.

      Duties and responsibilities
In charge of the Supply chain management function of the Institute;
Preparation of professional opinion for the attention of the Director;
Efficient performance of the procurement function;
Compliance with Public Procurement and Disposal Act and regulations in the procurement process;
Preparation of procurement plans in accordance with budget process;
Maintenance of procurement and asset disposal records and Asset Register;
Undertake periodic stock taking.

   Minimum Requirements for Appointment
Kenya certificate of Secondary Education (KCSE) with a mean grade of at least C+ (Plus) or its equivalent;
Bachelor’s Degree in any of the following; Commerce, Business Administration, Supply Chain Management/Procurement, Economics, Marketing, Law or their equivalent qualification from a recognized University;
Master’s Degree in any of the following fields: Supply Chain Management, Logistics, Business Administration, Finance or its equivalent qualification;
A registered member of Kenya Institute of Supplies Management (KISM) with a valid practicing certificate;
Satisfactorily served at the position of Principal Supply Chain Management Officer for minimum of three (3) years in a public sector or equivalent position in the private sector;
Post Graduate Diploma in Supply Chain Management or Diploma in Supply Chain Management or its equivalent from a recognized institution;
Demonstrate knowledge of Public Procurement Regulations. Meets the requirements of chapter six of the constitution;
Have excellent communication, organizational and interpersonal skills and computer literate.
