Duties and responsibilities

Duties and responsibilities are as follows: –

  • Organizing, directing and controlling of the department functions
  • Planning and supervision of the relevant department programs and activities
  • Oversee preparation of annual work plans and financial budgets
  • Supervising and coordinating all environmental related matters within the County
  • Interpreting and applying national and county environmental legal frameworks in line with the county goals and objectives
  • Planning, coordinating and implementation of climate change mitigation and adaptation programmes within the County
  • Identifying areas of environmental concern and ensuring that they are sufficiently addressed in development plans
  • Facilitate exchange of environmental information among various institutions
  • Ensuring compliance of County development projects with EIA/EA guidelines.
  • Developing and updating environmental database.
  • Resource mobilization.
  • In addition, the officer will be responsible for coordinating implementation of the section’s Strategic Plan and realization of its objectives; overseeing the implementation of performance management systems and contracts, ensuring accountability and prudent management of resources and assets and ensuring compliance with principles and values of good governance; transparency; accountability, ethics & integrity.

Requirements for Appointment

  • Bachelor’s degree in the following disciplines; Environmental studies, Environmental Science, Environmental Management, Environmental Engineering, Natural Resource Management, Natural Science, Bsc.Forestry and any other course from a recognized institution
  • Master’s degree in the following disciplines; Environmental studies, Environmental Science (Climate change and sustainability), Environmental Management, Environmental Engineering, Natural Resource Management, Natural Science, Bsc.Forestry and any other course from a recognized institution
  • Minimum Eight (8) years of work experience.
  • Demonstrated professional ability, initiative and competence in organizing and directing work
  • Exhibited a thorough understanding of National and County goals, policies, objectives and ability to relate them to sustainable management of environment and natural resource
  • Should be registered by Environment Institute of Kenya and be an EIA/EA expert

Terms of service: Contract

Salary Scale: 119,730  166,780 p.m.

DEPARTMENT OF EDUCATION AND ICT

Duties and responsibilities are as follows: –

  • Coordinate planning and implementation of ECDE Centre programs

  • Engaging stakeholders in ECDE sector

  • Developing sub county based programs that carter for the total development of children less than 8 years
  • Effective management of the sub county Resource centre for the ECDE programmes

Requirements for Appointment

  • Degree in Early Childhood Development Education offered by a recognized institution of higher learning
  • Masters of Education in Early Childhood Development or any other relevant Masters in Education from a recognized institution of higher learning/university
  • Minimum Five (5) years of work experience
  • Proficiency in computer application
  • Been registered by the Teachers Service Commission
  • Certificate of Good Conduct
  • Demonstrated professional ability, initiative and competence in organizing and directing work

Terms of service: Contract

Salary Scale: 85,110  119,730 p.m.

The County Payroll Manager will be accountable for the following duties and responsibilities:

  • Integrate and maintain the County government payroll management system
  • Monthly payroll processing
  • Assisting in the preparation of the personnel budgets
  • Preparing and maintaining standard and ad hoc reports
  • Conducting appropriate payroll audits to ensure integrity
  • Conduct regular clean up of the payroll
  • Ensure accurate data entry and capture of employee data in the payroll
  • Ensure only valid and approved employees are in the payroll
  • Preparing and maintaining accurate payroll records.
  • Oversee processing of payroll changes (e.g. new hires, terminations, raises) and system upgrades.
  • Liaise with auditors and manage payroll audits.

Requirements for Appointment

  • Bachelor’s Degree in any of the following fields: Human Resource Management, Human Resource Development, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other relevant Social Science from a recognized institution.
  • Masters degree in any of the following fields will be an added advantage: Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labour Relations, Education, Public Administration, Business Administration, Counselling Psychology or any other relevant qualification from a recognized institution
  • Minimum Five (5) years of work experience in the payroll section.
  • Must be a member of the Institute of Human Resource Management
  • Attended a Management Course lasting not less than four (4) weeks from a recognized institution.
  • Demonstrated professional ability, initiative and competence in organizing and directing work.

Salary Scale: 85,110  119,730 p.m.

2. Senior Ward Administrator – Kambe Ribe (1 Position) – Job Group “L” REF CG/KLF/CPSB/ADVRT/31/05/20

The Ward Administrator will be responsible for the coordination, management and supervision of the general administrative functions of the ward unit.

Duties and Responsibilities

  • Developing and implementing policies and plans
  • Ensuring effective service delivery
  • Coordinating developmental activities to empower the community
  • Provision and maintenance of infrastructure and facilities of public services
  • Managing the County Public Service
  • Facilitating and coordinating citizens’ participation in the development of policies and plans and delivery of service.

Requirements for appointment

  • Be a Kenyan citizen
  • Bachelor degree in any of the disciplines: Public Administration, Business Administration/Management, Community Development or any of the Social Sciences from a recognized institution.
  • Have knowledge of administration or management
  • Working experience of not less than 5 (five) years
  • Satisfy the requirements of Chapter Six of the Constitution.

Terms of Service: – Permanent

Salary Scale: 41,770 – 57,900 p.m.
