National Environment Management Authority (NEMA), established under the Environmental Management and Coordination Act (EMCA) No. 8 of 1999 is mandated to exercise general supervision and coordination over all matters relating to the environment in Kenya; and to be the Principal Instrument of Government in the implementation of all policies relating to the environment.
The Authority invites applications from qualified and experienced candidates for the following vacant positions:
- CORPORATION SECRETARY/DIRECTOR LEGAL SERVICES– GRADE E2 (1 POST)
An officer at this level is responsible to the Director General for the overall legal matters and will be the principal legal advisor to the Authority. The officer is responsible for providing secretarial and related services to the Board as provided for in the Act and the Mwongozo Code of conduct for State Corporations.
Duties and responsibilities
Specific duties and responsibilities at this level will include but not limited to:
- Providing legal advice to the Authority and ensuring integration of environmental concerns into policy and legislation at all levels;
- Drafting the required regulations, guidelines and interpreting the Environmental Management and Coordination Act, 1999;
- Advising on international conventions, treaties and agreements related to the environment to which Kenya is a party and assisting in their implementation;
- Advising and assisting in various negotiations;
- Drafting and liaising with various Government Institutions on the establishment and maintenance of a Registry of International Environmental Conventions and Treaties to which Kenya is a party;
- Liaising with relevant Government Institutions and stakeholders on International Environmental concerns;

An officer at this level is responsible to the Director Environmental Services for the overall planning and coordinating environmental education, awareness and training activities in the Authority.

- Requirements for appointment
For appointment to this position a candidate must have;
(i) Bachelor’s degree in any of the following field; Environmental Management, Chemistry, Biology, Chemical Engineering, Environmental Engineering, Environmental Studies, Environmental Science; Biochemistry, Natural Science, Community Development or any other relevant field from a recognized institution;
(ii) Master’s degree in any of the following field: Environmental Management, Chemistry, Biology, Chemical Engineering, Environmental Engineering, Environmental Studies, Environmental Science; Biochemistry, Natural Science, Community Development, Disaster Management, Project Management or any other relevant field from a recognized institution;
(iii) Management course lasting not less four (4) weeks from a recognized
Institution.
(iv) A minimum period of eight (8) years relevant work experience and at
least three (3) Years’ experience in a supervisory role in public service
or private sector;
(v) Proficiency in Computer Applications
(vi) Good Communication skills
(vii) Shown merit and ability as reflected in the work performance and
results; and
(viii) Fulfilled the requirements of Chapter 6 of the Constitution.
- PRINCIPAL SUPPLY CHAIN MANAGEMENT OFFICER – GRADE E5 (1 POST)
An officer at this level will be responsible to the Manager Supply Chain Management.
- a) Duties and Responsibilities
Specific duties and responsibilities at this level will include but limited to:
- Coordinating the collection, collation and analysis of data from the
Authority and making appropriate recommendations thereof; - Analyzing Supply Chain Management emanating from the Authority and initiating appropriate action;
- Ensuring procurement and disposal functions are in compliance with statutory provisions.
- Preparing and submitting procurement reports on a regular basis;
- Undertaking market survey;
- Monitoring of the implementation of existing Supply Chain Management policies, guidelines and procedures;
- Ensuring the correct interpretation and implementation of the Public Procurement and Asset Disposal Act, 2015, the regulations 2020, procedures and other statutes that impact on Supply Chain Management;
- Planning and coordinating Supply Chain Management activities in areas such as procurement, warehousing, distribution, disposal of stores and assets, procurement plans and inventory control;
- Supervising, guiding, appraising and developing staff working under him or her.
- b) Requirements for Appointment
For appointment to this position, a candidate must have:
- Bachelor’s degree in any of the following disciplines: Commerce, Business
Administration, (Supplies Management Option) or equivalent qualifications
from a recognized institution. - Master’s degree in a Procurement related field such as Commerce,
Business Administration and/or Procurement from a recognized institution.
- A minimum period of eight (8) years relevant work experience and at
least three (3) years in a supervisory role in the Public Service
or Private Sector.
- Management course lasting not less than four (4) weeks from a recognized
institution. - Membership of the Kenya Institute of Supplies Management (KISM) or
any other relevant professional body and KISM supply practitioner’s license. - Proficiency in computer applications.
- Good Communication skills.
- Shown merit and ability as reflected in work performance and results.
- Fulfilled the requirements of Chapter Six of the constitution.
- PRINCIPAL INFORMATION COMMUNICATION TECHNOLOGY OFFICER – GRADE E5 (1 POST)
An officer at this level will be responsible to the Deputy Director ICT.
- Duties and Responsibilities
Specific duties and responsibilities at this level will include but not limited to:
- Systems development, implementation and allocation;
- Co-ordinating systems development, implementation and maintenance;
- Carrying out feasibility studies;
- Preparing progress report of the systems development;
- Evaluating systems and ensuring adherence to established ICT Standards;
- Training and preparing staff performance reports;
- Planning, monitoring and evaluating program/activities within an Information Communication Technology department;
- Liaising with user departments to ensure effective maintenance of Information Communication Technology equipment;
- Evaluating hardware maintenance feasibility studies and detailed specifications before implementation; and
- Supervising, guiding, appraising and developing staff working under him or her.
- Requirements for appointment
For appointment to this grade a candidate must have:
- Master’s degree in any of the following disciplines: Information Technology
(IT), Computer Science, Mathematics, Statistics, Physics, or any other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;
- Bachelor’s degree in any of the following disciplines: – Information
Technology (IT), Computer Science, Mathematics, Statistics, Physics, or any
other ICT related discipline with a bias in Information Communication Technology from a recognized Institution;
iii. Certificate in any of the following field: -MCSE/MCITP (Microsoft Certified
Systems Engineer/ Microsoft Certified IT Professional) or CCNA/ N+ (Cisco Certified Network Associate/Network+); and
- Certificate on Web Development and Database administration/Management.
- A minimum period of eight (8) years relevant work experience and at least three (3) years in a supervisory role in the Public Service or Private Sector;
- Management course lasting not less than four (4) weeks from a recognized
institution;

- SENIOR OFFICE ADMINISTRATOR (1 POST) – GRADE E5
An Officer at this level may be deployed to work in either Director General’s Office or a Director’s office.
- Duties and Responsibilities
Duties and Responsibilities at this level will include but not limited to:
- Using e-office to research and word and data processing;
- Operating office equipment;
- Ensuring security of office equipment, documents and records;
- Ensuring security, integrity and confidentiality of information and data;
- Attending to visitors and clients;
- Taking oral dictation;
- Handling telephone calls and appointments;
- Handling customer inquiries and complains;
- Coordinating schedules of meetings and appointments;
- Coordinating travel arrangements;
- Maintaining an up to date filing system in the office;
- Supervision of office cleanliness;
- Preparing responses to routine correspondences;
- Maintaining office protocol and etiquette;
- Guiding and supervising junior officers working under him/her.
- Requirements for appointment
For appointment to this position, a candidate must have:
- Kenya Certificate of Secondary Education, mean grade C- (minus) with at least C (plain) in English Language or its equivalent qualification from a recognised institution.

- Ten (10) years relevant working experience in public service or private sector.
- Certificate in Secretarial Management Course lasting not less than four (4) weeks from the Kenya School of Government or any other government training institution.
- Certificate in Supervisory Skills Course lasting not less than two (2) weeks from a recognized institution.
- Certificate in Computer applications from a recognized institution.
- Shown merit and ability as reflected in work performance and results.
- Demonstrated professional competence in management of a high level office and administrative services.
- Fulfilled the requirement of chapter six of the constitution
Terms of service
All the above positions are on permanent and pensionable terms of service except for the position of Corporation Secretary/Director Legal Services – Grade E2, which is on a three (3) years renewable contract.
