Consultancy to support Editing of the National Health Financing Dialogue Report
Project Overview and Role:
In Kenya, Palladium is implementing the USAID-funded PROPEL Health project to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices.
It focuses on family planning/reproductive health (FP/RH), and the integration of FP/RH with HIV and maternal and child health (MCH) with a lens to enable economic empowerment, positive youth development. Our transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability.
The project actively supports USAID’s localization strategy by drawing on local actors to co-create our country designs and lead implementation, monitoring, and evaluation.
The Ministry of Health organized a National High-Level Dialogue on Domestic Resource Mobilization for Sustainable Health Financing towards UHC which was held on 26–28 June 2023 in Nairobi.
The dialogue entailed discussions on how different stakeholders could align their priorities to the Government priorities in health financing specifically focusing on the Bottom-Up Economic Transformation Agenda, strengthening the health financing system in Kenya through increased domestic resource mobilization, utilizing health financing data for evidence- based decision-making and enhancing national health financing systems for improved efficiency and effectiveness.
The Ministry of Health intends to fulfill the above outcomes by having the National High-Level stakeholders develop recommendations and commitments on domestic health financing and consolidate these recommendations into a country position paper.
The position paper will inform the implementation plan that will turn the dialogue into action and establish national consensus on priority action plans for increased, sustained domestic investments in health and enhanced development partner and private sector alignment on domestic health financing priorities.
The purpose of this consultancy is to provide editorial services in the preparation of the National Health Financing Dialogue Report. The consultant will work closely with PROPEL Health Kenya and the Ministry of Health. The consultant must have professional and specific experience related to communications and knowledge management.
Primary Duties and Responsibilities:
- Participate and provide technical assistance to the National Dialogue team in the preparation of the draft report.
- Technical Editing:
- Ensure that the format of National Health Financing Dialogue Report is consistent with the various sections/chapters.
- Ensure that the National Health Financing Dialogue Report is written in simple and clear language that is devoid of technical jargon and unnecessary abbreviations.
- Ensure the report follows GOK and/or USAID writing style and language and conforms to the GOK and/or USAID branding requirements.
- Eliminate unnecessary and lengthy statements without altering the content.
- Any other substantive editorial which the editor will find necessary in strengthening the flow of the report.
- Substantive Copy Editing
- The Editor will make logical, objective, and justifiable correction of spelling, grammar, punctuation, terminology, sentence structure, clarity, conciseness, tone, inconsistencies, and typographical errors.
- Copy editing will involve a close reading, with an eye on consistency of capitalization, spelling and hyphenation and other grammatical, editorial, and typographic style.
- Check graphics: ensure photos are relevant and correctly captioned. And charts and other data graphics are numbered consistently, and the information is correctly displayed and well aligned to the narrative text.
Deliverables
The consultant will be expected to submit the following deliverables.

Required Skills & Qualifications:
- Master’s degree in communication studies or Journalism/mass communication is required.
- Bachelor’s degree in communications studies, linguistics, journalism, mass communication or related field is required.
- At least 8 years’ experience in communication and knowledge management with a USAID-funded organization in the health sector is required.
- Experience in preparation of routine USAID and/ or GoK reports.
- At least 8 years’ experience reviewing and editing reports and other documents for USAID and government approval.
Evaluation Criteria
Applications will be evaluated based on below evaluation criteria:
- Technical (50%)
- At least 8 years’ experience in communication and knowledge management with a USAID-funded organization in the health sector is required.
- Experience in preparation of routine USAID and/ or GoK reports.
- At least 8 years’ experience reviewing and editing reports and other documents for USAID and government approval.
- Education (30%)
- Master’s degree in communication studies or Journalism/mass communication is required.
- Bachelor’s degree in communications studies, linguistics, journalism, mass communication or related field is required.
- Costs (20%)
- Proposed daily rate in Kes.
Period of Performance
The period of performance will be September 18, 2023 to October 30, 2023.
Technical Monitor
The consultant will report to the Technical Advisor- Health Financing.
