County Government of Nyandarua Hiring Chief Officer Finance, Orthopaedic Surgeon & Senior Assistant Director Of Medical Services/Medical Specialist I

The County Public Service Board of Nyandarua wishes to recruit competent and qualified candidates to fill the following vacant positions in various Departments.

DEPARTMENT OF FINANCE, ECONOMIC PLANNING AND ICT

i) Vacancy – Chief Officer Finance, Job Group ‘S’ – One (1) Post

Remuneration as guided by the SRC from time to time

Requirements for Appointment

For appointment to this position, an applicant must:
i. Kenyan citizenship;
ii. A relevant Bachelor’s degree recognised in Kenya;
iii. A Master’s degree will be an added advantage;
iv. Must be registered with the Institute of Certified Public Accountants (ICPAK);
v. Must in good professional Standing;
vi. Must be of the level of Certified Public Accountant (CPA K) qualification;
vii. Be a strategic thinker and results-oriented;
viii. Proven experience of at least ten (10) years of service from a reputable organization, with at least five (5) years in a senior management position;
ix. Computer literacy
x. Meet the requirements of Chapter Six of the Constitution of Kenya.

Duties and Responsibilities

The officer will be deployed in the County Treasury as a head of Finance Department.
i) Oversee smooth running of the department.
ii) Implementation of County Executive Committee resolutions as guided by the Executive
Committee Member
iii) Coordinating the overall resource allocation in line with national and county policy;
iv) Coordinating capacity building in the finance units/Revenue, supply chain management and Internal Audit;
v) Coordinating the linkage of the overall budget to the sectoral and county cash plans;
vi) Undertaking risk assessment on overall budget policy.
vii)Developing budgetary requirements and coordinate the activities of the county;
viii) Scheduling of expenditures consistent with work plans;
ix) Contract liability projections for the identification and budgeting of contractual and legal financial obligations;
x) Coordinating the preparation of annual work plans, procurement plans and cash management;
xi) Advising the accounting officers on financial management matters;
xii)Coordinating the preparation of the ministerial public expenditure reviews and the sector reports; and
xiii) Undertaking risk assessment and management of the Budget.

INDENTS FOR RECRUITMENT OF SPECIALISTS – DEPARTMENT OF HEALTH SERVICES

1. ORTHOPAEDIC SURGEON (MEDICAL SPECIALIST I/SENIOR ASSISTANT DIRECTOR OF MEDICAL SERVICES) – JOB GROUP: ‘Q’ – (1 POST)

   TENURE: Permanent and Pensionable

   BASIC SALARY AND ALLOWANCES: As Per Current SRC Guidelines

Roles and Responsibilities:

  • Conduct weekly Orthopaedic Outpatient Clinics
  • Conduct weekly major ward rounds
  • Conduct Orthopaedic related surgical operations (weekly rounds)
  • Respond to orthopaedic related emergencies
  • Interpret diagnostic tests such as CT scans, MRIs, X-Rays, etc
  • Prescribe and administer medications as appropriate
  • Supervise and train junior doctors, interns and medical students
  • Keep and update patients’ medical records /notes
  • Adhere to relevant orthopedic procedures and guidelines
  • Collaborate with multidisciplinary medical team

Qualifications

Academic:

  • KCSE grade to qualify for admission to MBCHB

Professional:

  • Must be a holder of a Bachelor’s Degree in Medicine and Surgery (MBCHB )
  • Must be a holder of Master’s Degree in Orthopedic Surgery from a recognized institution
  • Certificate of registration by Kenya Medical Practitioner & Dentists Council
  • Valid practicing license by the Kenya Medical Practitioner & Dentists Council
  • In-depth knowledge of hand, foot, joints, long bones and spine surgery
  • Superb dexterity and hand-eye coordination
  • Outstanding patient management skills
  • Excellent communication and interpersonal skills
  • Must be computer literate

2. SENIOR ASSISTANT DIRECTOR OF MEDICAL SERVICES/MEDICAL SPECIALIST I (INTERNIST PHYSICIAN) JOB GROUP ‘Q’ – (1POST)

Roles and Responsibilities:

  • Undertake general diagnosis, care treatment and rehabilitation of medical patients
  • Provide specialized medical clinics, inpatient and critical care services.
  • Training, consulting in internal medicine
  • Carrying out medical legal services
  • Undertake health research and
  • Analyze medical data for reports

Qualifications

Academic:

  • KCSE grade to qualify for admission to MBCHB

Professional:

  • Must be a holder of a Bachelor’s Degree in Medicine and Surgery (MBCHB)
  • Must be a holder of Master’s Degree in Internal Medicine from a recognized institution
  • Certificate of registration by Kenya Medical Practitioner & Dentists Council
  • Valid practicing license by the Kenya Medical Practitioner & Dentists Council
  • Demonstrated professional competence and managerial capability
  • Outstanding patient management skills
  • Excellent communication and interpersonal skills
  • Be computer literate.
