IOM Hiring Consultant Developing and Training on Financial Literary Curriculum Training of Trainer’s (ToT) Manual, and Information Education and Communication (IEC) materials to enhance lowering of remittance costs to Kenya – Nairobi

he International Organization for Migration (IOM) is seeking a highly qualified consultant to design a Financial Literacy Curriculum and develop a comprehensive Training-of-Trainers (TOT) Manual. The consultant will contribute significantly to community outreach programs that empower remittance receivers and enhance their financial capabilities to support Kenya’s socio-economic development. This consultancy involves working closely with Kenya’s government counterparts and key stakeholders to tailor an effective and culturally relevant curriculum, especially for local communities and migrant worker groups.

Background

Kenya has a rapidly growing diaspora, driven by various push and pull factors, with over 4 million Kenyans currently residing abroad. The diaspora’s contribution to Kenya’s economic development has been substantial, mainly through remittances, skills transfer, and technology. In 2022, remittances amounted to USD 4.027 billion—constituting 3.6% of the country’s GDP—positioning remittances as Kenya’s largest foreign exchange earner. However, high remittance fees, limited financial literacy among receivers, and lack of formal integration into Kenya’s economy reduce the impact of these remittances.

Key Responsibilities

Under the overall guidance of IOM’s Deputy Chief of Mission in Kenya and the direct supervision of the Senior Project Manager of Labour Mobility and Protection, the consultant will:

  1. Conduct a Desk Review: Review existing IOM financial literacy and remittance management modules and other available resources to assess informational gaps.
  2. Engage Stakeholders: Consult with key government entities (e.g., Ministry of Labour, National Employment Authority, Ministry of Foreign Affairs, and State Department for Diaspora Affairs), civil society, and other relevant organizations to gather insights and identify the information needs of migrant workers and remittance receivers.
  3. Curriculum Development: Create a Financial Literacy Curriculum tailored to Kenyan communities, covering essential topics like budgeting, savings, debt management, remittance management, digital financial services, and entrepreneurship.
  4. Training Manual and IEC Materials: Develop a TOT Manual and IEC materials that include a digital remittance booklet. Materials will be distributed to community groups, local leaders, and relevant government partners.
  5. Facilitate TOT Sessions: Conduct two in-person TOT sessions (each for 15 participants) in select counties for IOM’s implementing partners, migrant leaders, and civil society groups to ensure that the financial literacy curriculum is cascaded effectively.
  6. Community Engagement: Lead community workshops focused on financial literacy, digital financial services, and remittance management, targeting 50 participants in total, including female-led households.

Expected Deliverables

  1. Inception Report: Outline a detailed work plan, including an activity timeline and a preliminary draft of the curriculum.
  2. Financial Literacy Curriculum and TOT Manual: Finalized after stakeholder consultations, compliant with IOM’s style guidelines.
  3. Training Materials and IEC Content: Develop accessible, bilingual IEC materials in English and Swahili for community-level distribution, covering digital remittance management.
  4. TOT and Community Sessions: Successful delivery of two TOT sessions and two community workshops to strengthen local financial literacy.

Performance Indicators for Evaluation

The performance indicators for evaluating the consultant’s work include:

  • Timely delivery of all deliverables.
  • High-quality outputs that align with IOM’s guidelines and the goals of Kenya Vision 2030.
  • Engagement and collaboration with all relevant stakeholders.
  • Consistency with IOM’s house style and the delivery of any additional tasks specified.

Qualifications and Experience Required

  1. Financial Literacy Expertise: At least 10 years of experience designing financial literacy programs for diverse audiences with varying financial knowledge levels.
  2. Remittance Industry Knowledge: Understanding of remittance costs, exchange rates, and digital financial tools.
  3. Educational Curriculum Development: Demonstrated experience in developing educational content, especially within financial literacy.
  4. Cross-Cultural Competence: Ability to adapt financial education to different cultural and socio-economic contexts.
  5. Consulting and Project Management: Strong project management skills with experience in consulting for financial services.
  6. Awareness of Migration Dynamics: Knowledge of Kenya’s diaspora and the role of remittances in Kenya’s economy.
