We are currently recruiting for a Monitoring & Evaluation Officer (Francophone – Bilingual) to support this vital initiative. The successful candidate will be based in Nairobi, Kenya, with frequent travel to French-speaking African countries.

Position: Monitoring & Evaluation Officer (Francophone – Bilingual)

Program: Mastercard Foundation Saving Lives and Livelihoods (SLL)
Reporting to: Senior Monitoring & Evaluation Officer


Main Purpose of the Role

The Monitoring and Evaluation Officer will play a key role in executing M&E activities under Deloitte’s Mastercard Foundation-funded SLL program. The role demands strong technical experience in performance monitoring, data quality assurance, evaluations, learning initiatives, and capacity building—especially in the context of French-speaking countries in Africa.

You will contribute significantly to the sustainability and success of the program by ensuring accurate tracking, reporting, and translating program data into actionable insights.


Key Responsibilities

  • Support the development of standard data collection and reporting tools aligned with the SLL programme goals.
  • Review and synthesize French-language progress reports from SLL implementing partners into concise reports for key stakeholders.
  • Create performance dashboards by analyzing data from the SLL District Health Information System (DHIS2).
  • Develop and roll out tools and SOPs for Data Quality Audits (DQAs) in French.
  • Conduct DQAs and track implementation of corrective action plans in Francophone member states.
  • Coordinate the development of DQA reports, summarizing findings, strengths, and areas for improvement.
  • Design and deliver M&E training sessions and capacity-building programs for diverse audiences.
  • Contribute to the creation of evaluation tools (e.g., interview guides, questionnaires, focus group protocols).
  • Lead program evaluations—including process and outcome assessments—in designated countries.
  • Assist in developing and executing the program’s learning agenda.
  • Translate technical reports and documentation from French to English, ensuring clarity and accuracy.
  • Provide support for rapid assessments and special study initiatives as needed.
  • Participate in business development efforts involving M&E components.
  • Undertake any other duties assigned by the direct supervisor or SLL M&E Manager.

Key Requirements

  • Bachelor’s Degree in Monitoring and Evaluation, Epidemiology, Public Health, Demography, or a related field.
  • At least 6 years of experience in Monitoring and Evaluation, preferably in large-scale, multi-country donor-funded programs.
  • Full professional proficiency in French and English (both written and spoken).
  • Strong experience in conducting Data Quality Audits and implementing data verification and improvement plans.
  • Demonstrated knowledge and experience in process and outcome evaluations.
  • Ability to critically review narrative reports and produce concise summaries.
  • Experience working with National Health Information Systems like DHIS2.
  • Skilled in presenting and interpreting program performance dashboards.
  • Experience in pandemic response or livelihood-focused programs is an added advantage.
  • Willingness to travel frequently across Francophone African countries.
  • Ability to work effectively in multicultural and diverse teams.
