OVERALL PURPOSE OF THE JOB

The Head Engineer will be responsible for providing strategic and operational oversight of all hospital engineering systems and biomedical technologies. The role focuses on ensuring that all healthcare equipment and facilities operate efficiently, safely, and in compliance with established standards.

The position plays a crucial role in managing the hospital’s physical infrastructure and ensuring that the systems and equipment essential for clinical operations are functional, reliable, and maintained to the highest standards.

The incumbent will also guide the hospital in the implementation of maintenance strategies, energy efficiency projects, and safety management systems while ensuring compliance with healthcare regulatory requirements.


DUTIES AND RESPONSIBILITIES

The Head Engineer will perform a wide range of technical and managerial duties, as outlined below:

  1. Technical Support and Equipment Management
    • Provide expert technical support for all clinical equipment, including both scheduled and unscheduled maintenance.
    • Supervise the upkeep and calibration of medical devices to ensure operational efficiency and patient safety.
    • Maintain a comprehensive inventory of all hospital equipment, tracking performance, usage, and life cycles.
    • Offer on-call support for emergency maintenance, ensuring minimal downtime of critical systems.
  2. Medical Device and Technology Oversight
    • Serve as the hospital’s lead authority on medical device management, including oversight of procurement, modification, and servicing.
    • Provide guidance on compliance with medical equipment regulations, risk assessments, and operational best practices.
    • Ensure that all biomedical technologies are aligned with clinical needs and meet safety and regulatory standards.
  3. Quality Assurance and Continuous Improvement
    • Lead the implementation of quality improvement initiatives in engineering services and medical equipment management.
    • Monitor performance metrics for technical operations, identifying and resolving inefficiencies.
    • Develop protocols to ensure consistent quality control in the maintenance, calibration, and operation of hospital systems.
  4. Safety and Emergency Planning
    • Design and implement safety protocols and emergency response plans for critical hospital equipment and utilities.
    • Manage the process of safety alerts and equipment recalls, coordinating corrective measures promptly.
    • Ensure that all engineering and biomedical activities comply with occupational safety standards.
  5. Preventive Maintenance Management
    • Develop preventive maintenance schedules and standard operating procedures to enhance system reliability.
    • Ensure regular inspection and servicing of hospital infrastructure, including power supply systems, HVAC, and medical gas pipelines.
    • Plan and supervise facility audits to identify potential technical risks and recommend corrective actions.
  6. Project Coordination and Infrastructure Development
    • Oversee major engineering projects such as the installation of new equipment, facility upgrades, or construction works.
    • Coordinate cross-functional project teams and external contractors to ensure timely and cost-effective project delivery.
    • Evaluate equipment and system performance before commissioning and oversee safe integration into hospital operations.
    • Manage the entire life cycle of medical equipment, from acquisition to disposal, ensuring compliance with sustainability practices.
  7. Training and Capacity Building
    • Design and deliver training programs for technical and clinical staff on safe equipment use and basic maintenance.
    • Identify skill gaps among technical teams and implement capacity-building initiatives to strengthen departmental expertise.
    • Mentor junior engineers and technicians to ensure professional development and alignment with organizational goals.
  8. Budgeting and Procurement Management
    • Develop and manage the departmental budget, ensuring optimal resource utilization.
    • Oversee contract management for maintenance services, repairs, and engineering-related supplies.
    • Evaluate supplier performance and recommend reliable vendors for long-term partnerships.
    • Implement procurement strategies for equipment replacement and infrastructure investments based on cost-benefit analyses.
  9. Regulatory Compliance and Reporting
    • Ensure compliance with all applicable local and international standards governing healthcare engineering and safety.
    • Maintain up-to-date records of inspections, maintenance, and repairs for audit and reporting purposes.
    • Prepare and submit regular technical performance reports to hospital management, highlighting achievements and areas for improvement.
  10. Strategic Planning and Leadership
    • Contribute to the hospital’s strategic development by identifying opportunities for innovation in engineering systems.
    • Develop long-term facility management and energy efficiency plans in alignment with the hospital’s sustainability goals.
    • Represent the engineering division in senior management meetings, providing expert input on infrastructure and equipment matters.

MINIMUM QUALIFICATIONS, REGULATORY AND LEGAL REQUIREMENTS

  1. Bachelor’s degree in Mechanical, Electrical, Civil, or Biomedical Engineering from a recognized institution. A Master’s degree will be an added advantage.
  2. Registered Engineer with the Engineers Board of Kenya (EBK).
  3. Minimum of eight (8) years of relevant work experience, with at least three (3) years at a senior management level within the healthcare sector.
  4. Proven experience in project management, plant maintenance, and facility engineering.
  5. Strong understanding of hospital systems including medical gases, HVAC, water supply, power distribution, and waste management.

  • Procurement, Finance, and Safety departments for budget management, acquisitions, and compliance.
  • External vendors, contractors, and service providers for outsourced engineering services and projects.
