The Embu County Public Service Board invites qualified and experienced individuals to apply for the following senior positions within the County Government of Embu. The following positions are open for application:


1. CHIEF EXECUTIVE OFFICER – EMBU LEVEL 5 (VACANCY NO. CPSB 02/2025 (E))

Job Group: S
Number of Positions: One (1)

Job Purpose:
The Chief Executive Officer (CEO) will serve as the overall administrative and strategic head of Embu Level 5 Hospital, overseeing the implementation of hospital policies, strategic plans, and operational objectives. The CEO will ensure efficient management of hospital resources, high standards of service delivery, and adherence to regulatory frameworks governing public healthcare institutions.

Duties and Responsibilities:

  • Provide overall leadership and strategic direction in the management of Embu Level 5 Hospital.
  • Formulate and implement policies, programs, and initiatives to ensure the hospital achieves its mandate of providing quality healthcare services to the residents of Embu County and beyond.
  • Oversee hospital operations including clinical services, administration, finance, procurement, and human resource management to ensure efficiency and accountability.
  • Develop and implement the hospital’s strategic plan in line with national and county health policies.
  • Establish and maintain effective governance structures to support decision-making, transparency, and compliance with statutory requirements.
  • Promote partnerships and collaborations with relevant stakeholders including the County Government, the National Government, development partners, and healthcare institutions.
  • Oversee the development and management of the hospital’s budget and ensure prudent utilization of financial resources.
  • Drive performance management systems to ensure that operational targets and service standards are met across all departments.
  • Coordinate the preparation and submission of regular reports on hospital performance, highlighting key achievements, challenges, and areas for improvement.
  • Ensure adherence to health and safety regulations, ethical standards, and best practices in hospital management.
  • Champion innovation in healthcare delivery, including adoption of technology and research-based practices to improve patient outcomes.
  • Build and maintain a motivated, disciplined, and high-performing workforce capable of delivering quality healthcare services.
  • Represent the hospital in professional and public forums, promoting its image and reputation as a leading regional healthcare provider.
  • Advise the County Government and relevant stakeholders on health sector trends, policy issues, and resource requirements affecting hospital operations.

2. COUNTY CHIEF OFFICER (VACANCY NO. CPSB 01/2025 (E))

Job Group: S
Number of Positions: Four (4)
Closing Date: 22nd October 2025

Job Purpose:
The County Chief Officer shall be the authorized accounting and administrative officer in their respective department, responsible for the overall coordination, supervision, and management of departmental functions. Reporting to the respective County Executive Committee Member (CECM), the Chief Officer will play a key role in ensuring that departmental strategies and programs align with the County Government’s development agenda and policy objectives.

Duties and Responsibilities:

  • Provide strategic leadership and direction in the management of departmental functions to ensure effective and efficient service delivery.
  • Oversee the implementation of policies, plans, and programs as approved by the County Executive Committee and County Assembly.
  • Coordinate the development, implementation, and monitoring of strategic and operational plans for the department.
  • Ensure the preparation of annual budgets and work plans in line with the county’s development priorities and fiscal framework.
  • Oversee prudent financial management, procurement, and utilization of departmental resources in compliance with applicable laws and regulations.
  • Supervise and manage departmental staff, ensuring proper human resource management and development in line with public service regulations.
  • Promote accountability, transparency, and performance excellence within the department through regular monitoring, evaluation, and reporting.
  • Facilitate interdepartmental coordination and collaboration to achieve integrated planning and development across county sectors.
  • Ensure timely submission of departmental reports, including performance, financial, and audit reports, to relevant authorities.
  • Serve as the accounting officer for the department, responsible for the maintenance of accurate records, financial discipline, and compliance with auditing requirements.
  • Advise the County Executive Committee Member and County Executive on policy matters, emerging trends, and potential risks affecting departmental operations.
  • Represent the department in official functions, stakeholder meetings, and public engagements to promote transparency and partnership.
  • Lead in the development and implementation of innovative approaches to enhance service delivery and promote sustainable development within the county.
  • Oversee the establishment of mechanisms for public participation and feedback in the planning and implementation of departmental projects and programs.
  • Ensure that departmental operations comply with national and county laws, regulations, and administrative guidelines.
  • Coordinate the implementation of performance management systems and ensure that departmental targets are aligned with the County Integrated Development Plan (CIDP).
  • Manage risks and ensure effective internal controls to safeguard public assets and ensure value for money in all departmental activities.
  • Foster teamwork, discipline, and a culture of integrity and professionalism among departmental staff.
  • Collaborate with other county departments, development partners, and external stakeholders to leverage resources and expertise for improved service delivery.
  • Support the preparation and presentation of policy briefs, cabinet memoranda, and legislative proposals relevant to the department.
  • Ensure that gender, disability, and inclusivity principles are mainstreamed in all departmental programs and activities.
