GRADUATE INTERN – ECONOMIC REGULATION

With the support of the United States Agency for International Development (USAID) Bureau for Economic Growth, Education and Environment (E3), the Commission in conjunction with NARUC invites applications for the following position:

Contract Period: 6 months

Reporting to the Senior Energy Planner, the selected candidate will be responsible for;
1. Assist in preparation of the Least Cost Power Development Plan (LCPDP), Renewable Energy Indicative Plan and Petroleum Sub-Sector Development Plan as an input into the Indicative National Energy Plan;
2. Assist in research, energy data analysis and preparation of position papers and reports;
3. Assist in design, analysis, review and adjustment of petroleum and electricity tariffs and tariff structures;
4. Assist in review and analysis of statutory trading arrangements including electric Power Purchase Agreements (PPA’s), network service contracts and petroleum refining, storage and pipeline transportation contracts;
5. Assist in reviewing monthly pass through costs (Fuel Cost Charge, Inflation and Forex adjustments) to electricity consumers and maintaining records;

6. Assist in collating and analysing other energy data using Regulatory Management Information System (RMIS);
7. Any other duties as may be assigned from time to time.

Minimum Qualifications and Experience
1. The best graduate or post graduate FEMALE student in Economics from a Kenyan University (Attach the University’s recommendation letter).
2. The applicant to have graduated after June 2015.
3. A minimum of B+ in KCSE.

NARUC is the national association representing the State Public Service Commissioners who regulate essential utility services in the United States. NARUC members are responsible for assuring reliable utility service at fair, just, and reasonable rates.

With the support of the United States Agency for International Development (USAID) Bureau for Economic Growth, Education and Environment (E3), the Commission in conjunction with NARUC invites applications for the following position:

Contract Period: 6 months

Reporting to the Technical Officer Power Systems, the selected candidate will be responsible for;

1. Real time data acquisition and analysis for power system monitoring
2. Provide technical input in review of Environmental Impact for Electricity projects
3. Review electric power undertaking licence applications
4. Review electrician and electrical contractor licence applications
5. Participate in the development of regulations, standards, codes of practice and best practice for the electric sub-sector
6. Review of Power Purchase Agreements (PPAs) and network service contracts
7. Participate in monitoring and compliance audits of licensees to standards, industry codes and best practice.
8. Perform any other duties as assigned from time to time

With support from the United States Agency for International Development (USAID) Energy Division/Office of Energy & Infrastructure/ Bureau for Economic Growth, Education and Environment, the National Association of Regulatory Utility Commissioners  (NARUC) is sponsoring two paid internship positions at the Energy Regulatory Commission (ERC) of Kenya under the USAID/NARUC Women  in Energy Regulation Internship Program. Suitably qualified WOMEN from any Kenyan University are invited to apply.
