The Kwale County Public Service Board is seeking to fill the following positions as indicated

below :-

DEPARTMENT OF PUBLIC SERVICE AND ADMINISTRATION

DIRECTOR OF HUMAN RESOURCE MANAGEMENT – JOB GROUP ‘R’ (1 POST)

Duties and Responsibilities

  1. The Officer will be responsible to the County Secretary to the County Government of

Kwale for planning, organization, co-ordination and administration of all human

resource activities within the County

  1. Performing liaison duties with the County Secretary and the County Public Service

Board implementation of human resource management policies, rules and regulations

iii. Analyzing the effectiveness of the human resource policies, rules and regulations.

  1. Advising the authorized officer on the delegated powers and ensuring their

implementation;

  1. Maintaining professional human resource management standards in the County;
  2. Advising on succession management/human resource planning and utilization of

human resources;

vii. Advising on career development; advising the County Government on general

Government policies on human resource management; and

viii. Interpretation of Labour Laws and other statutes that impact on the human resource in

a Department.

  1. Secretary to the County Human Resource Advisory Committee (CHRAC) meetings

Requirements for Appointment

For appointment to this grade, an officer must have:-

  1. Served in the grade of Deputy Director of Human Resource Management or in a

comparable and relevant in the Public Service for a minimum period of three (3) years.

  1. Masters degree in Human Resource Management/Industrial Relations/Public or Business

Administration/ Government or any other relevant qualification from a recognized

institution; and

iii. Demonstrated a high degree of professional competence, administrative capabilities and

initiative in the general organization and management of human resource and a thorough

understanding of the relevant emerging practices/techniques.

ENFORCEMENT OFFICERS, JOB GROUP ‘D’ (40 POSTS)

  1. Enforcement of various by-laws and other relevant acts as directed by superiors
  2. Manning and Providing security to Government offices, staff as well as safeguarding government

property (facilities) as assigned by supervisor

  1. Detecting and apprehension of crimes within their operation areas
  2. Controlling of entry and exit of people and goods in incoming or outgoing in a given assigned

area

  1. Controlling of movement of county government vehicles to and from any given enclosure
  2. Performing other relevant duties of enforcement as may be detailed by supervisor from time to

time

  1. Manning & controlling public parking & stages

Qualifications

 Kenya Certificate of Primary Education (KCPE)

 First Aid Certificate from a recognized institution;

 A certificate in criminology will be an added advantage

WARD ADMINISTRATOR FOR TSIMBA/GOLINI AND WAA/NG’OMBENI WARDS

(2 POSTS)

  1. a) Requirements for Appointment
  2. Be a Kenyan citizen
  3. Be a holder of Diploma from a Institution recognized in Kenya

iii. Those with a Degree will have added advantage

  1. Working experience of not less than five years
  2. Have qualifications and knowledge in administration or management and
  3. Satisfy the requirements of Chapter Six of the Constitution

vii. You must be a resident of any of the two Wards areas namely Tsimba/Golini and

Waa/Ng’ombeni Wards

  1. b) Duties and Responsibilities

The Ward Administrator shall be responsible to the sub-county administrator for the

following;

  1. Coordinating, managing and supervising the general administrative functions in the

ward unit

  1. Developing policies and plans

iii. Ensuring effective service delivery

  1. Coordinating developmental activities to empower the community
  2. Providing and maintaining infrastructure and facilities of public service
  3. Managing the County Public service

vii. Facilitating and coordinating citizen participation in the development of policies and

plans and delivery of service

viii. Exercising any functions and delegated by the County Public Service Board

DEPARTMENT OF EDUCATION

ECDE Teachers III – JG ‘H’ (55 POSTS)

  1. a) Duties and Responsibilities

This is the entry grade for teachers with Diploma in ECDE. A teacher at this level will work

under the supervision of a more senior teacher for the purposes of professional mentoring and

growth. Specific duties at this level will entail;

  1. Class teaching
  2. Identifying, initiating, developing and facilitating play learning activities that will

enable children enjoy living and learning through play in ECDE centres

iii. Developing relevant play/learning materials for both normal and children with special

needs

  1. Preparing and developing scheme of work, lesson plans and daily programmes of

activities, assessment and evaluation of children progress and keeping professional

records

  1. Giving guidance on nutritional requirements of ECDE learners
  2. General knowledge on administration of ECDE centres
  3. b) Requirement for appointment

For appointment to this grade a candidate must have;-

  1. Diploma in early childhood development or any other relevant discipline from a

recognized institution or its recognized equivalent

  1. Certificate in computer applications in addition to the above, an ECDE teacher the

following key personal attributes and core competences;

ASSISTANT ECDE TEACHER II, JOB GROUP ‘G’ (150 POSTS)

  1. a) Duties and Responsibilities
  2. Class teaching
  3. Organizing and facilitating play/learning activities to enable children cope with

primary school life

iii. Caring and nurturing spiritual, moral, social, mental and physical growth of children

  1. Managing ECDE centres and keeping professional records (schemes of work, lesson

plans, daily programme of activities e.t.c) and ensuring children’s safety and security

  1. preparing and developing play/learning materials
  2. Giving guidance on nutritional requirements of ECDE learners

vii. General knowledge on administration of ECDE centers.

  1. b) Requirements for appointment

Direct Appointment

For direct appointment to this grade, a candidate must be in possession of;-

  1. Certificate in early childhood development education offered by KNEC/Ministry of

Education or its approved equivalent

  1. Must have a certificate in computer proficiency from a recognized institution

In addition to the above requirements, an ECDE teacher must have the following key personal

YOUTH TRAINING INSTRUCTORS, JOB GROUP ‘H’ (26 POSTS)

  1. a) Duties and Responsibilities
  2. Theoretical and practical instruction in the area of specialization and
  3. General implementation of the curriculum
  4. b) Requirements for appointments
  5. Final craft certificate (level III) plus three years relevant experience or
  6. Trade test grade one certificate KCSE mean grade D+ five years experience

iii. Diploma in the relevant discipline from a recognized institution and

  1. Certificate in computer application from a recognized institution
  2. Three years experience as an Instructor or technician

DEPARTMENT OF HEALTH SERVICES

ORTHOPAEDIC SURGEON – JOB GROUP “P” (1 POST)

Qualifications

 Masters degree in orthopaedic Surgeon

 Registered with Medical Practitioners and Dentist Board

 Possess specialist recognition certificate

 At least 3 years post qualification experience

Responsibilities

 Assess patients health conditions and prescribe appropriate medication

 Perform orthopaedic surgeries as per established guidelines

 Monitor the recovery process of patients to determine the need for change in treatment

 Conduct ward rounds

ANAESTHESIOLOGIST – JOB GROUP “P” (1 POST)

Requirements

 Degree in MBCHB or its equivalent

 Masters of Medicine degree in anaesthesia from a recognized university

 Registered with Kenya Medical Practitioners and Dentist Board

Duties and Responsibilities

 Administering sedation during Medical Procedures using local, intravenous, spinal or

candal methods

 Liaise with other medical professionals to determine type and method of sedation

 Examine patients, obtain medical history and use diagnostic test to determine risk during

surgical, obstetrical and other medical procedures

 Monitor patient before, during and after anesthesia and counteract adverse reaction or

complications

PATHOLOGIST – JOB GROUP “P” (1 POST)

Requirements

 Bachelors degree in Medicine and Surgery (MBCH)

 Masters degree in area of specialization from a recognition institute

 Attended a senior management course lastly not less than four (4) weeks

 Registered with Medical Practitioners and Dentist Board

Duties and Responsibilities

 Specialized diagnostic procedures

 Perform autopsies to determine the course of death

 Review cases by analyzing autopsies laboratory findings or case investigation reports

 Manage Medical Laboratories

 Write Pathology reports summarizing analyze results and conclusion

 Communicate pathologic findings to surgeon or other Physicians

 Forensic and Medico-legal services

REGISTERED CLINICAL OFFICERS (ANAESTHETIST) – JOB GROUP „L‟ (1 POST)

Requirements:

 Diploma in Clinical Medicine and Surgery or Clinical Medicine and Community Health

from a recognized institution.

 Completed one year internship.

 Certificate of Registration from the Clinical Officers’ Council.

 Higher National Diploma (HND) in anaesthesia

 With at least years working experience.

Duties and responsibilities

 Offering pre- operative assessment (anaesthetic screening) and management of patients /

clients

 Offering intra-operative management to patients /clients

 Offering post – operative management / follow up of theatre patients/clients

 Giving anaesthetic advice to the theatre /hospital team in all matters pertaining to

anaesthesia

 Guiding and counseling patients/ clients/ staffs in matters pertaining to anaesthesia

 Responsible for the anaesthetic machines and drugs

 Collecting and Compiling anaesthetic data and report.

RADIOGRAPHER – JOB GROUP „H‟ (1 POST)

Requirements

 Must be a Kenyan citizen

 Diploma in diagnostic radiography and in addition have a certificate in ultrasonography

 Must be computer literate

Duties and Responsibilities

 Offer imaging services in a health facility

 Ability to work in flexible shifts

 Strong commitment to inpatient and outpatient care of patients

 Respond to emergency calls

 Any other relevant duty and responsibility within the County Health Department

CUSTOMER RELATIONS OFFICER – JOB GROUP ‘H’ (1 POST)

Requirements

– Must be a Kenyan citizen

– Must have a diploma in Public/Media Relations

Duties and responsibilities

– Answering queries from the press or other media representatives

– Writing press releases and news reports about the work of the department

– Developing media contacts

– Monitoring media coverage

– Preparing media evaluation reports

– Attending press conferences and media interviews

– Distributing press releases

– Attending public committee meetings as a representative of the department

– Informing members of the public (as well as the press) about events and initiatives

– Keeping up to date with all issues that affect the department

– Accompanying staff on field visits

– Organize media events and promotional activities in conjunction with other staff

– Any other relevant duty and responsibility within the County Health Department

  1. Working experience of not less than ten years; and

The secretary to the board is the link between the board members and the secretariat and is

accountable to the board for;

  1. Preparing and circulating minutes and agenda of the board meetings
  2. Developing annual work plan for the board with guidance of the chairperson

iii. Conveying the decisions of the Board; and

  1. Providing guidance and advice to the Secretariat on matters of ethics and good

governance
