iii.Proven knowledge of Social Media and Online Platforms.

Human Resources and Administration

Job purpose
This position is responsible for the provision of legal support services and the implementation of region specific best practices that contribute to the realization of Human Rights within the region. This purpose of this role is to pursue redress for human rights violations in the Commission’s regional office; to reinforce programs and practices that support the advancement of Human Rights , including  access to justice, devolution, land, citizenship, security, business and human rights, minority groups, environmental rights, labour rights, public sector accountability and engaging cultural and traditional institutions to mainstream human rights.

Operational Responsibilities: 

a)Undertake client screening  and complaints handling for victims seeking redress for human rights violations to facilitate the justice process and seek favorable outcomes for them
b)Promote proactive resolution of complaints on human rights violations to avoid recurrence of similar situation from arising. This includes the application of ADR mechanisms.
c)Undertake investigations on human rights violations to ensure that the complaints are resolved promptly as per the mandate of the Commission
d)Refer complaints that fall outside the mandate of the Commission to appropriate agencies for resolution
e)Prepare reports on complaints received and the remedial action taken by the Commission
f)Organize, plan and implement programme activities such as human rights clinics, radio talk shows and public forums to create awareness amongst members of the public
g)Attend court in matters where the Commission is a party or has an interest
h)Assist in preparing training content and facilitating trainings for civil society organizations, state actors and other stakeholders
i)Assist in monitoring compliance with human rights standards in prisons and other detention facilities.
j)Assist in the preparation of quarterly, annual and activity reports
k)Assist in the management and enhancement of partnerships with human rights actors in the region in order to enhance the Commission’s effectiveness.

Job Purpose
This position is responsible for provision of leadership in capacity building of the general public, state and non-state actors on human rights for the purpose of enhancing the respect of such rights.  In addition to this, the Principal Human Rights Officer will oversee the design and management of public education and training programs in Kenya to promote, respect, protect and fulfil human rights to all citizens in the Republic of Kenya.

Key Duties
Managerial Duties

•Lead in the design, planning, implementation and monitoring of the public education and training programs as per the mandate of the Commission to inform, educate and sensitize the public on human rights issues

Job Objective

This position is responsible for the facilitation of movement of the Commission staff to the respective destination is done in a safe manner by use of designated routes, locked vehicles at all times, observation of speed limits, passenger use of safety belt as per the Commission’s travel policy.

Key Duties

a)Facilitate the transfer of Commission staff to field activities on time and in a safe and reliable manner.
b)Pick and drop official Commission visitors and staff, to and from airport and take them to their required destination.

Job Purpose
This position is responsible for the provision of strategic leadership in program design, implementation, and monitoring and evaluation in consultation with Commission Secretary to ensure that the mandate of the Commission to foster promotion and awareness of human rights is achieved.

Key Duties
Managerial Responsibilities:
1) Formulate and implement policies and strategies for effective discharge of the functions of the Commission in accordance with the mandate of the commission to protect human rights for all
2) Coordinate the development of the commission’s annual report on the state of human rights in Kenya for presentation  to donors and stakeholders
3) Conduct quality control checks on all departments to ensure that they are in compliance with the set performance contract with the Commission

Operational Responsibilities:
1) Track activity budgets and approve spend requests to ensure that activities are reflective of the commission’s work plan and in accordance with the mandate of the commission
2) Oversee the development of concept notes for requisition of donor funds to implement various human rights awareness and implementation projects
3) Oversee the identification of human rights activities to be funded by donors to enable the commission to achieve its mandate
4) Review donor reports on the commission to ensure that the activities of departments are in line with the objectives of the donors and present to the CEO
5) Ensure that heads of departments are well versed in the commission’s management strategies and are able to implement them
6) Monitor the implementation of projects within the commission to ensure that project goals and timelines are met.

Job purpose
This position is responsible for the provision of legal support services and the implementation of region specific best practices that contribute to the realization of Human Rights within the same. This role is to pursue redress for human rights violations in the commission’s regional offices to reinforce programs and practices that support the advancement of Human Rights programs inclusive of access to justice, devolution, land, citizenship, security, business human rights, minority groups, environmental rights, labour rights, public sector accountability and engaging cultural and traditional institutions to mainstream human rights laws

Operational Responsibilities:
a) Undertake client screens and inquiries for complaints handling for victims seeking redress for human rights violations to facilitate the justice process and seek favorable outcomes for them.
b) Analyze case files and make appropriate decisions, determinations and recommendations on complaints that’s have been lodged at the regional office
c) Provide legal advice to clients in Human Rights Related court cases and disputes through the preparation of sound legal opinions on complaints brought forward beyond arbitration
d) Participate in field investigations and legal research in response to Human Rights violation cases noted or reported to the regional office to determine the way forward in pursuit of justice for the complainants
e) Offer legal counsel to inform complainants on the law with regard to possible human rights violations to equip them on next steps and options available to them to mitigate said situations
f) Refer complaints that fall outside the mandate of the commission to appropriate agencies for resolution as a way to assist them despite being outside the service parameters of the commission
g) Prepare reminders and acknowledgements to keep the complainants informed on the status of the complaints they have lodged on Human Rights violations at the regional office

• Be admitted as an  Advocate of the High Court of Kenya

Job Objective

THE 2017 GENERAL ELECTION CALL FOR APPLICATIONS AS HUMAN RIGHTS MONITORS – Closed

The Kenya National Commission on Human Rights (KNCHR) is a constitutional body established under Article 59 of the Constitution of Kenya and Section 3 of the Kenya National Commission on Human Rights Act No 14 of 2011 (revised) 2012. It has the core mandate to develop a culture of Human Rights through the promotion and protection of rights and fundamental freedoms in the Republic of Kenya.KNCHR is mandated to monitor state and non-state actors to ensure that they comply with both national and international laws and policies as well as human rights standards in all their undertakings. KNCHR further reviews legislation and policies to ensure compliance with the Constitution and international human rights standards and principles. In addition, KNCHR has the mandate to give advisories to the Kenya Government on issues of human rights.
In line with its mandate of monitoring compliance to human rights standards and principles during the 2017 electioneering period, the Commission with the support of the United Nations Development Programme (UNDP) is recruiting 84 human rights monitors in the following identified counties; Bungoma, Kakemega, Kisii, Migori, Siaya, Tana River, Lamu, Kwale, Garissa, Marsabit, Turkana, Mandera, Isiolo, Samburu, Baringo, Nakuru, Kirinyaga Meru, Laikipia, Elgeyo Marakwet, Uasin Gishu, Nandi, Kericho, Bomet, Narok, Nairobi, Kiambu Murang’a and Kisumu.

DUTIES AND RESPONSIBILITES OF THE HUMAN RIGHTS MONITORS
The Human Rights Monitors will be expected to undertake the following tasks;

  • Use the monitoring tools provided by KNCHR to collect factual information on Human Rights violations in the assigned county;
  • Follow up and report on any human rights violations in the assigned county;
  • Attend campaign forums in a bid to gather information in relation to human rights compliance and violations;
  • Provide the Commission with weekly reports on the status of human rights in the assigned county;
  • Keep in safe custody equipment and/or materials provided by the KNCHR for use in the project and return them to the designated officer upon the conclusion of the project or on demand;
  • Assist in logistical planning of the KNCHR teams’ Ad Hoc visits to the Monitor’s assigned County;
  • Perform any other duty as may be assigned and
  • Submit a final report in relation to human rights compliance of the respective County at the end of the contract period.

REQUIREMENTS FOR APPOINTMENT

  • Diploma, Higher National Diploma or Degree in Social Sciences, paralegal studies or any other related field;
  • A minimum of one (1) year active experience in the field of human rights or paralegal activities;
  • Resident in one of the identified counties of interest;
  • Good understanding of the local languages in addition to English and Kiswahili;
  • Good ICT skills, with working knowledge of the Microsoft Office Tools;
  • A good understanding of the political and social dynamics of the respective county;
  • Capacity to engage local leaders, security officials, elders, youth and women on issues relating to human rights, security and use of networks to fulfil the mandate;
  • Strong interpersonal and communication skills and
  • Past role in monitoring elections will be an added advantage
