JOBS AND APPOINTMENT SPECIFICATIONS

DISASTER MANAGEMENT OFFICE II, JOB GROUP ‘’J’’-(ONE POST)

Duties and Responsibilities:

  • Participate in emergency planning including fire disaster management
  • Ensure that there is sound disaster preparedness program which is alert and ready to offer quickest disaster response
  • Undertake fire safety training and drills in all county establishments
  • Ensure emergency fire equipment’s are in place in all county government buildings
  • Ensure total compliance to the workplace safety standards)
  • Prepare and coordinate the firefighting team and equipment for quick response to fire disasters in the county.
  • Act as a duty officer as part of 24 hours duty system, responding as they may arise
  • Raise awareness to the public on disaster management and preparedness

Requirement For Appointment

  • Be a Kenyan Citizen.
  • Bachelor’s degree in disaster management and preparedness or related field from a recognized institution or any other relevant equivalent qualification.
  • A certificate course in firefighting/fire rescue from a recognized institution will be an added advantage

ADMINISTRATIVE OFFICER I JOB GROUP J-(ONE POST)

Duties And Responsibilities

  • Assisting in the general administration and coordination of the office
  • Maintain record of purchase and office inventory
  • Maintain compliments and complaints ledger
  • Supervising junior staff
  • Assisting the principal administrative officers in the preparation of the sections annual estimates
  • Updating of the monthly staff returns

Requirements For Appointment

  • Be a Kenyan citizen
  • Be a holder of at least a Bachelors degree in social science i.e. Bachelor of public administration from a recognized university or Diploma in the above discipline and three(3) years experience

 CLERICAL OFFICER II, JOB GROUP ‘F’-(ONE POST)

 Duties And Responsibilities

 This is the entry and training grade for the Clerical Cadre. Work at this level will be carried out under close supervision and guidance of a more senior officer and will be subject to regular checks and verification. Officers at this level will be deployed in the HRM Unit, general registry, supplies, accounts office or general office services. Specific duties will include compiling statistical records; sorting, filing and dispatching letters; maintaining an efficient filing system; processing appointments, promotions, discipline, transfers and other related duties in human resource management; computation of financial or statistical records based on routine or special sources of information; preparing payment vouchers; compiling Data and drafting simple letters.

For appointment to this grade, a candidate must be in possession of:

  • Kenya Certificate of Secondary Education (KCSE) mean grade C Plain or its approved equivalent; and
  • Proficiency in computer applications.

INFORMATION OFFICER I, JOB GROUP ‘K’-(TWO POSTS)

 Duties And Responsibilities

 An officer at this level may be deployed at the County Headquarters, field office or at the county Government Press Office. The officer will be expected to handle fairly sensitive and complex news items that require objective judgment. Specific duties and responsibilities will include gathering, receiving, editing and verifying news and features from different parts of the County, and relating them to the Government policy. At provincial level, duties will include receiving news from districts, translating, sub-editing and writing of features.

 (B) Requirements For Appointment

 For appointment to this grade, an officer must:

  • Have served in the grade of Information Officer II or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;
  • have a post graduate diploma in any of the following disciplines, in the case of holders of general Social Science degrees: Mass Communication, Communication Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized University/Institution;
  • Possess good oral and written communication skills in both English and Kiswahili;
  • Be proficient in Information Communication Technology including use of internet and intranet services; and
  • Have shown merit and ability as reflected in work performance and results.

SENIOR INFORMATION OFFICER, JOB GROUP ‘L’-(TWO POSTS)

 Duties And Responsibilities

 An officer at this level will be deployed at the County Headquarters, in a County Information Office, District Information Office, Rural Press Office or Bureau Office. Specific duties and responsibilities will entail management of news i.e. receiving, Selecting, re-writing, translating and editing news and features; ensuring quality Dissemination of news; and supervising, guiding and coordinating staff and other Resources in the office.

Requirements For Appointment

For appointment to this grade, an officer must:

  • Have served in the grade of Information Officer I or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;
  • Have a diploma in any of the following disciplines, in the case of serving certificate holders: Journalism, Mass Communication, International Relations, Communication Studies, Public Relations or its approved equivalent from a recognized institution;
  • Possess good oral and written communication skills in both English and Kiswahili;
  • Possess advanced computer application skills; and
  • Have demonstrated merit and ability as reflected in work performance and results.

INFORMATION OFFICER III, JOB GROUP “H”-(ONE POST)

 Duties And Responsibilities

 This will be the entry and training grade for Information Officers. An officer at this level will be deployed either at the County Headquarters or in a field office to assisting information services work. Duties and responsibilities will include gathering news, Verifying authenticity of news; initial editing and dispatching news and features to the Departmental Headquarters and media houses.

Requirements For Appointment

For appointment to this grade, a candidate must:

  • have Kenya Certificate of Secondary Education (K.C.S.E) mean grade With a minimum of C+ in English or Kiswahili and C in any other relevant subject or equivalent qualifications from a recognized institution;
  • have a Diploma in any of the following: Journalism, Mass Communication, Internal Relations, Communication Studies, or any other approved equivalent qualifications from a recognized Institution; and
  • Be proficient in computer applications.

COOK III (J.G E)-(TWO POSTS)

Job Descriptions & Duties.

  Maintaining hygiene by ensuring cleaning of the kitchen and its surrounding

  • Proper storage of foodstuffs and setting up buffet services areas
  • Placement of food service line, replenishing of foodstuffs during service and reporting low stock levels.
  • Detecting and reporting spoil or unattractive food and detecting defective equipment and reporting the same to the supervisor

  Requirements For Appointment

 Be a Kenyan citizen

  • Be in possession of at least Kenya Certificate of Secondary Education (KCSE) mean grade (C-) minus or its equivalent qualification form a recognized institution and
  • Have attended a course lasting not less than one (1) year and awarded a certificate in food production or its equivalent qualification from a recognized institution

ACCOUNTANT II, JOB GROUP ‘J’-(ONE POST)

 Duties and Responsibilities

 This is the entry and training grade for non-professionals. An officer at this level will be responsible for performing a variety of accounting work of limited scope and under the guidance of a senior officer. Specifically, work will involve preparation and verification of vouchers in accordance with the laid down rules and regulations involving primary data entry and routine accounting work such as balancing of cashbooks, imprest and advances ledgers etc. The scope and complexity of work will increase with experience and training but the officer will still be under close guidance where new tasks are involved. He/she will be responsible for safe custody of records and assets under him /her.

  • Requirements for Appointment

 For appointment to the grade of Accountant II, Job Group ‘J’ a candidate must have the following qualification: -A pass in part II of the Certified Public Accountants (CPA) Examination or its recognized equivalent qualifications.

OR

 Bachelor’s degree in Commerce (Accounting or Finance option), Business

Administration (Accounting option) from a recognized institution or any other relevant equivalent qualification.

ACCOUNTANT I, JOB GROUP ‘K’-(TWO POSTS)

 Duties and Responsibilities

 This will be the entry grade for professional Accountants. An officer at this level will be required to deal with accounting operations in an Accounting Unit or County Treasury. Work at this level will be subjected to occasional checks rather than close supervision. Specifically, work will involve verification of vouchers and committal documents in accordance with laid down rules and regulations; data capture, maintenance of primary records such as cashbooks, ledgers, vote books, registers and preparation of simple management reports e.g. imprest and expenditure returns etc. He/she will be responsible for the safe custody of Government records and assets under him/her, analysis of the below the line accounts and may be deployed as a cashier where duties will entail receiving duly processed payments and receipt vouchers; writing cheques and posting payments and receipt vouchers in the cash books; balancing and ruling of the cash books on daily basis; arranging for withdrawal of cash for office use and ensuring safety of the same at all times; extracting and providing cash liquidity analysis; ensuring security of cheques and cheque books; preparation of expenditure and Authority to Incur Expenditure (AIE) funding returns on quarterly basis at district treasury level; preparation of Appropriation In Aid (AIA) returns on quarterly basis at district treasury level; paying personal and merchant claims guided by cash balances in the cash books and treasury regulations; and receipting of all money due and payable to government.

(b) Requirements for Appointment

Direct Appointment

For direct appointment to this grade, a candidate must have a Bachelors degree in Commerce Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination

OR

Passed Part III of the Certified Public Accountants (K) Examination or its approved equivalent qualification.

Promotion

For appointment to this grade, an officer must have: –

(i) Served as Accountant II, Job Group ‘J’ for a minimum period of three (3) years;

(ii) Passed Part II of the Certified Public Accountants (CPA) Examination or a Bachelors degree in Commerce (Accounting or Finance option), Business Administration (Accounting option) from a recognized institution or any other relevant equivalent qualification;

(iii) Certificate in Computer Applications; and

(iv) Shown merit and ability as reflected in work performance and results.

DRIVER II, JOB GROUP “E”-(FIVE POSTS)

       Duties And Responsibilities

Duties and responsibilities at this level will involve driving a motor vehicle as authorized, carrying out routine checks on the vehicle’s cooling, oil, electrical and brakes systems, tyre pressure, detecting and reporting malfunctioning of vehicle systems, maintenance of work tickets for vehicle assigned, ensuring security and safety for the vehicle on and off the road, safety of the passengers and or/goods therein and maintaining cleanliness of the vehicle.

Requirements For Appointment

For direct appointment to this grade, a candidate must have

  • Served in the grade of Driver III for a minimum period of three(3) years
  • Kenya certificate of secondary education mean grade D plain or its equivalent qualification from a recognized institution
  • a valid driving license free from any current endorsement(s) for class(es) of vehicle(s) an officer is required to drive
  • attended a first aid certificate course lasting not less than one(1) week at St john ambulance or Kenya institute of highway and building technology (KIHBT) or any other recognized institution
  • passed suitability test for drivers grade 111
  • passed practical test for drivers conducted by the respective ministry/department
  • a valid certificate of good conduct from the Kenya police and
  • at least two (2) years driving experience

PROCUREMENT OFFICER III; JOB-GROUP `H’-(ONE POST)

Duties and Responsibilities

An officer at this level will. Be-deployed in a Supply Chain Management unit in a County Government or Department and will handle a variety of tasks such as issuing and Receiving Stores; assisting in stock taking, Reconciliation, preparation and Maintenance of records

PROCUREMENT OFFICER II JOB GROUP “J”-(TWO POSTS)

 ‘Duties and Responsibilities

 An officer at this level will be deployed in specialized areas such as warehousing, Distribution, Stock control, logistics or. Market surveys. The officer will assist in the preparation of annual- procurement plans and Supply Chain Management reports.

For appointment to this grade, an Officer must have:-

  • Served in the grade of Supply. Chain Management Assistant 111 or incomparable and. relevant position in the Public Service for a minimum period of three (3) years.

PROCUREMENT OFFICER I, JOB GROUP “K”-(ONE POST)

 (a) Duties and Responsibilities:-

Work at this level will be similar to that of Supply Chain. Management Assistant 11-though more complex in nature. Specifically, duties will entail. Warehousing distribution, fleet management, inventory and stock Control.

OFFICER MESSENGER JOB GROUP “E”-(FIVE POSTS)

Duties and Responsibilities

  • Cleaning offices
  • Maintaining general cleanliness around the offices by collections and disposal of litter
  • Ensuring proper sanitation
  • Moving or carrying office equipments and furniture
  • Dispatching letters, files and parcels

PERSONAL ASSISTANT JOB GROUP “L”-(ONE POST)

Duties and Responsibilities

  • Reporting to the Governor, the Personal Assistant will provide him with executive assistance and offering the required linkage to customer care and communication with the Governor’s clients, employees, visitors and the public in general.
  • managing appointments, correspondence and maintaining the diary;
  • Setting up meetings;
  • managing the affairs of the Governor’s office;
  • Maintain the Governor’s diary, book appointments and coordinate his meetings

LIAISON OFFICER JOB GROUP “K” –(ONE POST)

The officer will be responsible to the County Secretary/County Chief Officer for the general administration and management of intergovernmental and Diaspora affairs

  • Provide an integral link between the county and the respective stakeholders and other relevant offices at the national level
  • Coordinate donor and Diaspora  engagement meetings  and fora
  • Coordinate logistics and accommodation arrangements of County officers  and relevant stakeholders/investors  on official duties
  • Plan the use of materials and human resources; and carry out general office management chores;
  • Set and oversee internal operating rules and regulations;
  • Establish an efficient record, filing and tracking system for all office inventory, mails and file, monitor their movement and effective correspondence and relay the same to the county

  • Business Education Single and Group Certificates (BES & GC) from the Kenya National Examinations Council in the following subjects:
  • Typewriting I
  • Business English I / Communication I; and
  • Office Practice I OR
  • Craft certificate in secretarial studies from the Kenya National Examinations Council;

Responsibilities for the Office Admin Assistant

Duties and responsibilities at this level will entail:

  • Taking oral dictation; word and data processing from manuscripts;

  • Keeping an up-to-date filing system in the office;

 ADMINISTRATIVE OFFICER III.JOB GROUP H –(TWELVE POSTS)

 Duties and Responsibilities

It will entail administrative duties including general office administration, assets management and inventory. In addition, the officers will be exposed to assignments such as: planning and maintaining security; co-ordination and organization of County Government functions; mitigating disaster; peace building initiatives; coordinate compilation of annual reports; coordinate performance management and overseeing implementation of County Government development projects.

(i) A diploma in any Social Science or its equivalent qualification from a recognized Institution; and

INFORMATION OFFICER II, JOB GROUP ‘J’-(ONE POST)

 Duties And Responsibilities

An officer at this level will be deployed at the Ministry Headquarters, a County Information Office or in a Rural Press Office. Duties and responsibilities will entail gathering, receiving, verifying, translating and editing news and features from various sources; determining the quality of news in relation to original stories filed or received from News Agencies and relating their relevance to Government policy; and monitoring other media under the guidance of a more senior officer.

Direct Appointment

For direct appointment to this grade, a candidate must:

  • (i) Be in possession of a Bachelors degree in any of the following disciplines: Mass Communication, Communication Studies, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized University/Institution;

HUMAN RESOURCE MANAGEMENT ASSISTANT III, JOB GROUP ‘H’-(ONE POST)

 Duties and Responsibilities

This the entry grade for this cadre, an officer at this level will be deployed in a human resource management unit in the County Government/Departments and will handle simple tasks of analytical nature. The officer may be required to implement certain decisions within the existing rules, regulations and procedures. In addition he/she will supervise clerical officers and other supportive staff

Requirements for Appointment:

Direct appointment will be made from candidates who have:

  1. At least a C- in the Kenya Certificate of Secondary examination (KCSE);AND
  2. Diploma in Human Resource management/Records management or its equivalent from a recognized institution

DRIVER I JOB GROUP “F” (THREE POST)

  1. Duties and Responsibilities

 Duties and Responsibilities

  1. Cutting and maintaining hedges, Pruning wall shrubs and climbers, Maintenance of shrub borders including pruning and weeding
  2. Cutting and maintaining lawns and grass to a variety of finishes (fine to rough meadow type) using a variety of machines, including pedestrian operated, tractors & ride on mowers, trimmers and brush cutters including fertilizer and pesticide application.

SENIOR FINANCE OFFICER/SENIOR BUDGET OFFICER,JOB GROUP ‘M’-(ONE POST)

 Duties and Responsibilities.

 County/Departments

Duties and responsibilities at this level shall entail:-

(i) Preparing County Budgets for the recurrent and development votes;

(ii) Preparing quarterly expenditure forecasts as a basis for discussions with the Treasury for release of funds;

(iii) Initiating proposals seeking funds for additional expenditure and reallocation of voted funds during the year; and

(iv) Monitoring expenditure and projects including programme implementation on a periodic basis and ensuring timely disbursement of funds.

Budgetary Supply Department

Within the Budgetary Supply Department, duties at this level will entail;

    1. Compiling of budget estimates;
    2. Compiling of Fiscal returns;
    3. Preparing of Fiscal reports;
    4. Compiling of expenditure proposals; and
    5. Compiling of Budget outputs and outcomes.
  • Requirements for Appointment

 For appointment to this grade, an officer must have;

(i) Served in the grade of Finance Officer I or comparable and relevant position in the Public Service for at least three (3) years;

(ii) A certificate in Public Financial Management from a recognized institution lasting not less than four (4) weeks;

(iii) Attended a Senior Management course lasting not less than four (4) weeks; and

  • Shown merit and ability as reflected in work performance and results.

SENIOR ADMINISTRATIVE OFFICER JOB GROUP “K”-(ONE POST)                                                                                                                                                                             

  • Requirements for Appointment;                                                                                                                                                                                                                                                                       Be a Kenyan Citizen.                                                                                                                                                                                                                                                                                                                Be a holder of at least a first degree from a university recognized in Kenya or any other relevant equivalent qualification.
  • Master’s degree will be an added advantage
  • Working experience of not less than five (5) years in administration or management
  •  Satisfy the requirements of chapter six of the Kenya constitution (2010).

Duties and Responsibilities;

  • The Senior Administrative Officer shall be responsible to the respective Chief Officer
    Coordinating the management and supervision of the general administrative function
  •  Developing policies and plans.
    Ensuring effective service delivery.
  •  Coordinating developmental activities to empower the community.
  • Providing and maintaining infrastructure and facilities of public services.
  • Managing the Sub-County public service.
  • Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services.
  • Exercising any functions and powers delegated by the county Public service Board
  • Any other duty assigned as from time to time.

 NOTE:
