The office of the Governor Nyandarua County wishes to recruit competent and qualified persons to fill the following positions in the Nyandarua County Public Service Board (further information also availa-ble on www.nyandarua.go.ke) .

1. CHAIRPERSON NYANDARUA COUNTY PUBLIC SERVICE BOARD (1POST)

Duties and Responsibilities

(i) Chairing meetings of the Board.
(ii) Facilitating the development of coherent integrated human resource plans.
(iii) Advising on human resource management and development.
(iv) Advising on implementation and monitoring of the national performance management sys-tem in the County.
(v) Preparing regular reports on how the Board executes its functions and submit them to the County Assembly and the Governor.
(vi) Maintaining effective collaboration and partnerships with the relevant organs of the National and County Government.
(vii) Implementation and monitoring of the performance contracting and management system within the County.
(viii) Promote in the County Public Service principles referred to in articles 10 and 232 of the Constitution of Kenya,2010

Qualifications for Appointment

For appointment as the Chairperson, the applicant must:

(i) Be a Kenyan Citizen.
(ii) Be a holder of a first degree from a University recognized in Kenya (A Master’s degree will be an added advantage)
(iii) Have knowledge and working experience of not less than ten (10) years.
(iv) Professional competence and managerial capabilities;
(v) Have clear understanding of national goals, values and principals of governance.
(vi) Meets the requirements of Leadership and Integrity in Chapter Six of the Constitution.
(vii) Should not be a State or Public Officer.
(viii) Should be a visionary and a strategic thinker.
(ix) Should have ability to work under pressure and meet strict deadlines.

fairness, good judgment and commitment to public service.

Tenure for Appointment: Six (6) year non-renewable contract.

2. SECRETARY, TO THE NYANDARUA COUNTY PUBLIC SERVICE BOARD (1POST)

Duties and Responsibilities

i. Preparing and circulating minutes and agenda of the board meetings.
ii. Developing annual work plan for the Board with the guidance of the Chairperson.
iii. Conveying the decisions of the Board
iv. Providing guidance and advise to the secretariat on matters of ethics and good governance
v. Day to day administration of the secretariat and welfare of Board staff.
vi. Perform any other duty as assigned by the Board.

Qualifications for Appointment

For appointment as the Secretary, the applicant must:

(i) Be a Kenyan Citizen.
(ii) Be a holder of first degree from a University recognized in Kenya (A Master’s degree will be an added advantage)
(iii) Satisfies the requirements of Chapter Six of the constitution on Leadership and Integrity
(iv) Should have knowledge and working experience of not less than five (5) years.
(v) Should be a professional who demonstrates absence of breach of the relevant professional code of conduct.
(vi) Should be a Certified Public Secretary of good professional standing.
(vii) Should not hold any other state or public office.

Tenure of Appointment: Six (6) year non-renewable contract.

3. MEMBERS TO THE NYANDARUA COUNTY PUBLIC SERVICE BOARD (5 POSTS)

Duties and Responsibilities

(i) Establishing and abolishing offices in the County Public Service Board
(ii) Appointing persons to hold or act in offices in the County Public Service.
(iii) Exercising disciplinary control over persons holding or acting in the County Government
(iv) Preparing regular reports for admission to the County Assembly on the exercise of functions of the Board.
(v) Advising the County Government on implementation and monitoring of the National
Performance Management system in the County.
(vi) Development and operationalization the County code of conduct and ethics.
(vii) Make recommendations to the SRC (on behalf of the County Government) on the
remuneration, pensions and gratuities for County Public Service.
(viii) Approve all policies, procedures and reports on public service.
(ix) Advertise vacant posts, shortlist and interview, select and appoint successful candidates
(x) Undertake research, formulate and develop human resource policies and dissemination of the same to the County Government employees for adoption and implementation.
(xi) Observe good corporate governance principles in public service.
(xii) Ensure delivery of quality service to the citizens.
(xiii) Promote public service values and principles in the County Government.

Qualifications for Appointment

For appointment as a Member, the applicant must:(i) Be a Kenyan Citizen.
(ii) Be a holder of atleast a first degree from a recognized University in Kenya (A Master’s
degree will be an added advantage).
(iii) Have knowledge and work experience of not less than five (5) years.
(iv) Demonstrate a high degree of professional competence, communication, skills, fairness, good temperatures, good judgment and commitment to public service.
(v) Understand diversity within the County.
(vi) Demonstrate professional competence and managerial capabilities.
(vii) Have a clear understanding of National goals, values and principles of governance.
(viii) Meet the requirements of Leadership and Integrity in Chapter Six of the Constitution
(ix) Satisfies the provisions of Chapter Six of the Constitution.
(x) Should not be a State or Public Officer.
(xi) Has capacity to work under pressure to meet strict deadlines.

ADVERTISEMENT FOR THE JOB OF PRE-PRIMARY (ECDE) TEACHERS

Applications are invited for two hundred (200) Early Child Development Education teachers in the Department of Education, Gender Affairs, Culture, and Social Services in the County Government of Nyandarua. The terms of employment are on ‘Top Up Basis’.

Duties and Responsibilities:

1. Teach children in Pre-primary school (ECDE);
2. Implement the prescribed pre-primary curriculum;
3. Develop age-appropriate teaching and learning material;
4. Prepare and maintain professional and administrative records;
5. Plan play and exercise activities for Pre-primary children;
6. Interpret the Pre-primary policies to the parents;
7. Advise parents/guardians on the children’s progress and development;
8. Ensure safety and health of pre-primary children; and
9. Be the link between the children and the parents, and between the school and the County Government.

Requirements for appointment:

(i) Must be a Kenya citizen and a resident of Nyandarua;
(ii) Kenya Certificate of Secondary Education (KCSE) mean grade D (plain) or KCE Division IV;
(iii) Certificate in Early Child Development Education offered by KNEC/Ministry of Education or its approved equivalent;
(iv) Those with Diplomas and Degrees in ECDE shall also be considered;
(v) Have at least two (2) years ECDE teaching experience;
(vi) Be conversant with Pre-primary syllabus and curriculum delivery;
(vii) Have ability and experience of dealing with children below 8 years old;
(viii) Have adequate knowledge on growth monitoring and evaluation;
(ix) Ability to communicate with all stakeholders in ECDE; and
(x) Innovative, creative, and inspiring with personal dedication to improve ECDE.

The terms of employment is on “Top up basis” at Ksh 10,000/- per month.

3. KENYA REGISTERED COMMUNITY HEALTH NURSE III – JOB GROUP ‘H’ (20 POSTS)

Roles and Responsibilities:

1. Assessing patients and clients and establish health care needs;
2. Planning and implementing nursing care interventions based on patients’ needs;
3. Providing appropriate health care services, immunization, antenatal care, delivery, and appropriate referral;

4. REGISTERED CLINICAL OFFICER III – JOB GROUP ‘H’ (5 POSTS)

Roles and Responsibilities:

1. Taking appropriate patient history, examining, diagnosing and treating patients in both inpatient and outpatients setting;
2. Implementing community health activities in liaison with other health care workers;
3. Guiding and counseling patients on preventive and promotive health issues;

5. PHARMACEUTICAL TECHNOLOGIST III – JOB GROUP ‘H’ – (2 POSTS)

Roles and Responsibilities:

1. Prescription processing in health care facilities.
2. Medication counseling to patients.
3. Inventory management of health products.
4. Carry out commodity management roles including; quantification, ordering, receipt and rationalization of commodities.
5. Any other roles as may be assigned.

The requirements are:

i. Diploma in pharmacy from an institution approved by the Pharmacy and Poisons Board;
ii. Must be registered by the Pharmacy and Poisons Board;
iii. Experience in Hospital Pharmacy may be an added advantage; and

6. MEDICAL LABORATORY TECHNOLOGIST III – JOB GROUP ‘H’ – (3 POSTS)

Roles and Responsibilities:

1. Receiving and scrutinizing laboratory requisition forms/specimens;
2. Preparation for clients for specimen collection;
3. Processing of the specimen;
4. Preparation and submission of patient laboratory reports for clinical management; and
5. Carry out any other routine laboratory procedures.

The requirements are:

i. Diploma in Medical Laboratory Sciences from an institution recognized by the Kenya Medical Laboratory Technician and Technologists Board;
ii. Must be registered by Kenya Medical Laboratory Technician and Technologists Board;
iii. Valid practicing license and letter of good standing from Kenya Medical Laboratory Technician and Technologists Board; and
iv. Be computer literate.

7. COMMUNITY ORAL HEALTH OFFICER JOB GROUP ‘H’ – (2 POSTS)

Roles and Responsibilities:

1. Participate in all health demonstrations;
2. Do exhibitions and give lectures to community and schools;
3. Diagnose and treat common dental conditions; and
4. Reduce simple fractures of jaws and extraction.

The requirements are:

i. Diploma in community oral health from Kenya Medical Training College or its equivalent from a recognized institution; and
ii. Be computer literate.

8. ORTHOPAEDIC & TRAUMA TECHNICIAN (PLASTER TECHNICIAN) JOB GROUP ‘G’ – (1 POST)

Roles and Responsibilities:

1. Manipulate and reduce fractures and dislocations;
2. Fix and remove casts and bandages to and from patients;
3. Correct congenital talipes;
4. Participate in management of minor orthopaedic and trauma cases; and
5. Counsel patients/clients on orthopaedic issues.

The requirements are:
i. Certificate in either orthopaedic plaster and trauma technology or orthopaedic plaster technology; and
ii. Be computer literate.

9. NUTRITION AND DIETETICS TECHNOLOGIST III JOB GROUP ‘H’ – (1 POST)

Roles and Responsibilities:

1. Conducting nutrition assessments;
2. Collecting and compiling nutrition data;
3. Providing nutrition health education and demonstrations;
4. Counseling of patients with specific nutritional needs;
5. Monitoring preparation of therapeutic feeds; and
6. Implementing outpatient and inpatient supplementary and therapeutic feeding programmes.

The requirements are:

i. Diploma in community nutrition, clinical nutrition, or nutrition and dietetics from a recognized institution;
ii. Registered by the Council of the Institute of Nutrition and Dietetics; and
iii. Be computer literate.

10. DENTAL TECHNOLOGIST III JOB GROUP ‘H’ – (1 POST)

Roles and Responsibilities:

1. Provide supportive clinical dentistry services;
2. Design and construction of prosthesis and appliance to restore lost teeth and tissue;
3. Conduct dental clinic including attending to dental patients in outpatient section;
4. Make mouth guards used by those with bruxism problems; and
5. Make obturators and prosthesis used by people with cleft palate.

The requirements are:

i. Diploma in Dental Technology;
ii. Registered with Kenya Dental Technologist Association;
iii. Valid practicing license and letter of good standing from the Kenya Dental Technologists Association; and

DEPARTMENT OF COUNTY ATTORNEY:

1. DEPUTY COUNTY ATTORNEY (1 POST)

Roles and Responsibilities:
1. Deputise the County Attorney;
2. Policing on administration of justice and rule of law;
3. Coordinate Legal Policy formulation and management;
4. Offer legal aid to the Departments and Divisions;
5. Shall coordinate integrity and ethics issues at the County and shall, in performance of this duty liaise with the Ethics and Anti Corruption Commission and other related agencies;
6. Shall implement Constitutional, legislative, and regulatory requirements;
7. Drafting of legislative proposals for the County Government and it’s entities therein;
8. Attend to matters related to legal profession such as contracts, memorandum of understanding, treaties, and compliance to the law in general;
9. Work closely with other agencies such as the County Assembly, National Government, Kenya Law Reform Commission, Government Printer, etc; and
10. Any other duties that may be allocated by the County Attorney from time to time.Minimum requirements are:
i. Be a holder of a Bachelor of Laws degree from a university recognized in Kenya;
ii. Holds a Diploma from the Kenya School of Law and admitted as an Advocate of the High Court of Kenya;
iii. Has practiced for not less than three years since admission;
iv. Valid practicing license and letter of good standing from Law Society of Kenya;

a) Duties and Responsibilities
Duties and responsibilities are as prescribed in The Constitution of Kenya, 2010 Article 183 and the County Government Act, No 17 of 2012 Section 36. In general, the office holder will:
a) Supervise the administration and delivery of services in the Department of Health Services;
b) Implement County Legislation;
c) Implement within the County, National Legislation to the extent that the legislation so requires;
d) Manage and coordinate the functions of the Department of Health Services;
e) Provide the County Assembly with full and regular reports on matters relating to the Department;
f) Advise H.E the Governor on matters within the Department;

h) Undertake any other duties as assigned by the Constitution, National and County Legislation or H.E the Governor;

2. COUNTY ATTORNEY (ONE POST):

a) Duties and Responsibilities
a) Drafting and publication of legislative proposals for the County Government of Nyandarua and its entities therein;
b) Negotiating, drafting, vetting and interpreting local and international treaties for and on behalf of the County Government and it’s entities therein;
c) Represent the County Government in court in all legal proceedings arising from County legislation or any other legislation to which the County Government is a party or has interest (Other than criminal proceedings);
d) Handle public litigation and represent any member of the public when necessary;
e) In Conjunction with the Director of Public Prosecutions, prosecute offenses resulting from County legislation, National legislation, International Law, Human Rights, Consumer Protection and Legal aid;
f) Shall be the link between the County Government, other County Governments and the National Government on legal matters and shall do so in liaison with the Office of the Council of Governors and the Attorney General of the Republic of Kenya;
g) Shall, in conjunction with the Commission of Administrative Justice, be the Ombudsman’s representative and shall, in that regard, receive public complaints;
h) Undertake legal audits to ensure that all County and National Legislation that are applicable in the county are complied with or enforced;
i) Shall be responsible for publication of County Gazette, Bills and Acts of County Assembly;
j) Shall be the custodian of County Government of Nyandarua Public Seal, contracts and other legal instruments of the County;
k) Shall coordinate integrity and ethics issues at the county and shall, in the performance of this duty, liaise with the Ethics and Anti Corruption Commission and other related agencies; and
l) Perform any other functions conferred to by an Act of County Assembly, National Legislation or by the Governor or as may be necessary for the effective discharge and exercise of the powers of the County Attorney.

Minimum Requirements are:
i. Be a Kenyan citizen;
ii. Have Bachelors Degree in Law from a University recognized in Kenya or its equivalent;
iii. Applicants with a Master’s degree in Law or any other postgraduate degree will have an added advantage;
iv. Must be holder of a postgraduate Diploma from the Kenya School of Law;
v. Be an advocate of the High Court of Kenya;
vi. Must be holder of a current Practising Certificate and Letter of Good Standing from the Law Society of Kenya;
vii. Has practiced for at least Five (5) years of relevant experience since admission;
viii. Meets the requirements of Leadership and Integrity set out in Chapter Six of the Constitution of Kenya, 2010;
ix. Demonstrate ability to implement Articles 10 and 232 of the Constitution on National Values and Principles; and
