Monitoring, Evaluation, Accountability & Learning Advisor -OVC

Subject to Donor Award and Approval

Reports to the Chief of Party

Purpose of Position

To lead the establishment and maintenance of an effective reporting, monitoring, evaluation, accountability and learning system, of the OVC Program. She/he will ensure that the OVC project complies with all USAID reporting requirements for performance monitoring and evaluation and serve as the technical expert in all matters pertaining to evaluation, monitoring, program review, and other performance standard requirements relating to the USAID PEPFAR reporting strategy.

Major Responsibilities

Technical and Leadership Support, 30%

  • Develop and update framework and system for Grant’s MEAL in accordance to the design document, donor requirements and World Vision Requirement
  • Oversee and coordinate execution of key M&E components (assessment, design, implementation, baseline, monitoring, evaluation, transition, learning and documentation) across the sub-grantees with particular focus on results and impacts as well as lesson learnt
  • Participate in development of the annual work plan and budgets, ensuring alignment with technical approach
  • Take lead in conducting periodic peer reviews to check for alignment and compliance to USAID and WV Partnership standards
  • Ensure that Sub grantees demonstrate required MEAL capacity and ensure that core information for grant management, partners, and funding agencies is available.
  • Identify MEAL requirements that require consultancy or partnership, planned for and executed effectively.
  • Put in place business process and guidelines to facilitate regular monitoring, tracking and evaluating the performance of sub-grantees.
  • Conduct readiness assessment: the incentives at the system level, the beneficiaries and existing capacity
  • Identify the need and draw up the ToRs for specific studies and action researches; procure, guide and supervise consultants or organizations that are contracted to implement special surveys and studies required for evaluating grant effects and impacts

Quality Assurance and Reporting, 30%

  • Ensure the successful development, elaboration and roll out of implementation strategies and operational guidelines
  • Coordinate and ensure timely submission of a quality and comprehensive progress report
  • Guide staff and sub-grantees/implementing partners in preparing their progress reports in accordance with approved reporting formats and ensure their timely submission.
  • Coordinate review and provision of timely feedback to the sub-grantees/implementing on the regular statutory reports
  • Prepare consolidated progress reports for grant management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations
  • Undertake regular visits (including occassional integrated missions) to the field to support implementation of MEAL and to identify where adaptations might be needed
  • Ensure internal control systems are implemented to mitigate risks and ensure accountability that will result in good audit ratings

Capacity Building and guidance, 20%

Organize (and provide) refresher training in MEAL for grants staff, implementing partners, local organizations and primary stakeholders with view of strengthening local MEAL capacity

  • Ensure the consolidation of a learning culture – based upon evidenced-based best practices and industry standards – to enable project staff to achieve and/or surpass established targets and standards and;
  • Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower technical specialists in the area of M&E.
  • Clarify M&E responsibilities of different project personnel and provide requites ongoing coaching and guidelines.
  • Guide staff and sub-grantees to identify and resolve issues and challenges in monitoring systems, using ongoing mentorship and coaching approach
  • Ensure timely communication, documentation and publication of MEAL findings and lessons at all levels and disseminate for timely utilization and decision making

Networking and Strategic Engagements, 15%

  • Engagement with the government (Health Ministry department) to ensure that data sharing and learning practices are in harmony
  • Ensure active involvement of stakeholders in iterative MEAL process as appropriate
  • Network with external and WV internal partners to promote learning and achieve M&E excellence

Knowledge, Skills and Abilities

  • Minimum of a Master’s Degree or higher in Public Health, or other relevant Social Sciences discipline
  • Minimum of six (6) years working in monitoring, evaluation and research in the public health field, with progressively increasing level of responsibility.
  • Experience working with multiple stakeholders and familiarity with PEPFAR indicators and reporting requirements
  • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods including research/study design and implementation, design and data analysis, rapid appraisals, etc.
  • Demonstrated hands-on practical experience setting up and managing Monitoring, Evaluation and Research (MER) Systems for Health Programs in developing countries.
  • Demonstrated knowledge of management information systems (MIS).
  • Excellent report writing, analytical and communication skills, including oral presentation skills, knowledge management and dissemination of research findings (in English).

OVC Manager

Provides Supervision to:Technical Advisors/Senior Program Officers/ as applicable

Purpose of Position

World Vision Kenya seeks OVC Manager for the anticipated USAID Local Partner Service Delivery Activity (LPSDA)-OVC Activity. The role is to directly assist the COP in overseeing activity implementation and take over leadership and oversight of program in the absence of the COP. S/he should be familiar with the technical components of the project and the required support services. The OVC Manager will ensure that grants operations and sub-grantee management activities are in full compliance with USAID regulations and aligned with NO operations. Upon CoP request, the OVC Manager will represent the grant to donors and other stakeholders. S/he will be charged with leading a professional team in the accomplishment of the objectives and sub-objectives. S/he must have a broad vision linked with a clear understanding of how to get things done amid the constraints of the country context. The OVC Manager shall have a keen understanding of the unique political dynamics and work carefully and collaboratively to support the various entities in Kenya

Major Responsibilities

Planning, Implementation and Management, 40%

  • Providing technical oversight and lead the OVC interventions implemented by the project;
  • Lead in preparation of work plans and ensure that performance schedules are observed and outputs are completed.
  • Ensure daily operations of overall OVC project implementation activities are on schedule and that reports, new plans and budgets are prepared with sufficient lead time to secure the necessary approvals

  • Liaise with Ministry officials; coordinate and collaborate with top-management officials of Government of Kenya and its relevant line ministries and other agencies related to the project.

Knowledge, Skills and Abilities

  • Master’s degree in related field or equivalent experience in grant management in developing countries
  • 6+ years of extensive international development experience managing large OVC grants, working with local governments, civil societies and communities.
  • Proven ability to manage technical assistance teams and ability to integrate teams of professionals around common goals
  • Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively to support the various political entities in Kenya
  • Familiarity with USAID and PEPFAR programs, their history and their development; mastery of USAID regulations governing such programs
  • Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level.

Household Economic Strengthening Advisor – OVC

Subject to Funding Award and Donor Approval

Reports to the Chief of Party

Purpose of Position

To provide the technical expertise, and coordination of Household Economic Strengthening (HES) component of the OVC Grant ensuring that the overall goal of the program is achieved. She/he will take technical leadership role in designing and promoting use of low-risk initiatives to diversify and stimulate growth in household income and integrate economic activities with complementary interventions across the project to address different levels of household economic vulnerability.

Major Responsibilities

Technical Leadership and Program implementation, 50%

  • Advise the consortium on HES matters to ensure proper implementation.
  • Provide supervision to the HES team ensuring translation of designs into actual implementation
  • Ensure timely and quality implementation of the HES interventions
  • Facilitate the integration of House Hold Economic Strengthening with other result areas including but not limited to increased access to health and social services for OVC and their families
  • Ensure linkage with OVC Project consortium members to enhance leverage, coordination quality programming
  • Ensure Competent HES staff are in place
  • Identify staff capacity gaps, develop training plans and facilitate their development

Monitoring, Evaluation Accountability, Learning and Innovation, 20%

  • Provide technical guidance to ensure quality assessments, researches and evaluations of OVC Grant’s HES program
  • Influence and support county and National Government line Ministries/Departments such as Ministry of Agriculture Livestock & Fisheries institutionalize and scale up using proven operational evidence
  • Ensure quality HES reports developed and submitted to donor in time

Ensure government and/or consortium HES Management Information Systems are strengthened to collect, collate, analyze, and interpret data for reporting and decision making

Coordinate national and county government support to the project for sustainability

Advocate for policy translation, position papers and influence to county plans

Strengthen linkages between the Project and other WVK programs

Ensure OVC Grant representation in key strategic HES/Livelihoods technical working groups and forums at the county and national level

Actively participate in the Project meetings, and other WVK forums and meetings as appropriate

Knowledge, Skills and Abilities

  • Master’s Degree in in Agricultural Economics, Agribusiness, Business Administration, or equivalent from a recognized University;
  • Minimum of six (6) years’ experience in HES programming with experience in project designs and
  • Demonstrated experience in integrated OVC focused HES/Livelihood related programming preferably in the areas of business skills, employment creation, market access and micro-finance services (savings, credit and micro-insurance) and;
  • Proven experience in Research.

Grant Finance Manager – OVC

Purpose of Position

World Vision Kenya seeks a Grants Finance Manager for the anticipated USAID Local Partner Service Delivery Activity (LPSDA)-OVC Activity. The Grants Finance Manager will support the project in promoting Grants financial stewardship, accountability, reliability and accuracy of financial reports as well as implementation of USAID PEPFAR regulations and financial policies. Overseeing the financial management of implementing partners, risk assessment, capacity building and budget preparation & negotiation.

Major Responsibilities

Preparation of donor reports, 20%

  • Prepare donor reports in alignment with World Vision and USAID requirements
  • Maintain files for approved grants and special projects showing:
  • Agreement and donor regulations
  • Approved budget and proposals
  • Financial reports sent to donors
  • Any other grants correspondence
  • Review and where necessary provide appropriate expense codes for items requested by project staff to ensure accurate postings
  • Prepare analysis of grant expenditure for management action to help in monitoring the burn rate for grants and special projects.

Compliance with grants regulations requirements, 25%

  • Review expenses charged to grants for accuracy and completeness.
  • Ensure grant projects close out procedures are done according to the donor guidelines.
  • Ensure donor requested information is submitted on time.
  • Ensure grant implementation and reporting follows donor rules and regulations.
  • Work closely with the procurement department to ensure compliance with grants procurement guidelines

  • Minimum Bachelor of Commerce in Economics, Accounting/ Finance or Business related field from a reputable institution
  • Minimum 5 years of experience in accounting field and at least 4 years in grants management supporting large, complex projects over $15 million USD.
  • Professional qualifications in CPA (K) or ACCA
  • Sound Knowledge on grant accounting and extensive experience in managing donor funded projects e.g. USAID, DFID, UN etc. requirements as well as managing partner organizations.

Purpose of Position

World Vision Kenya seeks a Chief of Party for the anticipated USAID Local Partner Service Delivery Activity (LPSDA)-OVC Activity. The Chief of Party (CoP) has overall responsibility for the leadership and management of all grant activities, consortium members and staff. The incumbent has principal responsibility for representation for the projects to USAID and local Government entities and provides strategic leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program and contribution to Child wellbeing outcomes.

Major Activities

Strategic Leadership and management 40%

  • Responsible for the overall planning, implementation and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner.
  • Ensure strong communication and coordination with all team and consortium members as a means to effectively achieve program objectives. Encourage transparency among and between consortium members to promote coordination and effectiveness.
  • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, WV regulations, best practices and donor guidelines.
  • Design strategies, partnerships and interventions to guarantee the project is gender and ability-sensitive and that WV and implementing partners are accountable to beneficiaries.
  • Primary point of contact and collaboration for the team and in-country stakeholders, including USAID, implementation partners, government partners and other key stakeholders.

Purpose of Position

To provide overall leadership, oversight and management of all aspects of Financial Management, Administration and Information & Communications Technology (ICT) functions ensuring systems are in place to support the World Vision Kenya National Office Strategic and Programmatic objectives.

  1. Coordinate the planning and budgeting process and provide technical support, to ensure global and regional guidelines are met, as well as to chart and execute a strategy in the midst of changing constraints and circumstances.

  1. Design and manage systems, policies and procedures that provide appropriate levels of security and control of WV assets, resources and operations.
  2. Coordinate the submission of timely, accurate and complete relevant reporting to the Partnership and to internal users.
  3. Define and implement efficient and effective internal control systems.
  4. Adhere to partnership policies, procedures and guidelines as stipulated in the WVI Financial Manual and other documents, including – but not limited to: grant compliance, planning & budgeting, year-end closing, carryforward, accounting and reporting.
  5. Coordinate the timely and accurate submission of financial reports in Notes FFR (Field Financial Reporting) database.
  6. Review the reconciliation of MyPBAS to FFR monthly with action plan for addressing outstanding items.

  • Provide overall leadership to the ICT function ensuring that the office has reliable, sufficient, connectivity and that the organizations information systems and resources are adequately protected.

  1. Manage all risks emanating from the Finance, Administration and ICT functions.
  2. Ensure appropriate systems and controls are in place to avoid significant audit risk ratings, both at the National Office and project levels.
  3. Coordinate management responses to audits performed to the National Office and projects; ensure they are sent on time to the Audit Department; and that all audit recommendations are implemented timely at all levels.
  4. Establish relevant internal controls, configure Sun Systems, ProVision, GEMS and any other required programmes
  5. Coordinate adequate preparation for Global Centre and external audits.
  6. Implement anti-corruption and fraud strategies
  • Minimized risk exposure within WV and external partners’ operations

Minimum education, training and experience requirements to qualify for the position:

  • Master’s degree of Commerce or its equivalent
  • Certified Public Accountant of Kenya (CPA-K) or ACCA qualifications
  • Minimum of ten years’ experience of which six must be in a senior management position in a reputable organization.
  • Extensive experience working with Board.
  • Strong experience and skills in Grants Management
  • Knowledgeable on grant accounting and experience in donor funding e.g. USAID, DFID, UN etc. compliance with statutory reporting requirements.
  • Strong budgetary, financial management and analytical skills.
  • Demonstrable experience in leadership, strategic management, results based management in financial matters.
  • Strong aptitude for organizational change, participatory and servant leadership, innovation, learning, team building.
  • Ability to solve complex problems and to exercise independent judgment.
  • Active Membership to a registered professional Accounting body
  • Excellent Computer skills: especially in Sun accounting systems, spreadsheets, Internet skills.
