Terms of service: Permanent and Pensionable

Basic Salary Scale: Ksh. 47,780 x 2,170 – 49,950 x 2,550 – 52,500 x 2,650 – 55,150 x 2,750 – 57,900 x 2,920 – 60,820 x 3,080 – 63,900 p.m.

Responsibilities

An officer at this level will be reporting to the County Director of Early Childhood Development Education.

Specific duties and responsibilities will entail:-

i. Oversee, Coordinate, promote and implement ECDE programmes, projects, policies general Education programmes in the Sub County;

ii. Prepare and implement ECDE strategic Plan, annual work plans and periodic reports in the Sub County;

iii. Provide technical and coordination support to the stakeholders and partners in mainstreaming ECDE in Sub County;

iv. Promote awareness on Early Childhood needs and demands to ECDE Teachers and parents;

v. Carry out capacity building courses for ECDE teachers and other stakeholders;

vi. Develop and provide prototypes of appropriate resource materials to local communities and parents;

vii. Compiling reports and disseminating them for technical review;

viii. Organizing and sharing compiled feedback reports for improvements in project quality and partner support;

ix. Acting as a link to the National Government, local agencies, Non-Governmental Organization

(NGOs) and Communities on ECD Policy interpretation and implementation;

x. Developing a sub County Resource Centre for ECDE Programme;

xi. Ensure prompt submission of monthly performance reports of the sub county in the following:-

  • Staff returns;
  • Enrolments levels
  • Financial and expenditure reports (capitation to ECDE)

Requirements for Appointment

For appointment to this grade, a candidate must have:
i. Be a Kenyan Citizen;
ii. Bachelor’s degree in Education or in Early Childhood & Development Education from a recognized
institution.
iii. Diploma in Early Childhood from a recognized institution will be added advantage;
iv. Be conversant with the Competency Base Curriculum (CBC);
v. A certificate in Computer Application from a recognized institution.
vi. A Senior Management Course or its equivalent from recognized institution;
vii. Five (5) years’ working experience in ECDE Education/Programs in either Public or Private sector;
viii. Shown merit and ability as reflected in work performance and results
ix. Have managerial skills.
x. Excellent communication skills and
xi. Knowledge on the functions of the County Government of Kakamega with a focus on ECDE; and
xii. Be conversant with the County Legal framework of ECDE Programme.
