KITUI COUNTY PUBLIC SERVICE BOARD CHAIRPERSON AND MEMBERS SELECTION PANEL
Declaration of Vacancies in the Kitui County Public Service Board

Kitui County Public Service Board is a body corporate established under Sections 57 and 58 of the County Governments Act, 2012 pursuant to Article 235 of the Constitution of Kenya 2010. The Kitui County Public Service Board Chairperson and Members Selection Panel established under Section 58A of the County Governments (Amendment) Act, 2020, invites applications from qualified and suitable candidates to fill the following vacant positions in the Kitui County Public Service Board:

  1. CHAIRPERSON – ONE (1) POST

Requirements for Appointment:

  • Be a citizen of Kenya;
  • Be in possession of a relevant Bachelor’s degree from a recognized university;
  • Have relevant working experience of not less than ten (10) years;
  • Understands the diversity of the County;
  • Be a visionary and strategic thinker;
  • Demonstrate understanding of articles 10, 27 and 232 of the Constitution of Kenya 2010;
  • Meet the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity;
  • Be a member to a relevant professional body; and
  • Possession of a Master’s degree will be an added advantage.
  1. MEMBER – FIVE (5) POSTS

Requirements for Appointment:         

  • Be a citizen of Kenya;
  • Be in possession of a relevant Bachelor’s degree from a recognized university;
  • Have relevant working experience of not less than five (5) years;
  • Meet the requirements of Chapter Six of the Constitution of Kenya 2010 on Leadership and Integrity;
  • Be a member to a relevant professional body; and
  • Possession of a Master’s degree will be an added advantage.

Eligibility for Appointment

A person shall be qualified to be appointed as a Chairperson or Member of the County Public Service Board if that person:

  • Is not a state or public officer;
  • Has not, at any time within the preceding five years, held office, or stood for election as:
  • A Member of Parliament or of a County Assembly,
  • A member of the governing body of a political party.
  • Is not, or has not at any time been, a candidate for election as a member of parliament or of a County Assembly;
  • Is not, or has not at any one time been, the holder of an office in any political organization that sponsors or otherwise supports, or has at any time sponsored or otherwise supported a candidate for election as a Member of Parliament or a County Assembly.

Functions of the Board

As set out under Section 59(1) of the County Governments Act, the functions of the County Public Service Board are, on behalf of the County Government, to:

  1. Establish and abolish offices in the County Public Service;
  2. Appoint persons to hold or act in offices of the County Public Service including in the Boards of cities and urban areas within the County and to confirm appointments;
  3. Exercise disciplinary control over, and remove, persons holding or acting in those offices as provided for under this Part;
  4. Prepare regular reports for submission to the County Assembly on the execution of the functions of the Board;
  5. Promote in the County Public Service the values and principles referred to in Articles 10 and 232 of the Constitution;
  6. Evaluate and report to the County Assembly on the extent to which the values and principles referred to in Articles 10 and 232 are complied with in the County Public Service;
  7. Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in counties;
  8. Advise the County Government on human resource management and development;
  9. Advise County Government on implementation and monitoring of the national performance management system in counties; and
  10. Make recommendations to the Salaries and Remuneration Commission on behalf of the County Government on remuneration, pensions and gratuities for the county public service employees.

Terms of service

A member of the Board shall:

  1. Hold office for a non-renewable term of six years; and
  2. May serve on a part-time basis.

Salary Scale

The salary, allowances and other benefits attached to the above positions will be as determined by the Salaries and Remuneration Commission.

    3. Kenya Revenue Authority
    4. Credit Reference Bureau
    5. Directorate of Criminal Investigation
