Ecumenical Pharmaceutical Network (EPN) Hiring Monitoring and Evaluation (M&E) Officer

EPN is an International non-profit Christian member organization registered in Kenya. Its mission is to support Churches and Church Health Systems, provide and promote just and compassionate quality pharmaceutical services. EPN is a global church-based organization that works specifically to increase access to medicines and to strengthen pharmaceutical services. The beneficiaries of EPN’s services include church health institution, medicines policy makers, health professionals, church leaders, and health staff involved in medicines management and pharmaceutical service delivery.

The Monitoring and Evaluation (M&E) Officer will provide technical support and oversight on program-level monitoring, evaluation, and reporting for Projects being implemented by EPN. The M&E Officer will work with the Projects Team to ensure the completion of monitoring and evaluation tasks and timely reporting according to the project-specific monitoring and evaluation plans and in compliance with grant requirements.

Duties and Responsibilities

The duties and responsibilities are as follows:

A. Operational Roles and Responsibilities:

  1. Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, project Performance Monitoring Plan with relevant data collection systems
  2. Collect data on a regular basis to measure achievement against the performance indicators
  3. Check data quality with partners, analyze and aggregate findings
  4. Support project progress reporting, project mid-term review and final evaluation
  5. Development of M&E tools such as Dashboards to monitor Project activities
  6. Research and Development: development of studies, questionnaires, assessments and analysis and reporting on the same
  7. Develop baseline data for each project component and for all project indicators
  8. Develop a plan for project-related capacity-building on M&E and for any computer-based support.
  9. Organize and undertake training with collaborating partners on M&E as required
  10. Contribute to and occasionally support the development of project proposals
  11. Develop monitoring and evaluation plan for all projects including the development of tools e.g. logical framework/theory of change, indicators matrix, and performance tracking tools
  12. Support the preparation of project narrative reports to donors/funding partner
  13. Review implementing partners narrative report
  14. Conduct supervisory visits and field visits for data collection and validation
  15. Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement
  16. Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with project activities and time frames as relevant
  17. Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation
  18. With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources
  19. Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required
  20. Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
  21. Produce reports on M&E findings and prepare presentations based on M&E data as required

B. Perform any other duties as may be assigned from time to time

Knowledge and Skills Required

The jobholder must possess:

  1. Degree in statistics, demographics, public policy, international development, economics, or related field
  2. Minimum of five years of professional experience in an M&E position responsible for implementing M&E activities of international development projects
  3. Good knowledge of program implementation, monitoring and evaluation techniques and practices
  4. Familiarity with impact assessment an advantage
  5. Excellent analytical and reporting skills
  6. Ability to work in a team and good interpersonal skills
  7. Good computer applications skills and data Analysis
  8. Good organizational skills.
  9. Ability to deal with people with tact and diplomacy
  10. Ability to work independently with a minimum of supervision.
  11. Ability to work under time pressure and meet deadlines
  12. Ability to work in diversified environments
