The International Livestock Research Institute (ILRI) seeks to recruit a Project Accountant on behalf of Worldfish to provide overall financial oversight to the project including budgeting, monitoring spending in accordance with WorldFish and donor cost eligibility requirements and guidelines; review the quality of financial reports and any financial requirements; ensures that robust and effective financial management systems are in place for the project and integrated into WorldFish’s global financial management systems.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 11 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South, and Southeast Asia as well as Central, East, Southern, and West Africa. www.ilri.org

Background

The Climate-Resilient Aquaculture Systems for Africa (CASA) project is a five-year project that will be implemented in Kenya. The purpose of the project is to reduce poverty, improve food and nutrition security, and improve adaptive capacity to climate change by strengthening the sustainable development of aquaculture systems in Kenya. 

By the end of the project, it is expected that over 5 million people in Kenya will obtain increased food and nutrition security; over 5,000 fish farmers and processors will have higher incomes and productivity; and over 6,000 new jobs will have been created across aquaculture value chains in Kenya. 

The intended change at the beneficiary level includes direct increases in income (over 50% for the average farmer-beneficiary). At the institutional level, significant improvements in local capacity to sustainably grow aquaculture production and address challenges are expected to emerge; and at the policy level, new or updated policies and increased investments in aquaculture by policymakers are expected.

Key Responsibilities  

  • Ensure organizational financial systems and processes are understood and followed throughout the organization for all financial transactions.
  • Ensure donor financial reports are completed on time and timely submission to the donor.
  • Coordinate and liaise with auditors to meet project audit against audit objectives and to ensure that internal control, financial procedures are in place, updated and effectively implemented.
  • Review monthly and periodic financial reports, including office operating expenditures and communicate project financial status, risks and opportunities to the Project Leader for management’s review.
  • Review and ensure that partner’s liquidations, reporting and donor financial reporting are correct and timely submitted.
  • Maintain and monitor cash flow to ensure adequate fund balance to run the project including timely collection of grants from donor in accordance with terms of contracts, proceeding fund request to HQ, tracking and reporting on collaborators and consultant payment, operating funds, disbursements to collaborators and partners.
  • Process staff advance and liquidation.
  • Develop, monitor, and update the budget and forecast for the project to ensure the allocation of resources aligns with project workplan and within the project budget.
  • Familiar and comply with the donor rules, regulations, and reporting requirements.Requirements
  • Bachelor of Commerce (Accounting/Finance option)
  • Accounting certification -CPA (K), ACCA, CIMA
  • MBA will be an added Advantage
  • At least 5 years of working experience with an international organization, 3 years’ experience in finance management with progressive experience in processing donor reports and following up of sub grants.
  • Experience in preparing and supporting external audit
  • Sound knowledge on income tax and VAT computation
  • Excellent financial management skills
  • Excellent financial accounting and organization skills
  • Good analytical and decision making
  • Ability to deliver accurate and timely reports.
  • Good written and verbal English proficiency
  • Ability to work in a team environment and with minimum supervision.
  • Ability to develop creative ideas to improve process workflow.
  • Good knowledge in International Accounting System (IAS).
  • Computer literate (MS Office and other accounting system).
  • High level of organization, attention to detail and ability to multi-task
  • Knowledge in implementing internal controls.
  • Ability to work under pressure and adhere to deadlines with minimum supervision.

Post location: This position will be based in Nairobi, Kenya

This position is at job level HG13 and it is only open to Kenyan nationals. The position is a 3 year contract, renewable subject to satisfactory performance and availability of funding. ILRI offers a competitive salary and benefits package which includes pension, medical and other insurance.
