WFP Hiring Deputy Team Leader Kenya Country Strategic Plan 2025 Outcome Monitoring

The Kenya Country Strategic Plan (CSP) 2023–2027, launched in July 2023, sets ambitious goals for transforming food systems and building resilience against climate change. As part of the CSP, the 2025 Outcome Monitoring (OM) will evaluate progress, measure performance, and identify lessons learned. The results will inform WFP’s mid-term review in 2025/2026, guiding strategic adjustments for the remainder of the CSP period.

As Deputy Team Leader, you will support the Team Leader and provide specialized expertise in food systems and climate change. Your role will encompass the design, implementation, analysis, and reporting of monitoring activities, ensuring high-quality outputs that shape future programming.


Key Responsibilities

As the Deputy Team Leader, you will:

  1. Support Team Leadership: Assist the Team Leader in managing the Outcome Monitoring (OM) team.
  2. Develop Technical Notes: Contribute expertise in food systems and climate change to draft and finalize the technical note, including:
    • Outcome Monitoring design, sampling methodology, and sample size calculations.
    • Quality assurance plan and detailed work plans.
    • Bibliography of documents and data sources.
    • Data collection tools and analysis plans.
  3. Prepare and Present Plans: Collaborate on a PowerPoint presentation outlining methodology, survey plans, and timelines for stakeholder discussions before fieldwork begins.
  4. Coordinate Fieldwork: Ensure tools are tested and digitalized, and enumerators are adequately trained.
  5. Conduct Data Collection and Analysis: Supervise data collection, ensure quality control, and conduct qualitative and quantitative analyses, particularly on food systems and climate change.
  6. Contribute to Reporting: Provide a dedicated chapter on resilience to climate change and inclusive food systems for the final Outcome Monitoring report.
  7. Facilitate Dissemination: Develop presentations for debriefings and dissemination of findings to stakeholders.

Deliverables

At the conclusion of your contract, you will be expected to provide the following:

  • A technical note outlining methodologies and timelines for executing the Terms of Reference.
  • A final Outcome Monitoring report, including:
    • Summaries of interviews, focus groups, and qualitative data.
    • Tables of indicators with baseline and monitoring values.
    • A comprehensive list of sampled sites.
  • All data, including final analyses.
  • Presentations summarizing findings and recommendations.

Requirements

Education:

At least a Master’s degree in social sciences, education, statistics, nutrition, or related fields.

Experience:

  • Senior researcher with at least 15 years of experience in evaluations.
  • Proven expertise in managing multidisciplinary studies using mixed methods.
  • Demonstrated knowledge of food systems, climate change, agricultural economics, and capacity strengthening.

Skills and Knowledge:

  • Strong expertise in designing monitoring methodologies and tools.
  • Excellent leadership, communication, and presentation skills.
  • Deep understanding of humanitarian and development programming.

Languages:

Fluency in English is required.
