The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012, tasked with providing a platform for consultation among County Governments, sharing performance information on counties’ functions, facilitating capacity building for governors, and reviewing reports from intergovernmental forums on national and county matters, among other functions (Section 20).
To enhance its mandate, the Council of Governors operates through various sectoral Committees and Departments. To support its goals, the Council seeks to recruit a Program Officer to assist the Planning, Monitoring, and Knowledge Management Department.
2.0 Job Purpose
The role involves implementing and supporting activities, programs, and projects related to knowledge management.
Reporting to the Manager, Planning, Monitoring, and Knowledge Management, the Program Officer will have the following duties and responsibilities:
- Execute comprehensive knowledge management initiatives, activities, and strategies.
- Support the Communities of Practice (COPs) at the Maarifa Center.
- Train and mentor Council technical teams and County Officials on knowledge-capturing, sharing, and managing knowledge assets.
- Collaborate with the Communication team to identify, package, and disseminate case studies and knowledge products highlighting best practices and lessons from counties.
- Develop models to institutionalize and mainstream knowledge development and sharing.
- Disseminate knowledge within the Council and externally with stakeholders and partners.
- Monitor the application of shared knowledge to improve county service delivery.
- Regularly convene meetings with colleagues and Knowledge Management Focal Persons to ensure the organization continuously captures, manages, and shares critical knowledge.
- Support the development of tools for assessments and surveys to identify the information needs of stakeholders.
- Evaluate Resource Centre products and services for effectiveness and responsiveness, such as audio-visual tools.
- Facilitate the exchange of information, converting data into valuable insights, and ensure accessibility.
- Develop and share information within the Council.
- Maintain library resources, books, and reference materials.
- Address data requests by responding to queries and assisting clients in accessing resources.
- Contribute to the division’s annual work plan and budget implementation.
- Mainstream international and regional obligations, treaties, and agreements relevant to the division.
- Draft policies, regulations, strategies, standards, and guidelines specific to the sector.
- Implement Council decisions and intergovernmental resolutions relevant to the division.
- Organize induction and capacity development initiatives for County Officials.
- Coordinate knowledge sharing among counties to improve performance of devolved functions.
- Present division reports and updates to the Senior Knowledge Management Manager.
- Implement management decisions for the division.
- Represent the Council in intergovernmental forums relevant to the division.
- Manage strategic collaborations, linkages, and partnerships for the division.
- Guide and mentor division interns.
- Track the implementation of approved division budgets.
- Prudently manage the division’s resources.
- Contribute to financing agreements related to division programs and projects.
- Mobilize resources for the division.
- Comply with internal controls on budget utilization for division activities, programs, and projects.
- Guide and mentor assistants and interns.
3.0 Minimum Qualifications and Experience
a. Academic and Professional Qualifications
- Bachelor’s Degree in Library Studies, Information Science, or a related field from a recognized institution.
b. Experience
- At least three (3) years of experience in public or private sector employment within a reputable organization.
4.0 Functional Skills
- Strong understanding of national goals, policies, and their relevance to the Council’s mandate.
- Thorough knowledge of Devolution as outlined in the Constitution.
- Competence in financial and human resource management.
- Good understanding of government policies, regulations, and procedures.
- Expertise in policy development and strategic implementation.
- Proficiency in stakeholder management.
- Strong communication skills.
- High professionalism.
Duration of the Assignment
The engagement will last three (3) years, renewable for a similar term based on performance and funding availability.
