JOB SUMMARY – PURPOSE

This position contributes to SEE goal “Transformed individuals, families and communities through spiritual, physical, economic and social empowerment who embrace progressive values, and engage in productive, gainful and sustainable activities’’.

The HES project officer is responsible for overall rollout of economic strengthening activities, ensuring the department meets its objectives and targets. The HES officer working closely with relevant government ministries and other technical agencies and private sector to provide training and technical support to Field agent supervisors with focus in implementing SILC/VSLA/ S4T activities, financial education to the caregivers, support caregivers initiate Income Generating activities, profiling of smallholder farmers to increase production and engage with markets.

The HES Officer will directly supervise Field Agent supervisors and indirectly supervises a team of SILC/VLSA/ S4T Community Based Trainers. He/She will develop HES operational plans, monitors their execution, and prepares periodic HES program performance reports.

KEY DUTIES AND RESPONSIBILTIES:

Support to vulnerable families

  1. Work closely with the Team Leader and CM to develop case plans and support implementation of HES interventions.
  2. Supports the team members in implementation of key activities that includes: recruit Field Agent supervisors and Community Based Trainers, Map and define CBTs operating areas, support CBTs certification, PSP launches and PSP network formation.
  3. Takes lead in the implementation of the House hold Economic strengthening approaches to OVC and their households.
  4. Supports HES department team members to work with the community-based workforce to deliver services to OVC caregivers. These services shall include but not limited to trainings on SILC/ VSLA/S4T PSP model, SMART skills modules, financial literacy, marketing basics and 7 Steps of Marketing and value chains analysis and roll out emergency Fund.

Support to Adolescents and Young People

  1. Work with department team to link OVC not in school to relevant empowerment programs
  2. Coordinate all support supervision activities to ensure facilitators (Sinovuyo and CBIM) are adequately provided with the support they need to undertake their roles.

Economic strengthening of Households

  1. Works with team members to develop responsive monthly work plans and ensures prudent allocation and utilization of resources.
  2. Holds regular staff and community meetings to review progress, address emerging issues and plan for subsequent actions.
  3. Coordinate all support supervision activities ensuring that field agents are adequately provided with the support they need to undertake their roles.
  4. Continually communicates to the Team Leader and on department progress, challenges and support required to deliver on the department objectives.
  5. Ensures that all the activities being implemented are conducted within a process that enhances community ownership, participation and contribution for sustainability.
  6. Ensure beneficiaries are linked to Household Economic Strengthening initiatives (Link caregivers to SILC/VSLA, track caregivers before and after linkage to savings groups and mobilize caregivers to participate in financial literacy trainings etc.).

Capacity Building and Systems Strengthening

  1. Works with the DCS and Private Sector Actors to advocate for linkage of caregivers to GOK cash transfers, in kind agricultural support and other subsidies.
  2. Works with GOK departments and county government departments to offer extension services to strengthen the capacity of producer groups and VSLA/ SILC farmer groups.

Monitoring, Evaluation and Knowledge management

  1. Conducts routine support supervisions and spot checks to department sites and Field Agent Supervisors, Community Based Trainers and VSLA/ SILC/ S4T groups to ensure quality service delivery to OVC and their caregivers.
  2. Supports department team members to identify, document, and disseminate knowledge products to build on evidence-based practices in Household Economic strengthening initiatives.
  3. Ensure data protection and confidentiality protocols are adhered to as outlined in BOH Data Protection Policy

Research Development and Knowledge Management

  1. Research to inform new trends and timely interventions-Abstract Development
  2. Conduct baseline to inform program decisions
  3. Programs design development
Other Duties and Responsibilities

Health and Safety Compliance:

  1. All staff members should be aware of and adhere to health and safety regulations within the BOH premises.
  2. Tasks may include conducting safety inspections, identifying hazards, and reporting any safety concerns to appropriate authorities.
  3. Responsibilities may involve ensuring proper storage of hazardous materials, maintaining emergency exit routes, and participating in emergency drills.

Team Collaboration:

  1. Collaboration among different departments and staff members is essential for the smooth functioning of the department.
  2. Tasks may include participating in team meetings, sharing relevant information, and providing support to colleagues when needed.
  3. Responsibilities may involve cross-departmental projects or initiatives aimed at improving overall BOH operations and outcomes.

Customer Service:

  1. Providing excellent customer service is important for creating a positive experience for clients and visitors.
  2. Tasks may include greeting visitors, addressing inquiries or concerns, and providing assistance as needed.
  3. Responsibilities may involve maintaining a welcoming environment and representing the BOH in a professional manner.

  1. With the increasing use of technology, staff members may be expected to utilize various technological tools and platforms.
  2. Tasks may include using management systems, software, and communication tools.
  3. Responsibilities may involve staying updated on technological advancements relevant to their role and assisting others in utilizing technology effectively.

Professional Development:

  1. Continuous learning and professional growth are important for all staff members to stay updated on best practices and advancements in their field.
  2. Tasks may include attending training sessions, workshops, or conferences related to their job responsibilities.
  3. Responsibilities may involve sharing knowledge and skills acquired through professional development with colleagues and applying new strategies or techniques in their work.

Additional Responsibilities

  1. Participate in staff morning devotions and provide spiritual nurture to team members
  2. Any other duties that maybe assigned by the Executive Director from time to time

KNOWLEDGE SKILLS AND ABILITIES

Level of education/qualification

  1. A diploma (with at least 3 years of relevant experience) or a bachelor’s degree (with at least 2 years’ experience’) in Social Sciences, Agriculture, Micro Finance, Business Administration, project Management or related field from a recognized institution of learning.

Specialized training /Professional qualification

  1. Specialized knowledge of and experience with savings group programming—with a preference for community-agent and/or fee-for-service approaches.
  2. Familiarity with integrating savings groups in OVC programming.
  3. Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, PowerPoint and Access.
  4. Excellent report writing skills.

  10. Ability to ride a motorcycle – (Added advantage)
  11. Valid motorcycle permit

Relevant work experience

  1. A diploma (with at least 3 years of relevant experience) or a bachelor’s degree (with at least 2 years’ experience’)
  2. Relevant experience in Community development focusing on sustainable livelihood approaches, project monitoring, evaluation, accountability and learning.
