TERMS OF REFERENCE FOR THE DEVELOPMENT OF A STRATEGIC PLAN 2025-2029
1.0 Background
Kituo cha Sheria (‘Kituo’) is a non-governmental organization (NGO) registered in 1973 with its headquarters in Nairobi, a specialized branch office in Pangani and a regional office in Mombasa. Kituo exists to enhance equity and access to justice for all Kenyans, especially the poor and marginalized.
By 1973, state-funded legal aid was only available for people charged with capital offences. This left out people who could not afford legal aid for issues relating to land, labour and housing, which were very common. As a result, Kituo carved its niche in the areas of land, labour, housing and other areas of law as far as they relate to the human and peoples’ rights of the poor and marginalized.
As a pioneer in legal aid and education, Kituo has expanded its programmatic base: currently, its core programmes deal with issues of forced migration, advocacy, governance, community partnerships, and peace, justice and reconciliation. The vision and mission of Kituo remain relevant as many poor and marginalized communities remain outside the axis of access to justice.
2.0 Purpose of the task
The purpose of the consultancy is to support and lead the Organisation in a grounded, consultative and participatory planning process. The substantive outcome is a five-year strategic plan for the period 2025-2029 in line with the Organization’s mandate and vision. The Consultant should also provide an implementation matrix and monitoring and evaluation plan.
3.0 Scope of the work
The Consultant shall lead and guide the process of reviewing and developing the five-year strategic plan of the organisation.
4.0 Specific tasks.
The specific tasks for this consultancy include:
- Carry out a desk review of documents relevant to an understanding of the mandate, legal frame work and context of the organisation including review of the previous strategic plan.
- Hold discussions with the board members and staff to build a common approach to the assignment.
- Conduct interviews with Board, Staff, beneficiaries and other stakeholders.
- Conduct organizational capacity assessment which shall include a review of the existing structure, financial strategy and sustainability and engagement strategy.
- Develop a comprehensive methodology and work plan for a participatory process with a view of achieving support and concrete co-operation and programing with members and partners.
- Finalize the strategic plan, including the log frame and detailed implementation plan.
- Include a plan to align actions with existing relevant sectors strategies, best practices and emerging issues.
- Hold a validation meeting.
- Produce final copy of the strategic plan with inputs from validation meetings incorporated
- Develop a monitoring and evaluation framework.
5.0 Expertise required.
- The Consultant should have extensive knowledge and experience on projects and more specifically on the aspect of monitoring, evaluating, learning and reporting.
6.0 Desired Competencies
- Relevant work experience in strategic planning and development.
- Excellent and proven analytical skills.
- Relevant experience in related or similar assignments.
- Excellent organizational and communication skills, ability to prioritize and work with minimum supervision.
7.0 Commitment to Quality Work
The Consultant shall use an evidence-based approach and ensure the highest standards of work and timely deliverables at every stage of this assignment. The Consultant shall ensure clarity of objectives, and process during the consultations, counter check all facts and figures cited, ensure that the content and format of the draft strategic plan meets the high standard for such documents and ensure proper editing and clarity.
8.0 Method
The Consultant shall obtain disaggregated data, review relevant literature, interviews and undertake field visits in selected areas
9.0 Desired Qualifications
- At least an LLM and or MA degree in Sociology, Strategic Management, Development, Statistics or any other relevant field.
