Main Purpose of the Job:
The Monitoring, Evaluation, and Learning (MEL) Adviser will drive results and the MEL agenda across the British Embassy Mogadishu, ensuring impactful use of UK resources in Somalia. This role includes leading program-wide results, evidence, and evaluation efforts, supporting monitoring frameworks, and building MEL capacity. Additionally, the postholder will oversee the Somalia Monitoring Programme 3 (SMP3), which provides Third-Party Monitoring and Learning (TPML) for critical UK-funded activities.


Key Responsibilities:

1. Effective Delivery of the Somalia Monitoring Programme 3 (SMP3):

  • Manage the TPML Supplier, including quality assurance of verification plans and learning reports.
  • Convene and lead learning and dissemination events to ensure high-quality outputs that meet FCDO needs.
  • Oversee the Memorandum of Understanding (MOU) with UNFPA, supporting data generation and reporting for Somalia’s first Census since 1975.
  • Represent UK interests in data generation and statistical capacity-building initiatives, working closely with the Somali Administration, UNFPA, and other donors.
  • Collaborate with the UK Office for National Statistics (ONS) to align technical support with data needs.

2. Strengthening M&E Systems:

  • Support teams in creating and improving program logframes, theories of change, and MEL systems.
  • Provide quality assurance for annual reviews, project completion reports, and business cases.
  • Contribute to portfolio-level reporting, ensuring alignment with the Somalia Country Plan.
  • Support cross-office themes and campaign goals through robust MEL frameworks.

3. Capacity Building and Knowledge Sharing:

  • Deliver MEL training sessions and clinics to build internal capacity.
  • Ensure the effective application of evaluation recommendations and findings.
  • Actively participate in knowledge-sharing activities within the FCDO Statistics/Evaluation cadres.
  • Contribute to cadre development through ongoing professional engagement and support.

4. Line Management:

  • Supervise an EO Programme Manager and provide local objective management to a Grade 7 ONS MEL/Statistics Adviser.

Essential Skills and Experience:

  • At least five years of experience in leading, managing, or commissioning evaluations.
  • Proficiency in a range of evaluation methods (qualitative and quantitative).
  • Experience in international contexts, with adaptability to fragile and conflict-affected settings.
  • Expertise in technical assistance, capacity building, and enhancing evaluation-related learning.
  • Strong communication and engagement skills, particularly in complex, multi-stakeholder environments.

Desirable Skills and Experience:

  • Familiarity with Third-Party Monitoring Contracts.
  • Experience in statistical capacity-building initiatives.
  • Understanding of measuring diplomatic influence.
