Duties and Responsibilities
- Overseeing implementation of policies, regulations, standards, guidelines and procedures pertaining to accounting; advising the County on financial & accounting matters and financial reporting formats;
- Interpreting financial regulations, procedures and Treasury Circulars for management review and implementation.
- Overseeing cash management and exchequer operations both for expenditure and revenue in liaison with the Central Bank of Kenya and other commercial banks.
- Custodian of all county bank accounts in line with PFM Regulations 2015.
- Ensuring timely submission of statutory and management financial reports.
- Preparation of quarterly and annual expenditure forecasts as a basis for decisions with treasury for release of funds.
- Ensuring compliance with all the debt obligations by the County, guided by the County Fiscal Strategy Framework set out in the Public Finance Management Act.
- Ensuring safe custody of County government assets, records and accountable documents.
- Ensuring compliance by the County with all the tax obligations as per the Law.
- Ensuring compliance with the law relating to management of revenue and other receipts as stipulated in the PFM (County Governments) Regulations, 2015.
- Application of budgeted funds for operations and development.
- Initiations of proposals seeking funds for additional and reallocation of voted funds during the year.
- Implement policies and regulations on prudent use of finances.
- Assist the management in responding to queries from the Parliament/County Assembly/Public Accounts Committee.
- Offer financial management advice to County Executive and the County Assembly.
- Liaising with national government on matters relating to financial reporting and standards.
- Monitoring of expenditures and projects of the County Executive and County Assembly including program implementation on a periodic basis and ensuring that timely corrective action is taken.
Requirements for Appointment.
- Must have served in the grade of Deputy Director Accounting Services Job Group ‘Q’ or in a comparable and relevant position in the public service for minimum period of three (3) years.
- Must have a Bachelor’s degree in any of the following disciplines: Accounting, Finance, Business Administration, Commerce or their relevant equivalent qualification from an approved institution
- Must have a Master’s degree in any of the following disciplines: Accounting, Finance, Business Administration, Commerce or their relevant equivalent qualification from a recognized institution.
- Must be a holder of CPA (K) or its equivalent.
- Be a member of ICPAK and RAB and in good standing
- Knowledge of IFMIS.
- Possess a Senior Management Course Certificate from a reputable institution lasting not less than 4 weeks.
Certificate in computer application skills from a recognized institution .
