The County Government of Kisii invites competent and qualified individuals to apply for vacant positions in the County Executive Audit Committee. This recruitment is conducted pursuant to Section 155(5) of the Public Finance Management Act, 2012, Section 167(1) of the Public Finance Management (County Governments) Regulations, 2015, and Gazette Notice No. 2690 dated 15th April 2016.

The Audit Committee plays a crucial role in enhancing governance, risk management, and internal controls within the County Government of Kisii. This is an opportunity for professionals with a background in finance, accounting, economics, risk management, and related fields to contribute to the county’s accountability and transparency.

AVAILABLE POSITIONS

1. Chairperson – County Executive Audit Committee (1 Post)

Duties and Responsibilities

The Chairperson of the County Executive Audit Committee will be responsible for providing leadership and oversight in matters related to risk management, internal controls, governance, and audit affairs of the County Government. The key responsibilities include:

  • Providing strategic direction and leadership to the Audit Committee.
  • Ensuring effective risk management, governance, and internal control processes within the County Government.
  • Reviewing and making recommendations on audit reports from internal and external auditors.
  • Monitoring the implementation of audit recommendations and ensuring compliance with financial regulations.
  • Arranging periodic reviews of the effectiveness of the Audit Committee in executing its mandate.
  • Ensuring independence and impartiality in decision-making, aligning with legal, constitutional, and policy requirements.
  • Advising the County Executive Committee on internal control and audit matters.
  • Clarifying the responsibilities of the Audit Committee to its members.

Requirements for Appointment

To qualify for this position, applicants must:

  • Be a Kenyan citizen.
  • Hold at least a Bachelor’s degree in Finance, Economics, Accounting, Business Administration (Accounting option), or any other related field from a recognized university.
  • A Master’s degree in a relevant field will be an added advantage.
  • Be a registered and active member of a professional body such as ICPAK, CPSK, ACFE, LSK, IIA, or any other recognized professional association.
  • Have at least 10 years of relevant work experience, with a minimum of 5 years in a senior management position.
  • Be an independent, proactive leader with strong integrity and interpersonal skills.
  • Have excellent knowledge of audit committee functions and risk management frameworks.
  • Not be a past or present employee of the County Government of Kisii and should not have had any business dealings with the county in the last two years.
  • Be well-versed in government operations and financial reporting.
  • Not hold a political office.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya.

Tenure and Remuneration

  • The Chairperson will serve on a part-time basis for a term of three years, renewable once subject to performance.
  • Allowances for the position will be determined by the Salaries and Remuneration Commission (SRC).

2. Members – County Executive Audit Committee (3 Posts)

Duties and Responsibilities

The Members of the County Executive Audit Committee will work alongside the Chairperson to ensure effective oversight and monitoring of the County Government’s internal audit function. Key responsibilities include:

  • Assessing the performance of the head of the internal audit.
  • Examining internal and external audit reports and following up on management responses.
  • Ensuring adequate mechanisms are in place to facilitate the implementation of Public Accounts Committee (PAC) and Public Investments Committee (PIC) recommendations.
  • Communicating effectively with internal and external auditors to oversee:
    • Changes in the business environment.
    • Compliance with financial reporting requirements.
    • Audit findings related to governance, risk management, and internal controls.
    • Key risks and areas requiring judgment.
  • Ensuring management provides written responses to audit recommendations.

Requirements for Appointment

To qualify for this position, applicants must:

  • Be a Kenyan citizen.
  • Hold at least a Bachelor’s degree from a recognized university.
  • Have at least 10 years of relevant work experience, with a minimum of 5 years in a senior management position.
  • Demonstrate a clear understanding of the principles of good governance, financial management, and risk oversight.
  • Possess strong knowledge of the functions of Audit Committees and the operations of County Governments.
  • Not be a past or present employee of the County Government of Kisii and should not have had any business dealings with the county in the last two years.
  • Be a registered and active member of a professional body.
  • Not hold a political office.
  • Satisfy the requirements of Chapter Six of the Constitution of Kenya.
