Job Purpose
Reporting to the Senior Human Resource Officer in Emergencies, the Human Resource Officer will play a pivotal role in talent acquisition and workforce planning for the Africa Region. The role involves managing recruitment processes, updating the surge roster for the WASH Database, onboarding, and screening candidates, as well as providing HR support across the department.
Job Duties and Responsibilities
Talent Acquisition and Recruitment
- Lead overall recruitment processes, ensuring timely and high-quality hiring.
- Coordinate workforce planning in collaboration with the SPRM Department.
- Provide regular recruitment updates and ensure data accuracy.
- Enhance recruitment strategies to improve efficiency and effectiveness.
- Support hiring managers with job descriptions and ensure alignment with IFRC structures.
- Conduct candidate screenings, including safeguarding assessments before onboarding.
- Negotiate employment offers and extend contracts to successful candidates.
- Ensure contract renewals and employment agreements are processed promptly.
- Manage recruitment-related disputes professionally and efficiently.
- Provide HR support during grant acquisition to ensure proper staffing structures are in place.
Learning and Development
- Support the annual Performance Development Plan (PDP) process for Africa Regional Programme staff.
- Facilitate training needs assessments and develop training calendars.
- Encourage staff participation in learning platforms for skills enhancement.
- Coordinate performance management processes with line managers.
- Organize career development discussions for field staff.
HR Policies and Compliance
- Ensure adherence to labor laws, company policies, and industry best practices.
- Provide guidance on HR policy implementation and updates.
- Conduct training sessions on HR policies and leadership development.
Employee Relations
- Provide guidance to staff and supervisors on grievance handling and dispute resolution.
- Educate employees on the formal grievance process.
- Refer critical HR issues to the Regional Human Resource Manager for action.
Requirements
Education
- Degree in Human Resource Management, Organizational Development, or a related field (Required).
- Certification as an HR practitioner under the IHRM Act (Required).
Experience
- Minimum 5 years of continuous practice in a similar role (Required).
- Prior experience with an INGO (Preferred).
- Expertise in recruitment and onboarding processes (Required).
- Familiarity with Red Cross and Red Crescent operations (Preferred).
- Experience handling confidential information (Required).
- Previous work with governmental and international organizations (Preferred).
Knowledge, Skills, and Languages
Required:
- Strong knowledge of local labor laws and compliance requirements.
- Proficiency in recruitment software and HR Information Systems (HRIS).
- Advanced skills in Microsoft Office Suite.
- Ability to work independently and meet tight deadlines.
- Experience managing multicultural work environments.
- Excellent project management abilities.
- Strong problem-solving and decision-making skills.
- Fluency in English and French (Required).
Preferred:
