1. Assistant Director Internal Audit
Job Group: CPSB 05

Terms of Service: Permanent and Pensionable
Duties and Responsibilities:
- Conduct internal audits, risk management evaluations, and system reviews.
- Develop and implement an internal audit system for monitoring operational efficiency.
- Plan, lead, and control audit activities in the Foundation.
- Recommend improvements in accounting and other procedures to eliminate errors and fraud.
- Carry out physical checks and controls over assets and materials.
- Ensure audit work complies with international standards for internal auditing.
- Build audit teams and monitor the internal audit program.
- Report on deficiencies, malpractices, and propose remedial actions.
- Collaborate with the finance section to review internal control procedures.
- Undertake special audit investigations and perform other assigned duties.
2. Assistant Director Supply Chain Management

Duties and Responsibilities:
- Coordinate implementation of procurement and asset disposal policies.
- Manage prequalification of suppliers, tender reviews, and evaluations.
- Oversee the implementation of e-procurement systems.
- Conduct research, market surveys, and benchmark best practices.
- Manage inventory and asset disposal processes and procedures.
- Prepare reports on procurement and implementation activities.
- Ensure safety, security, and compliance in stores and warehouse procedures.
- Provide procurement advice on external loan agreements.
- Serve as the secretariat for tender evaluation committees.
- Coach and mentor procurement staff.
3. Assistant Director Accounting Services

Duties and Responsibilities:
- Coordinate routine and non-routine accounting transactions.
- Interpret financial policies, regulations, and circulars.
- Maintain an effective internal control system.
- Prepare financial statements and reports timely.
- Ensure compliance with government financial regulations.
- Coordinate IFMIS activities and build capacity in financial management.
- Oversee banking matters and internet banking processes.
- Act as an advisor to senior county officers on financial matters.
4. Principal Economist/Principal Statistician
Job Group: CPSB 05

Duties and Responsibilities:
- Consolidate district budgets for recurrent and development votes.
- Prepare quarterly expenditure forecasts for fund discussions.
- Analyze project proposals and develop budgeting systems.
- Coordinate donor-funded projects and their financial aspects.
- Act as a team leader in resource allocation and performance target analysis.
5. Director Enforcement and Compliance Officer
Job Group: JG R
Number of Positions: 1
Terms of Service: Permanent and Pensionable
Duties and Responsibilities:
- Develop and implement enforcement and security strategies.
- Plan and coordinate county enforcement services.
- Monitor and evaluate enforcement training programs.
- Oversee risk assessment for county security systems.
- Liaise with other security agencies to implement relevant strategies.
- Enforce compliance with laws, regulations, and governance principles.
- Ensure adherence to Articles 10 and 232 of the Constitution.
