The Vihiga County Public Service Board, a body corporate established under Section 57 of the County Government Act 2012, is inviting applications from qualified individuals for various positions. The Board operates under the constitutional and legal framework to recruit competent individuals to enhance service delivery within the county.

1. Chief Officer – Office of the Governor
The Chief Officer will report to the County Executive Committee Member and will be the Accounting and Authorized Officer of the Department.
Duties and Responsibilities:
- Oversee the daily administration and coordination of the respective department.
- Provide strategic policy direction to enhance service delivery.
- Coordinate functions in the Governor’s Office and maintain collaboration with county departments.
- Implement policies and programs within the department.
- Develop and implement strategic plans and performance management.
- Ensure compliance with national values and governance principles.
- Oversee financial management, budget preparation, and work plans.
- Foster partnerships with other counties and private sector entities.
- Perform any other duties assigned by the Executive Committee Member.
Terms of Service: Two and a half years contract
2. Senior Sub-County Revenue Officer (Job Group L) – Two (2) Posts
The officer will report to the Principal Revenue Officer and will be stationed at the Sub-County Headquarters.
Duties and Responsibilities:
- Plan, direct, and coordinate revenue unit activities.
- Develop strategies for revenue mobilization.
- Train and develop revenue unit staff.
- Supervise revenue collection in compliance with laws and regulations.
- Identify and report untapped revenue sources.
- Prepare reports on revenue collection trends and variances.
- Conduct revenue potential assessments and baseline surveys.
- Detect and report fraudulent activities in revenue collection.
- Ensure the use of authorized county documents in revenue activities.
- Oversee the safe custody of county revenue assets and records.
- Report revenue defaulters and ensure collected revenue is accounted for and banked.
- Perform other related duties as assigned.
Terms of Service: Three (3) years renewable contract
3. Agricultural Engineer (Job Group K) – One (1) Post
Duties and Responsibilities:
- Provide technical advice on farm machinery, plants, and structures.
- Guide project management teams and tender evaluation committees.
- Supervise construction of agricultural projects.
- Oversee soil and water conservation activities.
- Advise on farm power, mechanization, irrigation, and drainage programs.
- Design agricultural machinery and structures.
- Advise on installation and testing of agricultural equipment.
- Develop bills of quantities and cost estimates for projects.
- Coordinate networking and partnerships with stakeholders.
- Participate in budget preparation and implementation of projects.
- Prepare reports and terms of reference for surveys and project evaluations.

4. Chief Executive Officer (CEO) – Vihiga County Referral Hospital (Job Group R) – One (1) Post
Duties and Responsibilities:
- Serve as the Accounting Officer for the hospital.
- Provide strategic leadership and oversee hospital operations.
- Implement hospital policies and Board decisions.
- Ensure high-quality healthcare services.
- Identify and evaluate hospital service delivery.
- Develop and implement the hospital’s strategic plans.
- Mobilize resources from county government and development partners.
- Oversee financial management to sustain hospital operations.
- Strengthen collaborations with other healthcare institutions.
- Ensure staff motivation and compliance with HR policies.
- Promote community relations and stakeholder partnerships.
- Perform other duties assigned by the Board.
Terms of Service: Three (3) years contract
5. Assistant Director, Nursing Services (Job Group P) – One (1) Post
Duties and Responsibilities:
- Develop, maintain, and implement nursing and midwifery policies.
- Communicate and monitor policy compliance among nursing staff.
- Coordinate patient care activities with other departments.
- Ensure planning and delivery of nursing services align with client needs.
- Develop and implement strategic plans for nursing services.
- Provide operational leadership to nursing and midwifery staff.
- Foster professional growth and mentorship among nursing personnel.
- Ensure adherence to quality assurance programs for patient safety.
- Oversee annual planning and budgeting for nursing services.
- Prepare performance reports and oversee staff evaluations.
- Perform other duties as assigned.
