The Institute of Economic Affairs (IEA-Kenya) is an independent think tank established in 1994 to provide a platform for informed discourse on topical issues affecting Kenya and the region. Our mission is to utilize evidence to shape decisions on public affairs by revealing unobserved insights, generating innovative approaches, and dissecting policy choices. We achieve this through policy analysis, public education forums, capacity strengthening, advocacy, and policy engagement.

IEA-Kenya has recently embarked on implementing a five-year USAID-supported Clap 4 Devolution project focused on closing gaps in devolved health service delivery in select counties. To support the successful execution of this project, we are seeking to recruit key personnel to fill two critical vacancies. These positions will be on a full-time basis for the duration of the project, with selected candidates reporting to the Chief of Party.

Available Positions

1. Deputy Chief of Party (DCOP)

Job Overview

The Deputy Chief of Party (DCOP) will play a key leadership role in supporting the Chief of Party (COP) with program strategy, management, and quality assurance. This role involves ensuring project effectiveness and compliance while deputizing for the COP during absences. The DCOP will also provide day-to-day oversight and support in achieving the project’s objectives.

Key Responsibilities

  • Assist the COP in overall project leadership, strategic planning, and coordination of project activities.
  • Ensure compliance with USAID policies, regulations, and procedures.
  • Supervise program implementation, monitoring, and reporting efforts.
  • Support project personnel in designing, implementing, and evaluating development initiatives.
  • Manage partnerships and collaboration with relevant stakeholders, including county governments, civil society organizations, and donor agencies.
  • Lead technical and operational aspects of project implementation, ensuring timely and efficient execution of activities.
  • Provide mentorship and guidance to project staff and consultants.

Preferred Experience and Skills

  • Minimum of 8 years experience in project management.
  • Bachelor’s degree in International Affairs, Economic Development, Public Management, Sociology, Community Development, or a related field.
  • At least 5 years of experience designing and implementing development projects with a focus on governance, inclusion, and participation.
  • Experience in managing USAID-supported projects, with strong knowledge of USAID rules and regulations.
  • Prior experience in supervising staff and managing consultants.

2. Monitoring & Evaluation (M&E) Specialist

Job Overview

The Monitoring & Evaluation (M&E) Specialist will be responsible for overseeing all aspects of Monitoring, Evaluation, Reporting, Learning, and Adapting (MERLA) for the project. This includes designing and implementing robust M&E systems, tracking project indicators, ensuring data quality control, drafting required reports, and facilitating learning and adaptation mechanisms within the project framework.

Key Responsibilities

  • Develop and implement M&E strategies, frameworks, and tools for project activities.
  • Collect, analyze, and report data to track program outcomes and impact.
  • Ensure data accuracy, integrity, and timely reporting in compliance with USAID requirements.
  • Facilitate knowledge sharing, adaptive learning, and improvement of program strategies based on findings.
  • Work closely with project teams to align data collection methodologies with project objectives.
  • Prepare high-quality periodic reports for donors, stakeholders, and internal use.

Preferred Experience and Skills

  • Minimum of 5 years experience in M&E and written communications.
  • Bachelor’s degree in International Affairs, Data Management, Journalism, Public Management, or a related field.
  • At least 3 years of experience working in international development.
  • Experience working on USAID-supported projects, with familiarity with USAID M&E guidelines and reporting standards.
