Job Responsibilities
Budget Responsibilities
- Assist in reviewing, analyzing, and preparing the medium-term plan and budget revisions.
- Prepare financial tables and supporting documents for budget estimates and proposals.
- Assist managers in determining resource requirements for budget submissions.
- Conduct research and assist Fund Management Officers in reviewing budgets for intergovernmental and expert bodies.
- Monitor expenditures against the approved budget and make necessary adjustments.
- Review requisitions for goods and services to ensure proper allocation of funds.
- Assist in preparing budget performance reports and analyzing variances between approved budgets and actual expenditures.
- Ensure accuracy and integrity of financial data.
- Coordinate with other finance and budget staff to prepare financial reports.
- Support data collection, analysis, and preparation of reports for decision-making.
- Assist in updating financial materials, including web content and brochures.
Claims Management
- Review, analyze, and process payments to third parties and consultants.
Treasury Responsibilities
- Monitor and review payment remittance methods and investigate non-receipt cases.
- Review and follow up on project partner refunds and application of funds.
- Process payments and follow up on disbursements with the Cashier.
- Generate receipts and deposits for all incoming funds.
- Notify payees regarding payment status and address queries from staff, donors, and Fund Management Officers.
- Investigate complaints regarding missing funds.
- Maintain accurate records and archive documents as required.
General Responsibilities
- Draft and prepare correspondence related to financial and budget matters.
- Maintain financial records and ensure files are up to date.
- Provide guidance, training, and supervision to other general service staff where necessary.
- Perform other duties as assigned.

- Professionalism: Knowledge of financial rules and regulations in a UN environment. Ability to analyze and interpret financial data, identify discrepancies, and resolve issues.
- Planning and Organizing: Ability to set priorities, manage time efficiently, and anticipate risks.
- Accountability: Takes ownership of responsibilities, meets deadlines, and adheres to organizational regulations and rules.
Education & Experience
- A minimum of seven (7) years of progressively responsible experience in finance, budgeting, accounting, or a related field is required.
- Candidates with a first-level university degree or higher require a minimum of five (5) years of experience.
- Experience in Global Environment Facility (GEF) project/grant management, budgeting, accounting, and financial management is desirable.
- Proven experience with Enterprise Resource Planning (ERP) systems such as SAP is desirable.
- One year or more of experience in data analytics or a related field is desirable.
Languages
- Fluency in English is required. Knowledge of another UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
