In line with the provisions of Article 246(2)(a) of the Constitution and Section 5 of the National Police Service Commission Act, 2011, the NPSC invites applications from suitable candidates for the positions of Chairperson and Members of the Commission. These roles offer an exceptional opportunity to contribute to the advancement and integrity of the National Police Service in Kenya.

We are seeking individuals of high integrity, vision, and leadership to fill the following vacancies:


1. Chairperson of the National Police Service Commission

Position Overview: The Chairperson of the National Police Service Commission will provide strategic leadership and overall direction to the Commission, ensuring that it fulfills its constitutional mandate of overseeing the human resource functions of the National Police Service. The Chairperson will be responsible for ensuring transparency, accountability, and professionalism within the police service.

Key Responsibilities:

  • Provide leadership and strategic direction to the Commission to achieve its mandate.
  • Oversee the recruitment, appointment, and promotion of officers within the National Police Service.
  • Ensure the maintenance of discipline and ethical standards within the police service.
  • Develop and implement policies that enhance the professionalism and integrity of the police service.
  • Facilitate the formulation of programs for continuous training and capacity building for police officers.
  • Oversee the administration of remuneration and benefits for police officers in line with the Salaries and Remuneration Commission guidelines.
  • Represent the Commission in key governmental, intergovernmental, and stakeholder engagements.
  • Chair meetings of the Commission and ensure effective decision-making processes.
  • Report to relevant authorities on the activities and financial status of the Commission.
  • Foster good working relationships with other government agencies, civil society organizations, and the public to enhance public trust in the police service.

2. Member of the National Police Service Commission (Retired Senior Police Officers)

Position Overview: Two (2) positions are available for retired senior police officers who possess vast experience and a deep understanding of the Kenyan police system. These members will bring their expertise to the Commission, contributing to policy formulation and implementation, oversight, and strategic guidance to the National Police Service.

Key Responsibilities:

  • Provide expert advice and recommendations on policing standards and best practices.
  • Participate in policy development, review, and implementation to improve police operations and administration.
  • Oversee the recruitment, vetting, and promotion processes to ensure merit-based and transparent appointments.
  • Monitor and evaluate the performance of the National Police Service to ensure accountability and effectiveness.
  • Ensure adherence to ethical standards and promote a culture of integrity within the police force.
  • Facilitate the establishment of a fair and transparent disciplinary system.
  • Contribute to the development of welfare programs for police officers, including health, housing, and retirement benefits.
  • Assist in the creation of strategies that enhance community policing and public confidence in law enforcement.
  • Collaborate with other members of the Commission to promote security sector reforms.
  • Represent the Commission in public forums and engage with stakeholders to enhance public-police relations.

3. Member of the National Police Service Commission (Persons of Integrity Who Have Served the Public with Distinction)

Position Overview: Two (2) vacancies exist for individuals of impeccable integrity who have served the public with distinction. These members will bring diverse perspectives and professional expertise to the Commission, contributing to the strategic governance and oversight of the National Police Service.

Key Responsibilities:

  • Participate in the strategic planning and policy formulation processes of the Commission.
  • Ensure that the National Police Service complies with the requirements of Chapter Six of the Constitution on leadership and integrity.
  • Provide oversight on the administration of justice, human rights, and the rule of law within the police service.
  • Offer guidance on governance issues, accountability, and transparency within the Commission.
  • Monitor and evaluate the impact of policing policies on public safety and security.
  • Promote public participation and stakeholder engagement in policing matters.
  • Provide advisory services on legal, social, and ethical issues affecting the police service.
  • Advocate for human rights, gender equality, and non-discrimination within the police force.
  • Contribute to the formulation of strategies that enhance the welfare, safety, and working conditions of police officers.
  • Collaborate with relevant government agencies and civil society organizations to promote good governance and public trust.

Eligibility and Disqualification Criteria:

To be considered for these positions, applicants must meet the following eligibility requirements:

  • Be a citizen of Kenya.
  • Hold a degree from a recognized university in Kenya.
  • Meet the requirements of Chapter Six of the Constitution on leadership and integrity.
  • Have a distinguished career in their respective field.

Disqualification Criteria: Applicants will be disqualified if they:

  • Are serving State Officers.
  • Have been members of Parliament or County Assembly within the last five years.
  • Are members or employees of a governing body of a political party.
  • Have been convicted of a felony or contravened the Constitution.
  • Are undischarged bankrupts.
