World Vision is one of the world’s largest INGOs, with over 35,000 staff operating in nearly 100 countries. The organization delivers humanitarian aid to populations in some of the most challenging and complex environments.

The Security, Safety & Resilience (SSR) group combines the people risk and resilience functions of staff care, safety, security, organizational resilience, fleet management and employee relations/staff conduct into a single forward-looking business unit. SSR has a key focus on ensuring that people are at the centre of risk and resilience practice; while also creating agile, innovative, and dynamic ‘end to end’ security, safety and resilience solutions across the organization.

The Senior Advisor – Instructional Design, is part of the realigned Development and Capacity team and is a global role that is focused on creating effective and immersive learning experiences not only across the wider SSR group, but also for field staff and leaders delivering lifesaving programmes.

This involves analyzing SSR’s learning needs, designing blended instructional materials and activities, and implementing assessment strategies to ensure learning objectives are met.

The role ensures ongoing learning needs assessments, innovative learning design, appropriate delivery methods and impact measurements. The learning solutions developed by SSR will be delivered at all levels of the organisation (Global, Regional and Field operations).  

The role reports to the Director Development and Capacity and will be key in cocreating an ambitious vision for the future of learning in the SSR group; challenging norms and assumptions, creating an agile and engaging learning journey for SSR staff.

The role holder is expected to proactively collaborate with functional leads in SSR to deliver innovative learning solutions across the groups key areas of delivery (Staff Care, Security, Safety, Fleet Safety, Organisational Resilience and Investigations).

MAIN RESPONSIBILITIES

Strategy Development

  • Collaborate with senior Development and Capacity team members and SSR ‘subject matter experts’ (SMEs) to create a comprehensive learning strategy that focuses on ‘knowledge creation, retention and transfer’.  
  • Act as the thought leader on instructional design best practice and implementation across the SSR group.
  • Cocreate an innovative learning environment across SSR based on human-centric design and design thinking approaches.
  • Develop global areas of training for:
    • Security
    • Civil Military relations and access 
    • Staff Care
    • Investigations 
    • Fleet Safety 
  • Crisis Management and Business Continuity Management

Establish Learning Objectives, Needs Assessments, Gaps Analysis and Impact Measurement

  • Lead the development of SSR training needs assessments, gaps analysis frameworks, and learning outcomes to determine the appropriate instructional design methodologies for each functional area.
  • Establish clear practice to develop learning outcomes and training impact measurements (i.e. Kirkpatrick Model) for use across SSR.
  • Lead cross-department teams to drive and innovate global training programs.

Learning Design, Development & Implementation

  • Collaborate with SSR functional leads (Staff Care, Fleet Management, Organisational Resilience, and Employee Relations) and SMEs to develop blended learning courses (face-to-face, e-learning & m-learning).  
  • Manage total cost of delivery, roughly $2.2m budget, and this role will directly influence that spending across all of SSR.
  • Develop creative and innovative learning solutions based on current research, educational psychology, adult educational theory, and systems analysis using evidence-based approaches.
  • Use a design thinking approach and proven instructional design methods to develop wide-ranging learning products for SSR.  
  • Curate wider organizational L&D programs and products for use in SSR capacity development.  
  • Adopt a 70:20:10 approach to align learning needs with instructional design solutions.
  • Use accepted project planning methodologies to develop and implement solutions.  

Quality Assurance, Monitoring and Evaluation

  • Ensure learning methodologies, modalities, and measurements are aligned with organisational L&D practice and accepted instructional design models.    
  • Develop measurement of impact, clear KPIs and training effectiveness frameworks.  
  • Regularly evaluate progress against established indicators and make necessary adjustments.
  • Develop systems for capturing and disseminating best practices, lessons learned and innovative approaches.
  • Creating tools to measure the effectiveness of the instruction and the learner’s understanding.

KNOWLEDGE, SKILLS, AND REQUIREMENTS

  • Bachelors/Masters (or higher) with major (or minor) one or more of the following; Education, Adult Learning, Organisational Psychology, Human Resources Organizational Development, Security Management, Risk Management, Strategic Studies, Law, Disaster Management, International Studies or a related field.
  • A seasoned professional with about 8-12 years of experience. 
  • Formal qualification or significant industry experience in Instructional Design.
  • Experience in designing and facilitating interactive learning experiences and designing curricula based on experiential learning, adult learning principles, and using blended learning and innovative learning technologies.
  • Experience in the field of international development, working in cross-cultural environments.
  • Be able to function at an executive level.
  • Knowledge of the principles of learning including adult learning, learning styles theory, participatory methods, instructional design, whole systems design, and related topics.
  • Demonstrated ability to manage multiple projects simultaneously and deliver quality, client-focused results on time and within budget.
  • Exceptional communicator passionate about training and upskilling within an organization.
  • Committed to creativity – able to develop unique and impactful learning experiences.
  • Puts the learner at the core of everything, with a sound understanding of applying the 70:20:10 model.    
  • An excellent project manager, who manages time and budgets wisely and keeps deliverables and projects on track.
  • Strong instructional design, coaching, facilitation, and training skills with evidence of effective application across international contexts and cultures – understanding of design thinking approaches.
  • Ability to operate effectively and responsively in a fast-changing, ambiguous environment and deal with high-pressure situations calmly with energy and resilience while managing multiple priorities and deadlines with sporadic and conflicting information.
  • Demonstrated understanding of adult learning concepts and principles and contemporary learning and development practice and demonstrated strong instructional skills.
  • Solid interpersonal, negotiating, and networking skills.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to work under pressure.   
  • Understanding of L&D and capacity-building practices, challenges, trends, and accepted practices within the humanitarian sector.
  • Availability and willingness to travel up to 33%.

PREFERRED EXPERIENCE

  • Ideally senior training experience in a professional operational risk management discipline (Military, Law Enforcement, or Emergency Services).
  • Knowledge of NGO security management processes and an understanding of Risk and Crisis Management principles in the humanitarian context.
  • Experience in delivering Instructional Design solutions in a complex international organisational.
  • Sound understanding and use of Instructional Design platforms (Adobe Captivate, Articulate 360 etc).
