The National Land Commission (NLC) is a constitutional independent commission established under Article 67 of the Constitution of Kenya, 2010. Operationalized by the National Land Commission (NLC) Act, 2012, the Land Act, 2012, and the Land Registration Act, 2012, NLC’s mandate is to manage public land on behalf of the National and County Governments, recommend national land policy, advise on a comprehensive program for land registration, conduct research on land use and natural resources, and investigate historical land injustices.

We are currently inviting applications for the following positions:


1. Director, Valuation and Taxation (Grade NLC 2) – ONE (1) POST

Terms of Appointment

  • Contract Duration: Five (5) years, renewable subject to satisfactory performance.
  • Salary and Benefits:
    • Basic Salary: Kshs. 335,950 – 496,170 per month
    • House Allowance: Kshs. 80,000 per month
    • Commuter Allowance: Kshs. 20,000 per month
    • Entertainment Allowance: Kshs. 40,000 per month
    • Leave Allowance: Kshs. 30,000 per annum
    • Medical Cover as provided by the Commission
    • Gratuity at 31% of annual basic pay for every year served

Job Purpose

To provide strategic leadership in formulating policies, strategies, and programs while offering technical expertise and coordinating the Directorate’s activities in alignment with the Commission’s strategic objectives.

Key Responsibilities

  1. Formulate policies and programs for the Directorate in line with constitutional provisions and relevant land laws.
  2. Collaborate with the Ministry of Lands and Physical Planning for joint tasks in land acquisition.
  3. Oversee the implementation of the Directorate’s programs to achieve the Commission’s mandate.
  4. Develop and maintain a functional register of compulsorily acquired lands.
  5. Lead in budgeting and monitor implementation of planned activities within the Directorate.
  6. Supervise the execution of statutory land acquisition processes as per the Land Act 2012.
  7. Manage valuation processes for acquisitions by National and County Governments.
  8. Serve as Secretary to the Land Valuation and Taxation Committee.
  9. Coordinate with external institutions for land acquisition project planning and implementation.

Job Requirements

Academic Qualifications:

  • Master’s degree in Land Economics, Real Estate, or equivalent from a recognized institution.
  • Bachelor’s degree in Land Economics, Real Estate, or equivalent from a recognized institution.

Professional Qualifications:

  • Full membership with the Institution of Surveyors of Kenya (ISK).
  • Registered and practicing Valuer certified by the Valuers Registration Board.
  • Certificate in a Leadership Course/Corporate Management lasting at least six (6) weeks.
  • Computer literate.

Experience:

  • Minimum of 15 years of service, with at least five (5) years in a comparable position in a reputable organization.

Key Competencies:

  • Leadership and strategic management skills.
  • Knowledge of relevant land legislation and professional standards.
  • Excellent communication, interpersonal, and team leadership abilities.

2. Deputy Director, Land Administration and Management (Grade NLC 3) – ONE (1) POST

Terms of Appointment

  • Employment Type: Permanent and Pensionable.
  • Salary and Benefits:
    • Basic Salary: Kshs. 238,410 – 387,500 per month
    • House Allowance: Kshs. 60,000 per month
    • Commuter Allowance: Kshs. 18,000 per month
    • Entertainment Allowance: Kshs. 20,000 per month
    • Leave Allowance: Kshs. 30,000 per annum
    • Medical Cover as provided by the Commission

Job Purpose

To provide leadership in the administration and management of public land in line with the National Land Commission’s mandate, ensuring compliance with the Constitution and existing land laws, regulations, and policies.

Key Responsibilities

  1. Coordinate land administration activities including allocations, lease preparations, and development applications.
  2. Supervise the inventory of public land information within subdivisions and settlement schemes.
  3. Make policy recommendations on land administration issues.
  4. Coordinate strategic national projects and programs.
  5. Supervise documentation of land information and dissemination to the public.
  6. Oversee the implementation of strategic plans, annual work plans, and service charters.
  7. Initiate squatter regularization and formalization programs.

Job Requirements

Academic Qualifications:

  • Master’s Degree in Land Administration, Land Management, Land Economics, Real Estate Management, Geography, Law, or other relevant fields from a recognized institution.
  • Bachelor’s Degree in relevant fields from a recognized institution.

Professional Qualifications:

  • Certificate in Leadership Course/Corporate Management lasting at least six (6) weeks.
  • Postgraduate Diploma from Institution of Surveyors of Kenya.
  • Full Membership with the Institution of Surveyors of Kenya (ISK).

Experience:

  • Minimum of 12 years of service, with at least three (3) years in a comparable position in Public Service or a reputable organization.

Key Competencies:

  • Strategic leadership, communication, and analytical skills.
  • Team leadership and budget preparation skills.
  • Map reading and computing skills.

3. Deputy Director, Human Resource and Administration (Grade NLC 3) – ONE (1) POST

Terms of Appointment

  • Employment Type: Permanent and Pensionable.
  • Salary and Benefits:
    • Basic Salary: Kshs. 238,410 – 387,500 per month
    • House Allowance: Kshs. 60,000 per month
    • Commuter Allowance: Kshs. 18,000 per month
    • Entertainment Allowance: Kshs. 20,000 per month
    • Leave Allowance: Kshs. 30,000 per annum
    • Medical Cover as provided by the Commission

Job Purpose

To coordinate human resource management, development, and administration activities, ensuring compliance with labour laws and the implementation of HR policies and systems.

Key Responsibilities

  1. Coordinate human resource management activities including recruitment, promotion, and staff welfare.
  2. Implement Human Resource Information Management Systems.
  3. Manage employee relations, discipline, and payroll administration.
  4. Oversee training needs analysis and skills gap assessments.
  5. Ensure compliance with HR statutes and regulations.
  6. Coordinate records management systems.

Job Requirements

Academic Qualifications:

  • Master’s degree in Human Resource Management, Public Administration, Social Sciences, or equivalent.
  • Bachelor’s degree in relevant fields from a recognized institution.

Professional Qualifications:

  • Certified Human Resource Professional (CHRP-K).
  • Practicing Certificate from the Institute of Human Resource Management (IHRM).

Experience:

  • Minimum of 12 years of service, with at least three (3) years in a comparable position in a reputable organization.

Key Competencies:

  • Knowledge of International and Kenyan Labour Laws.
  • Leadership, communication, and HR metrics skills.
