About the Project
Climate change continues to be a significant driver of displacement worldwide. In Africa, particularly in Kenya and Somalia, communities are facing severe challenges due to extreme weather events, prolonged droughts, and rising sea levels. These climate impacts disrupt livelihoods, increase human rights violations, and create complex humanitarian crises.
The Lutheran World Federation (LWF) is committed to addressing these challenges through climate justice advocacy and policy engagement. Our goal is to accelerate climate action from local to global levels, boosting the global commitment to the Paris Agreement. In line with this mission, we are launching a research project to assess climate-induced displacement and loss and damage in Kenya and Somalia. This project will provide evidence-based insights to inform national climate policies and international climate justice advocacy.
Objective of the Research
The primary objective of this research is to:
- Examine the human rights impacts of climate-induced displacement by assessing violations of fundamental rights such as housing, livelihood, and security.
- Evaluate the effectiveness of duty bearers (government and relevant authorities) in addressing these issues.
- Assess the role of National Adaptation Plans (NAPs) in protecting vulnerable populations and addressing displacement.
- Provide actionable recommendations to influence national climate policies and international climate justice frameworks, including engagement with the UNFCCC Task Force on Climate-Induced Displacement.
Key Responsibilities
The selected consultant(s) will be responsible for:
- Conducting a comprehensive desk review of secondary data, including national climate change policies, resettlement strategies, and relevant literature.
- Collecting and analyzing primary data through in-depth interviews and focus group discussions with affected communities, including women, youth, and elders.
- Assessing national resettlement strategies in the context of climate change and their compliance with human rights standards.
- Engaging with key stakeholders, including community leaders, faith-based organizations, and policymakers, to gather insights and feedback.
- Preparing detailed reports, including:
- Inception Report: Detailed methodology, data collection tools, and work plan.
- Interim Progress Report: Preliminary findings and assessment of national policy frameworks.
- Final Report: A comprehensive document presenting research findings, analysis, and actionable recommendations.
Expected Deliverables
- Inception Report: Detailed research methodology and data collection tools.
- Interim Progress Report: Preliminary findings and policy analysis.
- Stakeholder Consultation Summary: Feedback from relevant stakeholders.
- Final Report: Comprehensive research findings with actionable recommendations.
Qualifications and Experience Required
- Proven experience in climate justice-related work, human rights advocacy, and policy analysis.
- Strong track record of conducting similar research, including in-depth interviews and focus group discussions.
- Demonstrable knowledge of climate-induced displacement and human rights violations in the African context, particularly in Kenya and Somalia.
- Excellent writing and communication skills in English.
- Experience working with faith-based organizations and knowledge of LWF and ACT Alliance members is an advantage.
- Ability to engage with diverse stakeholders, including community leaders, policymakers, and international organizations.
- Eligible to undertake research in Kenya and Somalia, with proof of functional operations in these countries being an added advantage.
Methodology
The research methodology will include:
- Desk Review: Analysis of secondary data, including national climate change policies and resettlement strategies.
- Qualitative Methods: Conducting in-depth interviews and focus group discussions to understand the impact on different demographic groups.
- Stakeholder Engagement: Facilitating consultations with community leaders, faith-based organizations, and policymakers.
- Human Rights-Based Analysis: Assessing the compliance of national strategies with human rights standards.
The research is expected to be conducted over 30 days from March to May 2025.
