The National Gender and Equality Commission (NGEC) is a constitutional commission established by the National Gender and Equality Commission Act, 2011 pursuant to Article 59 (4) of the Constitution of Kenya. It is one of the three successor commissions to the Kenya National Human Rights and Equality Commission (KNHREC), alongside the Commission on Administrative Justice and the Kenya National Commission on Human Rights.

NGEC is mandated to promote gender equality and freedom from discrimination, with a focus on special interest groups, including women, children, youth, persons with disabilities, older members of society, and marginalized communities. To strengthen its team and enhance its impact, NGEC is seeking to recruit a dynamic, competent, and experienced individual for the position of Programmes Officer I.

Job Description

The Programmes Officer I will play a key role in supporting the implementation of NGEC’s strategic objectives related to gender mainstreaming, equality, and inclusion. This position requires a proactive, strategic thinker with strong analytical and communication skills. The officer will work closely with stakeholders, partners, and other team members to develop and implement programmes that advance the Commission’s mandate.


Key Duties and Responsibilities

  1. Development, Implementation, and Evaluation of Strategies:
    • Assist in the development, implementation, and evaluation of strategies related to gender mainstreaming and issues affecting special interest groups, including children, youth, persons with disabilities, the elderly, and marginalized communities.
    • Contribute to the formulation of policies and guidelines to enhance the integration of gender equality and inclusion principles across various sectors.
    • Participate in the monitoring and evaluation of programmes to assess their effectiveness and impact, ensuring alignment with the Commission’s strategic plan.
  2. Programme Planning and Coordination:
    • Support the planning, coordination, and execution of programme activities to ensure timely and efficient delivery of outcomes.
    • Collaborate with other departments to integrate gender equality and social inclusion components into existing and new programmes.
    • Liaise with stakeholders, including government agencies, civil society organizations, and development partners, to facilitate programme partnerships and resource mobilization.
  3. Research and Advocacy:
    • Conduct research and data analysis on emerging issues related to gender equality, social inclusion, and human rights.
    • Prepare technical reports, policy briefs, and advocacy materials to inform decision-making and influence policy development.
    • Represent the Commission in stakeholder engagements, public forums, and advocacy initiatives to promote gender equality and social justice.
  4. Resource Mobilization and Proposal Development:
    • Provide input in the development of funding proposals to secure financial resources for programme implementation.
    • Develop technical briefings and concept notes to communicate programme objectives and expected outcomes to potential donors and partners.
    • Assist in maintaining relationships with donors and stakeholders to ensure sustained programme support and funding.
  5. Work Plan and Budget Development:
    • Assist in the preparation of annual work plans and budgets for programme activities in line with the Commission’s strategic priorities.
    • Monitor programme expenditures and ensure adherence to budgetary allocations and financial policies.
    • Participate in financial reporting and auditing processes to ensure accountability and transparency in the use of resources.
  6. Capacity Building and Technical Support:
    • Provide technical support and capacity-building initiatives to stakeholders on gender mainstreaming and social inclusion practices.
    • Organize and facilitate training workshops, seminars, and forums to raise awareness and build competencies on gender and social justice issues.
    • Support the development and dissemination of knowledge products, including training manuals, toolkits, and informational materials.
  7. Communication and Reporting:
    • Prepare periodic programme reports, including progress reports, evaluation reports, and impact assessments.
    • Develop communication materials, including newsletters, policy briefs, and social media content, to enhance visibility and awareness of NGEC’s programmes.
    • Maintain accurate records and databases of programme activities, stakeholders, and beneficiaries.

Requirements for Appointment

To be considered for this position, candidates must have:

  • Served in the grade of Programmes Officer II for a minimum period of three (3) years.
  • A Bachelor’s Degree in Gender and Development, Economics, Development Studies, Human Rights, Anthropology, Community Development, Sociology, Social Sciences, or any other relevant qualification from a recognized institution.
  • Proficiency in computer applications.
  • Met the requirements of Chapter Six (6) of the Constitution of Kenya, 2010.
  • Demonstrated merit and ability as reflected in work performance and results.
