The National Gender and Equality Commission (NGEC) was established by the National Gender and Equality Commission Act, 2011, pursuant to Article 59 (4) of the Constitution of Kenya. It is one of the three successor commissions to the Kenya National Human Rights and Equality Commission (KNHREC), alongside the Commission on Administrative Justice and the Kenya National Commission on Human Rights. NGEC’s mandate is informed by Section 8 of the National Gender and Equality Commission Act 2011, focusing on promoting gender equality and freedom from discrimination in line with the Constitution of Kenya 2010.

Duties and Responsibilities
As a Programme Officer II, you will play a crucial role in advancing NGEC’s mandate to promote gender equality and freedom from discrimination. You will be expected to:
- Stakeholder Engagement and Mainstreaming
Work closely with various stakeholders, including government agencies, non-governmental organizations, community groups, and international partners, to mainstream issues related to gender, women, youth, persons with disabilities, minorities, marginalized groups, the elderly, and children into the national development agenda.
You will:
- Collaborate with stakeholders to develop and implement programs aimed at enhancing gender equality and inclusivity in all sectors of society.
- Facilitate stakeholder forums, workshops, and training sessions to raise awareness and build capacity on gender equality and inclusivity issues.
- Develop strategic partnerships to enhance the Commission’s advocacy initiatives.
- Programme Development and Management
You will be responsible for developing concept papers, proposals, and reports on programme activities to support the Commission’s mandate. This will include:
- Identifying priority areas for programme intervention in line with national and international gender equality frameworks.
- Designing and implementing programmes that promote gender equality, inclusivity, and social justice.
- Monitoring and evaluating programme effectiveness and impact, and preparing detailed reports for internal and external stakeholders.
- Ensuring that programme activities are aligned with NGEC’s strategic objectives and national development priorities.
- Research and Policy Analysis
- Conduct research and policy analysis to inform programme development and advocacy initiatives.
- Develop policy briefs, reports, and advocacy materials to support the Commission’s mandate.
- Participate in policy dialogues, conferences, and workshops to influence policy change in gender and equality matters.
- Communication and Advocacy
- Prepare communication materials to promote the Commission’s work on gender equality and inclusivity.
- Develop advocacy campaigns to influence public perception and policy change.
- Represent NGEC at public forums, stakeholder meetings, and media engagements.
- Capacity Building and Technical Support
- Provide technical support and guidance to stakeholders on gender mainstreaming and inclusivity.
- Develop training materials and conduct capacity-building sessions for government agencies, community organizations, and other partners.
- Support the development of gender-sensitive tools and methodologies for programme implementation and evaluation.
Requirements for Appointment
To be considered for this position, candidates must possess the following qualifications:
- A Bachelor’s Degree in Gender and Development, Economics, Development Studies, Human Rights, Anthropology, Community Development, Sociology, Social Sciences, or any other relevant qualification from a recognized institution.
- Proficiency in computer skills.
- Compliance with the requirements of Chapter six (6) of the Constitution of Kenya.

- Remuneration: The successful candidate will receive a competitive salary package ranging from Ksh. 78,622 to Ksh. 118,486.
