The National Land Commission (NLC) is an independent constitutional commission established under Article 67 of the Constitution of Kenya, 2010 and operationalized by the National Land Commission Act, 2012, the Land Act, 2012, and the Land Registration Act, 2012. The Commission plays a crucial role in managing public land, recommending national land policy, advising the government on land registration, conducting research on land and natural resources, and investigating historical land injustices.
In line with Article 252 1(C) of the Constitution of Kenya 2010 and section 22 of the National Land Commission Act, 2012, the Commission invites applications from qualified candidates to fill the following vacant positions:
1. Director, Valuation and Taxation (Grade NLC 2) – 1 Position
Terms of Appointment:
- Five (5) years contract, renewable subject to satisfactory performance.
- Competitive salary and allowances as per the Commission’s structure.
Job Purpose:
To provide strategic leadership in developing policies, programs, and technical expertise in valuation and taxation in line with the Commission’s strategic objectives.
Duties and Responsibilities:
- Develop policies and programs in compliance with relevant constitutional and legal provisions.
- Coordinate land acquisition tasks with the Ministry of Lands and Physical Planning.
- Oversee valuation and taxation functions, including creating a functional register of compulsorily acquired land.
- Lead the automation of valuation management systems and ensure their implementation.
- Provide technical advice on valuation and taxation matters.
- Supervise statutory processes of land acquisition and wayleaves.
- Facilitate stakeholder engagement and public participation in land valuation matters.
- Oversee the development of databases and records for land valuation and taxation.
- Represent the Commission in professional bodies and forums related to land valuation.
Qualifications & Experience:
- Bachelor’s and Master’s degrees in Land Economics, Real Estate, or equivalent.
- Membership with Institution of Surveyors of Kenya (ISK) and certification by Valuers Registration Board.
- Minimum 15 years of relevant experience, five (5) of which should be in a similar role.
- Demonstrated leadership and policy formulation skills.
2. Deputy Director, Land Administration and Management (Grade NLC 3) – 1 Position
Terms of Appointment:
- Permanent and Pensionable.
- Competitive salary and allowances as per the Commission’s structure.
Job Purpose:
To provide leadership in the administration and management of public land as per the Constitution of Kenya and Land Laws.
Duties and Responsibilities:
- Coordinate land administration matters, including land allocation and lease preparation.
- Supervise public land inventory and settlement schemes.
- Recommend policy measures on land administration.
- Oversee strategic national projects related to land.
- Supervise land dispute resolution mechanisms.
- Ensure compliance with land development conditions and recommend necessary actions.
- Develop and implement technical standards for service delivery in counties.
- Initiate squatter regularization and formalization programs.
Qualifications & Experience:
- Bachelor’s and Master’s degrees in Land Administration, Land Economics, Real Estate Management, Geography, Law, or equivalent.
- Membership with Institution of Surveyors of Kenya (ISK).
- Minimum 12 years of experience, three (3) of which should be in a similar role.
- Strong analytical, communication, and leadership skills.
3. Deputy Director, Human Resource and Administration (Grade NLC 3) – 1 Position
Terms of Appointment:
- Permanent and Pensionable.
- Competitive salary and allowances as per the Commission’s structure.
Job Purpose:
To oversee human resource management, development, and administration functions within the Commission.
Duties and Responsibilities:
- Coordinate human resource activities, including recruitment, promotions, and welfare management.
- Ensure compliance with labour laws and HR policies.
- Oversee succession planning and career development.
- Implement and manage the Human Resource Information System.
- Develop and oversee staff performance management systems.
- Coordinate training needs assessment and execution of training programs.
- Manage payroll, employee relations, and disciplinary matters.
- Supervise security, logistics, records management, and general office administration.
Qualifications & Experience:
- Bachelor’s and Master’s degrees in Human Resource Management, Personnel Management, Public Administration, Social Sciences, or equivalent.
- Membership with Institute of Human Resource Management (IHRM) and Certified Human Resource Professional (CHRP-K).
- Minimum 12 years of relevant experience, three (3) of which should be in a similar role.
- Strong HR metrics, leadership, and interpersonal skills.
