The County Government of Kisumu, through the Office of the Governor, is inviting applications from suitably qualified Kenyan citizens to fill vacancies in the County Public Service Board. These positions are available pursuant to Article 235 of the Constitution of Kenya, 2010, and Section 58 of the County Government Act, 2012.
Available Positions
- Public Service Board Chairperson (1 Position)
Duties and Responsibilities:
- Chair meetings of the Public Service Board.
- Oversee the Board’s role in the appointment of persons to the County Public Service, including the Boards of cities and urban areas.
- Guide the Board in exercising disciplinary control over and removal of persons holding or acting in public offices.
- Prepare regular reports for submission to the County Assembly regarding the execution of Board functions.
- Promote the County Public Service values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Advise the County Government on human resource management and development.
- Monitor the implementation of a national performance management system within the County Government.
- Make recommendations to the Salaries and Remuneration Commission on remuneration, pensions, and gratuities for county public service employees.
Qualifications and Competencies:
- A degree from a recognized university (a Master’s degree or higher will be an added advantage).
- At least 10 years of relevant experience in administration and management.
- Demonstrable knowledge of the public service and its principles.
- Compliance with Chapter Six of the Constitution of Kenya, 2010, on leadership and integrity.
- Must not hold a public or state office.
- Must not have held a political position or been a member of a political party in the last five years.
- Must not have been a candidate for election as a member of Parliament or a county assembly.
- Must have the ability to work under pressure and meet deadlines.
- Should possess a deep understanding of the structural, legislative, and regulatory framework of the public service.
Terms of Service:
- Six (6) years non-renewable contract.
- Secretary to the Board (1 Position)
Duties and Responsibilities:
- Serve as the certified public secretary of the Board.
- Ensure that Board members adhere to relevant professional and ethical codes of conduct.
- Coordinate the administrative functions of the Board.
- Provide strategic leadership in implementing Board decisions and policies.
- Maintain proper records of Board activities.
- Facilitate communication between the Board and relevant stakeholders.
Qualifications and Competencies:
- Must be a certified public secretary of good professional standing.
- Holds a degree from a recognized university.
- At least five years of relevant work experience.
- Compliance with Chapter Six of the Constitution of Kenya.
- Must not hold a public or state office.
- Must not have been involved in politics within the last five years.
- Must have a thorough knowledge of the structural, legislative, and regulatory framework of the public service.
Terms of Service:
- Six (6) years non-renewable contract.
- Public Service Board Member (5 Positions)
Duties and Responsibilities:
- Participate in the development and implementation of policies related to County Public Service management.
- Oversee recruitment and appointment processes within the County Public Service.
- Exercise disciplinary control over and removal of county public officers.
- Monitor adherence to county public service principles and values as outlined in the Constitution of Kenya.
- Provide strategic advice on county human resource management and administrative systems.
- Assist in the implementation of national and county government regulations regarding the public service.
Qualifications and Competencies:
- Must possess a degree from a recognized university (a Master’s degree is an added advantage).
- At least five years of relevant work experience.
- Demonstrated knowledge in human resource management and administration.
- Must satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
- Must not hold a public or state office.
- Must not have been politically active or held an elective position in the last five years.
- Ability to work under pressure and meet deadlines.
- Strong knowledge of the structural, legislative, and regulatory framework of the public service.
Terms of Service:
- Six (6) years non-renewable contract.
- May serve on a part-time basis.
