The County Government of Kisumu is inviting applications from qualified and competent individuals to fill key positions within the County Public Service Board. This recruitment is being conducted in accordance with Article 235 of the Constitution of Kenya (2010) and Section 58 of the County Government Act (2012).

1. Public Service Board Chairperson (1 Position)
Duties and Responsibilities:
- Chair meetings of the Board and provide strategic direction.
- Oversee the Board’s role in appointing individuals to the County Public Service, including urban areas and city boards.
- Guide the Board in exercising disciplinary control and removal of officers as necessary.
- Prepare and submit regular reports to the County Assembly on Board activities.
- Promote County Public Service values and principles outlined in Articles 10 and 232 of the Constitution.
- Advise the County Government on human resource management and development.
- Oversee the implementation and monitoring of the national performance management system in the County.
- Recommend remuneration, pensions, and gratuities for County Public Service employees to the Salaries and Remuneration Commission.
Terms of Service:
- Contract: Six (6) years, non-renewable.
2. Secretary to the Board (1 Position)
Duties and Responsibilities:
- Provide administrative and secretarial support to the Board.
- Ensure proper record-keeping of Board activities and maintain confidentiality.
- Offer guidance on Board functions and statutory obligations.
- Facilitate the smooth operation of Board meetings, including agenda preparation and minute-taking.
- Ensure compliance with all relevant legal and regulatory frameworks.
- Assist in the formulation and implementation of policies for the Public Service Board.
Terms of Service:
- Contract: Six (6) years, non-renewable.
3. Public Service Board Members (5 Positions)
Duties and Responsibilities:
- Participate in making appointments to the County Public Service.
- Assist in exercising disciplinary control and removal of County Public Service employees.
- Promote County Public Service values and principles as per the Constitution.
- Provide oversight and recommendations on human resource management and administration.
- Support the County Government in implementing national performance management systems.
- Advise on policies regarding the Public Service framework and employment regulations.
Terms of Service:
- Contract: Six (6) years, non-renewable.
- May serve on a part-time basis.
Remuneration and Benefits
- Salaries and benefits for all advertised positions will be determined based on guidelines issued by the Salaries and Remuneration Commission.
General Requirements for All Positions
- Must meet the leadership and integrity requirements under Chapter Six of the Constitution of Kenya, 2010.
- Must not hold a Public or State Office.
- Must not have held office or stood for election as a Member of Parliament, County Assembly, or in a political party within the past five years.
- Must not have been a candidate for election to public office or held office in a political organization supporting such candidates.
- Should possess a thorough knowledge of the structural, legislative, and regulatory framework governing Public Service in Kenya.
- Ability to work under pressure and meet strict deadlines.
