The County Government of Kisumu, through the Office of the Governor, is inviting applications from qualified Kenyan citizens to fill various vacancies in the County Public Service Board. These appointments are in line with Article 235 of the Constitution of Kenya, 2010, and Section 58 of the County Government Act, 2012.
The positions available include:
- Public Service Board Chairperson (1 position)
- Secretary to the Board (1 position)
- Public Service Board Members (5 positions)
Job Descriptions
1. Public Service Board Chairperson (1 Position)
Duties and Responsibilities:
- Chair meetings of the Board.
- Oversee the appointment of persons to the County Public Service, including boards of cities and urban areas.
- Guide the Board in exercising disciplinary control over public service officers.
- Prepare and submit regular reports to the County Assembly on the execution of the Board’s functions.
- Promote public service values and principles as per Articles 10 and 232 of the Constitution.
- Advise the County Government on human resource management and development matters.
- Oversee the implementation and monitoring of the national performance management system in the County.
- Recommend remuneration, pension, and gratuities for county public service employees to the Salaries and Remuneration Commission.
Terms of Service:
- Six (6) years non-renewable contract.
2. Secretary to the Board (1 Position)
Duties and Responsibilities:
- Act as the custodian of all Board records.
- Provide strategic guidance and administrative support to the Board.
- Ensure the implementation of Board resolutions and decisions.
- Prepare and circulate meeting minutes and Board documents.
- Liaise with government departments and stakeholders on Board matters.
- Ensure compliance with legal and regulatory frameworks.
- Coordinate performance management and monitoring activities.
Terms of Service:
- Six (6) years non-renewable contract.
3. Public Service Board Members (5 Positions)
Duties and Responsibilities:
- Participate in the development and implementation of human resource policies and strategies.
- Assist in the appointment, promotion, and disciplinary processes within the County Public Service.
- Promote the values and principles of public service as per the Constitution.
- Contribute to the preparation of reports and recommendations for the County Assembly.
- Advise on public service management and administrative functions.
- Ensure fairness and transparency in county employment processes.
Terms of Service:
- Six (6) years non-renewable contract.
- May serve on a part-time basis.
Remuneration and Benefits
- Salaries and benefits for all advertised positions will be in accordance with guidelines issued by the Salaries and Remuneration Commission.
