About the Role
The Chief Regional Financial Management Coordinator (RFMC) will be based in Nairobi, Kenya, and will report functionally to the Manager, Financial Management Division, and administratively to the Regional Implementation Support Manager.
In this leadership role, the RFMC will oversee a team of Country Office-based Financial Management Specialists (FMSs) within the East Africa Region, ensuring compliance with financial management requirements for Bank-funded projects. The successful candidate will play a crucial role in fiduciary oversight, capacity building, and risk assessment to strengthen borrowers’ financial management systems.
Key Responsibilities
- Provide technical guidance on financial management activities for Bank-funded projects across the region.
- Ensure Quality at Entry by assessing the adequacy of financial management systems in borrowing countries.
- Conduct Country Fiduciary Risk Assessments (CFRA) during the preparation of Country Strategy Papers (CSPs).
- Review financial management aspects of projects at different stages (concept notes, feasibility studies, appraisal reports, etc.).
- Participate in project negotiations to incorporate financial management considerations in financing agreements.
- Conduct on-site and desk supervision missions, ensuring compliance with financial management policies and procedures.
- Assess and support borrowers in implementing internal control, treasury management, accounting, auditing, and financial reporting best practices.
- Guide the selection of external auditors, ensuring independence and competence.
- Recommend remedial actions for non-compliance with financial management requirements.
- Participate in donor coordination meetings and support regional/national financial management dialogue platforms.
- Strengthen accountability institutions such as Public Audit Offices (PAOs), Supreme Audit Institutions (SAIs), and parliaments in the region.
- Supervise and mentor Country Office-based Financial Management Specialists (FMSs).
