The Kenya Civil Aviation Authority (KCAA) is responsible for providing regulatory oversight, air navigation services, and aviation training in Kenya. As part of its mission to enhance aviation safety and security, the Authority is seeking to recruit qualified Kenyan citizens to fill the following vacant positions within its establishment:
1. CHIEF AIRWORTHINESS INSPECTOR – AVIONICS

DEPARTMENT: AIRWORTHINESS
REPORTS TO: MANAGER, AIRWORTHINESS
Job Description
Duties and responsibilities include:
- Developing, reviewing, and revising airworthiness policies, standards, regulations, and procedures.
- Reviewing and recommending amendments on technical guidance material.
- Planning oversight of general aviation and commercial air transport operators’ maintenance control, including inspections and audits.
- Coordinating with Flight Operations Inspectors to evaluate and recommend approval of MEL and special operations authorizations.
- Planning for certification and recommendation for issuance and renewal of Approved Maintenance Organization (AMO) certificates.
- Evaluating and recommending for issuance and renewal of certificates of airworthiness.
- Evaluating and recommending issuance of aircraft special flight permits, export, and registration certificates.
- Evaluating and recommending approval of modifications and repairs.
- Conducting enforcement processes and resolving safety concerns.
- Managing service difficulty reporting systems.
- Assisting in airworthiness investigations of accidents.
- Evaluating and recommending approval of handling dangerous goods.
- Conducting training and mentorship for senior airworthiness inspectors.
2. CHIEF INTERNAL AUDITOR – FINANCIAL

REPORTS TO: MANAGER, INTERNAL AUDIT & REVIEW
Job Description
Duties and responsibilities include:
- Formulating, monitoring, and reviewing internal audit strategies, policies, and procedures.
- Developing and reviewing annual internal audit risk-based plans.
- Providing assurance on internal controls and compliance with relevant laws, regulations, and policies.
- Conducting financial statement audits and operational reviews.
- Assessing governance, risk management, and control processes.
- Conducting audits on ICT systems and infrastructure.
- Providing assurance on business continuity and disaster preparedness.
- Conducting special audits as assigned.
- Following up on implementation of corrective action plans.
- Preparing internal audit reports with recommendations for compliance improvement.
- Participating in internal and external quality assessments of the Internal Audit function.
3. CHIEF ACCOUNTANT – REVENUE

REPORTS TO: MANAGER, FINANCE
Job Description
Duties and responsibilities include:
- Overseeing revenue accounting and internal control systems.
- Reviewing revenue policies and procedures for effectiveness.
- Ensuring prompt billing, invoicing, and debt collection.
- Conducting field inspections to ensure compliance with finance policies.
- Reconciling billed revenue with remittances and addressing discrepancies.
- Managing credit risk and providing secretariat services to the Credit Risk Management Committee.
- Preparing and implementing training plans for revenue section staff.
- Conducting quarterly reviews of debtors’ positions and making recommendations.
- Preparing and submitting revenue reports.
- Acting as an alternate bank signatory.
- Supervising and evaluating staff performance.
4. FLIGHT OPERATIONS INSPECTOR (LARGE AND MEDIUM AIRCRAFT)

DEPARTMENT: FLIGHT OPERATIONS
REPORTS TO: MANAGER, FLIGHT OPERATIONS
Job Description
Duties and responsibilities include:
- Certificating commercial and general aviation air operators.
- Issuing and/or recommending amendments of Air Operator Certificates (AOC) and associated operations specifications.
- Issuing specific authorizations and limitations for air operators (EDTO, PBN, RVSM, AWOP, NAT-HLA, etc.).
- Developing and reviewing operating regulations, policies, standards, guidelines, and procedures.
- Conducting qualification and approval of designated check pilots.
- Conducting evaluations of Flight Simulation Training Devices.
- Assessing operator safety management systems.
- Conducting inspections and oversight as per surveillance programs.
- Reviewing operator documentation, including operations and training manuals.
- Investigating and reporting possible regulatory violations.
- Conducting en-route cockpit, cabin, and ramp inspections.
- Evaluating foreign operating permits.
- Issuing exemptions, authorizations, and approvals related to dangerous goods transport.
- Assessing aircraft lease agreements.
