The National Drought Management Authority (NDMA) is a State Corporation established under the NDMA Act, 2016. The Authority is mandated to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either independently or in collaboration with stakeholders, aimed at mitigating drought emergencies in Kenya.

The NDMA is seeking to recruit competent and highly motivated individuals to fill various positions at its headquarters and field stations. These positions offer an excellent opportunity for qualified professionals to contribute to the development and implementation of drought management strategies in Kenya.

1. Drought Management Coordination Officer (DMCO) II – Job Grade NDMA 8

Salary Scale: KES 31,740 – 47,240 per month

Job Specifications

This is an entry and training grade. Officers in this position will work under the guidance of a senior officer and be responsible for various duties in the following functional areas:

a) Drought Information

  • Collecting, analyzing, and reporting drought early warning information
  • Compiling county drought early warning bulletins
  • Disseminating drought early warning information to relevant stakeholders, particularly those in drought-prone communities
  • Conducting national and county food security assessments
  • Carrying out rapid food security assessments and other surveys (nutritional, market, urban vulnerability surveys, etc.)
  • Providing information to drought management departments and directorates
  • Monitoring the drought early warning system
  • Processing GIS and remote sensing data for integration into the drought early warning system
  • Developing reporting guidelines for GIS and remote sensing data
  • Identifying new remote sensing data sources for incorporation into the drought early warning system

b) Drought Contingency Planning and Response

  • Liaising with County Steering Groups and County Planning Units in spearheading the production of Ward and County Contingency Plans
  • Collaborating with County Steering Groups to conduct rapid drought assessments
  • Assessing response levels and consolidating information for disbursement of the Drought Contingency Fund
  • Managing and maintaining the County Drought Contingency Fund Management Information System (DCF-MIS)
  • Activating Contingency Plans, implementing, and monitoring County Drought Response interventions
  • Spearheading the preparation of Drought Recovery Plans to transition from emergency relief to long-term development
  • Generating and sharing progress and completion reports for drought response activities
  • Ensuring quality assurance in all drought response initiatives

c) Drought Resilience

  • Providing technical support on disaster risk reduction and resilience-building strategies to county-based institutions
  • Supporting County Planning Units in conducting drought risk analyses
  • Facilitating development and consolidation of community-level Preparedness and Development Plans
  • Coordinating and strengthening stakeholder partnerships in drought management
  • Ensuring quality assurance of drought risk management and climate adaptation interventions, ensuring compliance with statutory requirements
  • Facilitating implementation, monitoring, and evaluation of drought risk reduction initiatives
  • Promoting the mainstreaming of Drought Risk Reduction Strategies into long-term county development plans
  • Assisting in the implementation of joint Drought Resilience Initiatives with NDMA and other partners

Qualifications

For appointment to this grade, an applicant must:

  • Hold a Bachelor’s degree in any of the following fields: Range Management, Agriculture, Livestock, Economics, Agricultural Engineering, Rural Development Studies, Mathematics, Statistics, Computer Science, Environmental Management, Developmental Studies, Agricultural Economics, Community Development, Information Science, or Project Planning and Management from a recognized institution
  • Be computer literate
  • Fulfill the requirements of Chapter Six (6) of the Constitution of Kenya
