The Office of the Controller of Budget (OCOB) is an independent office established under Article 228 of the Constitution of Kenya, 2010. Its mandate is to oversee the implementation of budgets for both the national and county governments and provide regular reports on the same.

In line with its mandate and pursuant to Article 252 (1) (c) of the Constitution, OCOB is seeking to recruit highly qualified and competent individuals to fill several vacant positions. 1. Director, Planning, Research and Knowledge Management (1 Position – Contract)

Job Purpose

This position is responsible for the overall coordination and management of planning, research, and knowledge management functions at OCOB.

Key Responsibilities

  • Develop and implement policies, strategies, frameworks, guidelines, and standards for planning, research, and knowledge management.
  • Oversee preparation of reports requested by the President or Parliament under Article 254 (2) of the Constitution.
  • Coordinate the review and recommendation of County Fiscal Strategy Papers and Budget Policy Statements.
  • Ensure the collection and analysis of macro-economic and socio-economic fiscal data.
  • Oversee performance management and internal monitoring systems.
  • Ensure business continuity planning and risk management frameworks are in place.
  • Foster stakeholder engagement and promote ethical practices in the organization.
  • Oversee the department’s budget and work plans.

2. Chief Manager, Planning, Research and Knowledge Management (1 Position – Contract)

Job Purpose

This role involves coordinating strategies in planning, resource mobilization, performance management, monitoring and evaluation, and knowledge management.

Key Responsibilities

  • Develop and implement planning, research, and monitoring strategies.
  • Review and make recommendations on County Fiscal Strategy Papers and Budget Policy Statements.
  • Establish and maintain data information and documentation centers.
  • Conduct feasibility studies and service delivery surveys.
  • Monitor and evaluate budget implementation and make recommendations.
  • Develop resource mobilization and partnership strategies.
  • Oversee preparation of donor reports and funding proposals.

3. Manager, Legal Services (1 Position – Permanent and Pensionable)

Job Purpose

The position provides legal advice on litigation, dispute resolution, legal compliance, enforcement, and advisory services.

Key Responsibilities

  • Interpret and review compliance of legal instruments for fund requisitions.
  • Provide legal opinions on budget implementation reports.
  • Review legal compliance of budget process frameworks.
  • Coordinate legal audits and provide legal advisory services.
  • Conduct stakeholder training on legal issues affecting public finance.
  • Provide technical legal advice on budgetary regulations and compliance matters.

4. Senior Fiscal Analyst (1 Position – Permanent and Pensionable)

Job Purpose

This role involves performance analysis of county government budgets, reviewing withdrawal requests, and preparing statutory reports.

Key Responsibilities

  • Review and analyze county budget requisitions.
  • Prepare budget implementation reports.
  • Ensure compliance with budgetary ceilings.
  • Assess and report on achievements of county programs and projects.
  • Investigate and publicize reports on budget implementation.
  • Monitor compliance with Controller of Budget recommendations.

5. Internal Auditor (2 Positions – Permanent and Pensionable)

Job Purpose

This position ensures the effectiveness of OCOB’s internal control systems, risk assurance framework, and governance structure.

Key Responsibilities

  • Conduct financial, operational, and IT audits.
  • Review budgetary compliance of government entities.
  • Analyze and verify public fund withdrawals.
  • Provide risk assessment and mitigation strategies.
  • Ensure implementation of internal audit policies and guidelines.

6. County Budget Coordinator (1 Position – Permanent and Pensionable)

Job Purpose

This role advises the Controller of Budget on effective methods of county budget implementation and facilitates the authorization of fund withdrawals.

Key Responsibilities

  • Implement policies on county budget implementation.
  • Review and analyze county fund requisitions.
  • Track budget utilization and compliance.
  • Collect and analyze budgetary data for special reports.
  • Ensure public participation in the budget process.
  • Foster ethical corporate governance practices in county budget operations.
