Homa Bay County Public Service Board invites applications from qualified and competent individuals to fill the position of Deputy Director Physical and Land Use Planning. This role is crucial in ensuring effective land use and urban planning within the county. The successful candidate will be deployed at the County Department responsible for Lands, Physical Planning, and Urban Development and will be tasked with deputizing the Director of Urban Development.
Job Description and Key Responsibilities
The appointed Deputy Director Physical and Land Use Planning will be responsible for:
- Initiating, preparing, and monitoring the implementation of county and local physical and land use development plans.
- Formulating county physical and land use planning policies, guidelines, and standards.
- Providing advice on development applications and development control matters.
- Conducting research on physical and land use planning at the county level.
- Recommending the establishment of planning units within the county government.
- Advising government and private agencies on development proposals and plans.
- Implementing and providing feedback on physical and land use planning guidelines and standards.
- Offering technical advice on matters such as change of use, extension of use, extension of lease, sub-division of land, and amalgamation of county land.
- Communicating decisions of the county government on development applications.
- Maintaining a land information system to support physical and land use planning.
- Issuing development permission and other development control instruments under the Physical and Land Use Planning Act, 2019, with approval from the county executive committee member in charge of planning.
- Monitoring and evaluating physical and land use planning projects and programs at the county level.
- Performing any other duties assigned by the supervisor.
Requirements for Appointment
To be eligible for this position, a candidate must:
- Be a Kenyan citizen.
- Have served in the grade of Principal Physical Planner or a higher position as outlined in the Scheme of Service for Physical Planning Personnel.
- Hold a Bachelor’s degree in Urban and Regional Planning, Town Planning, or a related field from a recognized institution.
- Possession of a Master’s degree in Urban and Regional Planning, Urban Management & Development, or an equivalent qualification from a recognized institution is an added advantage.
- Have at least seven years of post-qualification professional experience in physical and land use planning.
- Be a corporate member of the Kenya Institute of Planners, Architectural Association of Kenya (Town Planning Chapter), or Town and County Planners Association (TCPAK) and be in good standing.
- Be registered as a physical planner under the Physical Planners Registration Act, 1996, and be in good standing with the relevant professional body.
- Have a certificate in a Senior Management Course lasting at least four weeks from a recognized institution.
- Have a certificate in computer application skills from a recognized institution.
- Demonstrate merit and ability through work performance and results.
- Not be disqualified under Chapter Six of the Constitution or any other written law.
Mandatory Clearance Certificates
Shortlisted candidates will be required to submit copies of the following clearance certificates in compliance with Chapter Six of the Constitution of Kenya 2010:
- Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Clearance from the Ethics and Anti-Corruption Commission (EACC).
- Compliance Certificate from the Higher Education Loans Board (HELB).
- Clearance Certificate from the Credit Reference Bureau (CRB).
