Duties and Responsibilities

The successful candidate will be responsible for overseeing and implementing urban development policies and projects within Homa Bay County. Key duties include:

  • Overseeing the preparation and implementation of urban development plans, policies, and guidelines in alignment with national and county policies.
  • Reviewing and recommending urbanization and urban development projects and programs for county government approval.
  • Coordinating gender mainstreaming and social inclusivity in urban projects and programs.
  • Reviewing and recommending appropriate legislations on urbanization and urban development.
  • Collaborating with national government agencies, development partners, private sector stakeholders, and communities to promote inclusive urban development.
  • Managing and overseeing budget allocations for urban development projects.
  • Conducting regular assessments of urban projects to ensure they achieve desired objectives.
  • Evaluating and recommending research findings on urbanization and urban-related issues.
  • Ensuring the adoption of best practices in urbanization and urban development.
  • Encouraging innovation and the use of modern technology in urban development initiatives.
  • Reviewing and ensuring the implementation of international urban development strategies at the county level.
  • Recommending and overseeing joint urban development projects between county and national governments.
  • Providing training and capacity-building support for urban development professionals and local authorities.
  • Performing any other duties assigned by the supervisor(s) from time to time.

Requirements for Appointment

To be eligible for this position, applicants must meet the following criteria:

  • Be a Kenyan citizen.
  • Have at least seven years of post-qualification professional experience in urban development and engineering works.
  • Hold a Bachelor’s degree in any of the following disciplines: Urban & Regional Planning, Civil Engineering, Urban Design, Land Economics, Architecture, Environmental Planning and Management, or an equivalent qualification from a recognized university in Kenya.
  • A Master’s degree in the relevant field is an added advantage.
  • Be registered as a Physical Planner or Engineer under the Physical Planners Registration Act 1996 or Engineers Board of Kenya.
  • Be a corporate member of a professional body such as the Kenya Institute of Planners, Architectural Association of Kenya (Town Planning Chapter), Town and County Planners Association (TCPAK), or Institution of Engineers of Kenya (IEK) and in good standing.
  • Possess a Senior Management Course certificate (not less than 4 weeks) from a recognized institution.
  • Be proficient in computer applications.
  • Demonstrate proven administrative ability and professional competence necessary for the effective execution of responsibilities.
  • Exhibit a strong understanding of national policies and objectives related to urban development.
  • Must meet the requirements of Chapter Six of the Constitution of Kenya.

  • Compliance Certificate from the Higher Education Loans Board (HELB)
  • Clearance Certificate from the Credit Reference Bureau (CRB)
