Homa Bay County is seeking a highly qualified and experienced professional to join our team as a Municipal Manager – Kendu Bay. This is a unique opportunity for an individual with strong leadership and administrative skills to contribute to the growth and development of our Municipality.
Job Title: Municipal Manager – Kendu Bay
Reports To: Municipal Board
Duties and Responsibilities:
The Municipal Manager will play a crucial role in ensuring the efficient and effective management of the Municipality. The key responsibilities will include:
- Acting on behalf of the Municipal Board to ensure the execution of its decisions.
- Preparing and presenting annual estimates of revenue and expenditure for approval by the Board.
- Building and maintaining strong alliances and effective working relationships between the Board and civil society, private sector, and community-based organizations.
- Preparing and submitting an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Board.
- Serving as an ex-officio member of all committees of the Board.
- Supervising all departments and agencies of the Municipality and coordinating their activities.
- Administering and enforcing all Municipality By-laws, resolutions, franchises, leases, contracts, permits, and other Municipality decisions.
- Preparing and administering the annual Municipality budget.
- Managing Municipality utilities and property.
- Encouraging and supporting regional and intergovernmental cooperation.
- Promoting cooperation among the Board of the Municipality, staff, and citizens in developing Municipality policies and fostering a sense of community.
- Performing any other duties as directed by the Board of the Municipality.
Qualifications:
- Must be a citizen of Kenya.
- Holds a degree from a recognized university in Kenya or an equivalent qualification.
- A relevant Master’s degree will be an added advantage.
- Must have at least ten (10) years of proven experience in administration or management in either the public or private sector.
Additional Requirements for Shortlisted Candidates:

- Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
- Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Clearance Certificate from the Ethics and Anti-Corruption Commission (EACC).
- Compliance Certificate from the Higher Education Loans Board (HELB).
- Clearance Certificate from the Credit Reference Bureau (CRB).
