Position: Safety and Security Assistant

The Safety and Security Assistant (SSA) is a critical role within the organization, offering essential support to the safety and security program. The SSA ensures that security-related records are maintained, oversees the Volunteer whereabouts reporting system, assists in analyzing and reporting security incidents, prepares training and resource materials, and maintains key contact information for local and national security officials.

Compensation and Benefits

The minimum base annual salary for this position is Kshs. 2,478,361. This amount excludes additional benefits such as:

  • 13th-month bonus
  • 90% health insurance premium contribution
  • Mandatory contributions as required by local labor laws

The starting base salary may be adjusted within an approved range based on prior documented salary history. Salary increments are subject to performance-based evaluations and available funding.

Important Notes:

  • This position is based in Kisumu, Kenya.
  • Housing is not provided, and relocation costs are not covered.
  • All hires are contingent upon funding availability.

Position Details

  • Title: Safety and Security Assistant (SSA)
  • Department: Executive Division
  • Duty Station: Kisumu, Kenya
  • Reports To: Safety and Security Manager (SSM)
  • Eligibility: Open to qualified Kenyan citizens

The SSA plays a vital role in ensuring that Volunteer safety and security measures are upheld. The SSA supports administrative functions, maintains security data, assists with security training, and provides operational support when required.

In cases where the SSM is unavailable, the SSA may act as the primary security liaison with the Peace Corps Safety and Security Officer (PCSSO), Regional Security Advisor (RSA), embassy security officials, and local law enforcement agencies.


Key Responsibilities

1. Implementation of Safety and Security Policies

  • Assists the SSM in monitoring and updating site history data.
  • Ensures timely recording of security-related data in site history files.
  • Maintains accurate Volunteer Information Database (VIDA) entries.
  • Verifies that all Volunteer site locator forms are complete and accurate.
  • Ensures that Volunteer housing inspections and evaluations meet required security criteria.
  • Monitors the Volunteer whereabouts system, ensuring all information is up to date.
  • Works closely with the PCSSO to ensure that critical safety recommendations are implemented promptly.

2. Safety and Security Training

  • Develops training materials for Pre-Service Training (PST), In-Service Training (IST), Close of Service (COS) conferences, and Warden Trainings.
  • Co-facilitates training sessions with the SSM.
  • Conducts independent training in cases where the SSM is unavailable.

3. Home-Stay and Site Security Support

  • Participates in home-stay safety orientations before PST.
  • Conducts Volunteer site visits to assess security conditions.
  • Assists in Volunteer housing inspections and approvals.
  • Maintains up-to-date GPS coordinates for Volunteer sites and consolidation points.
  • Supports mapping activities for Volunteer locations and evacuation routes.

4. Incident Reporting and Response

  • Provides Volunteer support following security incidents, such as accompanying them to police stations or preparing security reports.
  • Assists in managing security responses to sexual assault cases, ensuring:
    • Victims receive immediate safety and support.
    • Strict confidentiality protocols are maintained.
    • Incident follow-ups are conducted professionally.
    • Legal consultation is coordinated with relevant legal advisors.
  • Assists the SSM in compiling incident reports into the Security Incident Management System (SIMS).

5. Emergency Preparedness

  • Assists in training and testing of Post’s Emergency Action Plan (EAP).
  • Ensures emergency communication devices (radios, satellite phones) are functioning.
  • Supports evacuation planning and drills.
  • Works with local authorities to coordinate emergency response procedures.

6. Security Data Analysis and Reporting

  • Monitors crime trends and risk assessments.
  • Prepares security updates and analytical reports.
  • Ensures accessibility of security manuals and training materials for Volunteers.
  • Regularly compiles and files critical security data for internal use.

7. Representation and Liaison Responsibilities

  • Participates in staff meetings, providing security recommendations.
  • Builds working relationships with local law enforcement and embassy security officials.
  • Represents the organization at security-related forums and external meetings.

8. Duty Officer Responsibilities

  • Serves in a rotating duty officer role, handling urgent security concerns after hours.
  • Maintains and updates the duty officer binder.

9. Acting SSM Responsibilities

  • Covers for the SSM when they are absent due to travel, leave, or position vacancy.

10. Additional Duties

  • Performs other security-related duties as assigned.
  • Assists with tasks to support the safe reintegration of Volunteers during emergency situations.

11. Occasional Money Handler/Holder

  • May be designated to transport funds for Volunteer-related expenses.
  • Will not perform procurement or budgetary decision-making functions.

12. Work Hours and Travel Requirements

  • 40-hour work week, with potential overtime when required.
  • Frequent travel for Volunteer support, training, and site evaluations.
  • May participate in domestic or international training programs.

Qualifications

Minimum Requirements

  • Bachelor’s degree from an accredited institution.
  • At least two years of relevant experience, covering 50% of the above responsibilities.
  • Strong organizational and communication skills.
  • Fluent in English and Kiswahili.
  • Ability to analyze security risks and develop mitigation plans.
  • Experience working with local law enforcement and emergency agencies.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams).
  • Demonstrated ability to respect confidentiality.

Preferred Qualifications

  • Experience working with volunteer organizations.
  • Prior experience in sexual assault response and survivor support.
  • Training experience in safety and security topics.
  • Previous collaboration with law enforcement agencies.
