In line with its strategic objectives, the Bank’s Senior Vice-Presidency (SNVP) oversees key corporate decisions and ensures the alignment of internal systems and performance culture to deliver high-impact results. The SNVP also supervises the Fiduciary and Inspection Department (SNFI), which is responsible for setting and maintaining standards in Procurement, Financial Management, and Inspection functions across Bank-financed operations.

About the Hiring Department: Fiduciary and Inspection Department (SNFI)

Operating under the Senior Vice-Presidency, SNFI serves as the Bank’s authority on fiduciary matters and oversight. Its core responsibilities include:

  • Developing and interpreting fiduciary policy, strategy, guidance notes, and manuals.
  • Offering advisory services and operational support in procurement and financial management throughout the project lifecycle.
  • Producing annual reviews of procurement and financial management operations for the Board.
  • Designing and implementing training programs for internal and external stakeholders.
  • Leading partnerships and harmonization efforts with global development partners.
  • Serving as the Secretariat for the Procurement Review Committee (PRC).
  • Monitoring and reporting on procurement and financial management performance in the field.

To further strengthen its fiduciary support to projects and national systems, SNFI seeks to hire a highly experienced professional to coordinate and oversee financial management activities in the East Africa Region.

Job Description

The Chief Regional Financial Management Coordinator (RFMC) will lead the financial management function for the Bank’s operations in East Africa, providing technical guidance and support to the Country Office-based Financial Management Specialists (FMSs). Reporting functionally to the Manager of the Financial Management Division and administratively to the Regional Implementation Support Manager, the RFMC will be instrumental in improving the fiduciary capacity of borrowers and ensuring financial integrity across Bank-financed projects.

This position requires a strong technical background, strategic oversight, leadership in capacity building, and extensive experience working with public financial management systems. The successful candidate will work closely with country teams, development partners, and national authorities to assess, implement, and enhance financial management frameworks in accordance with the Bank’s standards.

Key Responsibilities

  1. Technical Guidance and Oversight
    • Provide expert financial management support to project teams and national executing agencies throughout the project lifecycle.
    • Assess borrower financial management systems, including budgeting, internal controls, treasury, accounting, reporting, and auditing practices.
    • Ensure that the Bank’s policies and procedures are adhered to in all aspects of financial management across the region.
    • Lead the preparation of fiduciary risk assessments, particularly during the development of Country Strategy Papers (CSPs), to determine eligibility for the use of national financial management systems.
  2. Quality Assurance and Operational Support
    • Ensure high standards of financial management quality at project entry through rigorous reviews of financial components in project design and documentation.
    • Participate in project appraisal, negotiations, and launch missions to support the integration of robust financial management practices in project implementation.
    • Monitor and supervise financial management performance through regular field visits and desk reviews, with a focus on risk-based assessments.
    • Provide technical input in project supervision missions and contribute to the financial management sections of aide-memoires and progress reports.
  3. Compliance and Performance Monitoring
    • Ensure compliance with audit requirements and assist in the review and clearance of audit reports submitted by projects.
    • Provide guidance to borrowers and Bank teams on resolving audit issues and implementing remedial measures where deficiencies are identified.
    • Facilitate the timely engagement and oversight of qualified, independent external auditors to ensure accountability and transparency.
  4. Capacity Building and Institutional Support
    • Support the design and delivery of financial management capacity building programs for executing agencies and relevant government institutions.
    • Guide the development and implementation of technical assistance operations that promote financial management reforms at the sector or national level.
    • Promote the use of modern financial management tools and practices, including the adoption of international standards and frameworks (e.g., IFRS, IPSAS, COSO).
  5. Partnerships and Donor Coordination
    • Represent the Bank in donor coordination meetings and fiduciary working groups to align efforts in strengthening country systems.
    • Participate in Public Expenditure and Financial Accountability (PEFA) assessments and other diagnostic tools (e.g., SAI-PMF, ROSC-AA) to inform Bank strategies and operations.
    • Collaborate with accountability institutions such as Supreme Audit Institutions (SAIs), professional accountancy organizations, and parliamentary oversight committees to promote transparency and public financial accountability.
  6. Portfolio Management and Reporting
    • Monitor the performance of the financial management function at regional and country levels using established key performance indicators (KPIs).
    • Contribute to Country Portfolio Performance Reviews (CPPRs) by providing detailed analysis and recommendations on financial management issues.
    • Maintain an updated risk register and ensure that mitigation measures are implemented effectively to safeguard Bank resources.
  7. Team Leadership and Supervision
    • Supervise and mentor a team of Financial Management Specialists located in various country offices within the East Africa region.
    • Foster a collaborative work environment and ensure consistency in the application of fiduciary standards and guidance across projects and sectors.
    • Support staff development through coaching, feedback, and participation in training initiatives.

Professional Attributes and Expectations

  • Proven leadership in financial management within donor-funded projects or public sector institutions.
  • Expertise in financial risk assessment, audit management, internal controls, and the implementation of internationally recognized accounting standards.
  • Ability to operate in complex and dynamic environments while managing multiple priorities under tight deadlines.
  • Strong communication and interpersonal skills with the ability to engage effectively with government counterparts, development partners, and internal stakeholders.
  • Demonstrated experience in building partnerships and advocating for reforms in public financial management.

Language Requirements

  • Proficiency in English is required for this position. A working knowledge of French will be considered an advantage.

Technology Proficiency

  • Solid experience in using financial management software and enterprise resource planning systems, particularly SAP.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Access).
